This does not follow proper ITQ procedure and reflects very badly on the procurement procedure at NParks. NParks should have voided the ITQ and called for a new ITQ. It is silly to say we bought over priced bikes because only 1 vendor responded when there are God knows how many vendors selling folding bikes in Singapore. To ensure participation in the new ITQ, the NParks officer should do due diligence. Other than posting on Gebiz, he/she should call up vendors to inform them of the ITQ and invite them to quote.

Here's a chance for one of you to do some investigative reporting to find out how these bikes are being used.

How often are they used? Are they taken by staff into buses? Are they ever folded in the first place?

This could be turned into a big story if it's done right.

I don't think it is corruption. The amounts are way too tiny. More like the NParks officer handling the procurement was lazy and cut corner. Also given that there is a high chance that the bikes would become the personal property of the users, the users stayed silent so that they could have some nice designer bikes.

This part here also deviates from proper ITQ procedure. If it is a requirement that the bikes be durable and require less maintenance after heavy use, this should be stated clearly in the ITQ requirements up front. You cannot call an ITQ with a fixed set of requirements and then add to the list after vendors have submitted their bids. If durability and low maintenance were key ITQ evaluation requirements which were missing from the original specifications, the correct procedure should be to void the ITQ and recall the ITQ with the new requirements.

agree. its probably another case of civil servants gone wild. get rich while you can, milk your job for what its worth - i'm sure this is the prevalent thinking amongst many.

Khaw is sidestepping the real issue of the outcry. 'Bicycle' to achive efficency of staff is NOT the issue here, It is the amount paid for a product via a tender process !

Besides any other possible tender process isssues, this tender should be cancelled and void, being only 1 bid was submitted.

Remember the case of sole $1 bid for a hawker store ? What was the basis of denying the bidder his sole and valid bid ?

Any suspicion for this bicycle tender ?
