aiyah, in a real democracy, the entire Civil Service is independent lah. Only in singapore, many things are perverted beyond recognition. Its gotten a lot worse.

I still remember in the 70s, there was at least some semblance of independence. Now, they don't even bother to pretend. I recall, for example, Chief Returning Officers were appointed who were not affiliated with any political parties. Now all of them are balls licking PAPs.
