You could get a good quality folding bike for 150 euro in the Netherlands. The procurement department should be investigated for possible corruption.

It has always been the practice to search out and notify product and service vendors of an impending tender or request for quote when the product or service sought has not be previously sought. I aware that tenders which have closed have been done again when the number of participants are insufficient.

Here's a chance for one of you to do some investigative reporting to find out how these bikes are being used.

How often are they used? Are they taken by staff into buses? Are they ever folded in the first place?

This could be turned into a big story if it's done right.

This is the same guy that oversaw MOH during the NKF fiasco. Durai kicked out MOH's representative to NKF and $8 man did nothing. $8 man even went as far to announce to the entire world that he was stupid. There is of course no charge against a minister being stupid but there may be one if dereliction of duties can be ascertained. :cool:

This stupid fellow by deliberately refusing to build old folks home, has in effect created a scenario where elderly Singaporeans are sent to JB and Batam to spend their dying days. :oIo:

Is it even possible that the bikers actually cycle 30-40KM each day? Prior to purchasing these bikes how did the hoccifers cover 30-40KM?

I agree. I will be surprised if the bus was used.

Remember something similar where Malaysian Federal Authorities decided to bring in small CC motorbikes (Honda cubs) for staff to move within KL for short distance travel and not use cars and vans. After a while senior staff conveniently took it home and back. The Director of Special Branch even used to push his bike, take the lift and keep it in his office as he did not want it taken away by other staff.

I wont be surprised that after a while, those bikes will no longer be used for work but taken home by staff for own use. Maintenance will be another issue. Since what belongs to everyone belongs to no one, nobody is going to really take ownership of their maint and repair.

The bus used as the justification is stupid. How long and how often you think the staff will carry the foldable bikes onto buses and trains to their place of work? Betcha no sooner will they become a

why isnt there a need to get 3 quotes before confirming the order?

there is only 1 quote and they still go ahead to buy? i am very sure there are cheaper alternatives in the market if they bother to look.

what do you expect? the tender was probably quietly made known to only one supplier by someone in charge for whatever reason. transparency my ass. its about who you know in order to get the contracts. the PAP has couched the giving of favours to its cronies through the various procurement contracts. last GE, how many walkover wards spent how many $1000s on marcom materials? u think these contracts went to non-cronies??

those who do tenders, wil know the tender specs can be heavily influenced by a particular supplier, so that only his product will meet the tender requirements.

the civil service is out of control. free for all. get rich while u can while ur bosses and their bosses are not looking.

Just wondering just pondering....I am sure they are now working hard to cover their backsides at this very moment. There are definite cheaper versions out there. Anyway these "whities" are so used to spend not their money for so long, it had became a habit & there is no one looking over the shoulders, it had became an instinct.

That is why, we must have a fair number of oppositions to do an external Checking & Balances, you can't expect Ali Ba Ba to audit the "21 thieves"...they are from the same mold.

Khaw defends NParks' purchase of $2,200 foldable bicycle

The issue is not with buying bicycle but the price of the bicycle. There are probably other brands that could do the same job at a lower price.

I wonder if NParks usage would be as high as police or postman? I doubt so but then why priced so much difference?

National Development Minister Khaw Boon Wan has stated via his blog that he supports the National Parks Board's (NParks) decision to purchase Brompton foldable bikes for its staff.

Some Singaporeans had questioned why the purchase for the 26 bicycles - each costing $2,200 - was approved.

Mr Khaw wrote in a blog post on Wednesday that he had asked NParks for the rationale for the purchase. He said NParks cited staff productivity as the main reason for the purchase: "Providing staff with bikes was thought to be a simple and effective way to raise staff productivity as it enables the officer to cover more ground and do more inspections within the same time."

NParks officers in the Park Connector Division cover between 30 to 40km in their daily rounds.

Mr Khaw added that a foldable bicycle was chosen because such bicycles "would eliminate the need for an office van to transport the bikes and the staff to the areas of their daily rounds". The NParks staff would also be able to carry them onto buses and trains where necessary.

He also said that Brompton was picked because only one vendor responded to the tender with a bid price lower than the listed retail price of the same bicycle.

While a Brompton bike costs more than foldable bicycles with similar specifications, Mr Khaw said cyclists told him the bike was durable and would require less maintenance after heavy usage.

He concluded: "It looks like NParks has bought the right equipment. However, it also looks like NParks might have gotten a better deal if there was greater participation in this quotation."

According to the Lianhe Zaobao report where the NParks purchase was first reported, a police officer's bicycle costs about $1,000 while Singapore Post's postmen use bicycles which cost about $500.
