I am asking the rest of you reading this except Forvendet, can anyone of use believe a Russian, Polish, Czech etc etc classified as Caucasian don't need to take TOFEL? I find it hard to believe.
And coming back to you Forvendet, I also cannot believe you don't need to take basic English test because Caucasian is spelled as Caucasian not causcasian. What the hell is causcasian?

I could claim TOEFL exemption by my father's and grandfather's race, British. Anybody born outside the core English speaking circle of nations (USA, UK, Canada, Aust. & NZ) with at least one parent of that lineage and speaking English as mother tongue from birth can claim that. There're hundreds, even thousands of children born to American parents outside USA who can and do claim that exemption when they returned to USA for college too. TOEFL means Test Of English Proficiency as a Foreign Language. Once you prove it's your mother tongue and native language, there's nothing much more to test about.

Last i checked it's based on one's nationality. Like a person from an english speaking country like australia, canada should be exempted not based on race. You're bitching about TOEFL. I've already explained earlier. You can be born anywhere, black or white. The exemption criteria is that it's your mother tongue, nothing to do with race. Blacks or Yellows or Browns speaking English from birth qualify for exemption too since English is not a foreign language to them. Race, race, race, that's all you think about.
