I think that Uruguay would just settle for a draw. But if Mexico wouldn't settle for mutual qualification and really want to avoid Argentina in the next round and attack like hell, they'd be asking for hell from Uruguay.

The obvious tactic for Mexico would be to go for a slow first half. Come second half, do a sneak attack in the last 10 mins that gvies Uruguay no time to respond.

If they pounce, it will also be in the last 10 mins when Mexico got no time to respond. No reason to do it early and then face a determined Mexico chasing the game to survive.
 
If you apply Game Theory, Mexico actually has the strategic advantage tonight.

Both sides establish the understanding that they will play for a draw.

Unless Mexico shows signs of breaking this understanding, there is no incentive for Uraguay to initiate the attack and trigger retaliation from Mexico.

Mexico's best strategy is to wait till the last minute to try their luck. As the decision to make the play lies with them, they have the very big strategic advantage of chosing the time. Uraguay is kept guessing whether they will or won't break the agreement.

If the attack fails, all Mexico needs to do is contain Uraguay until the time runs out. If the attack succeeds, they edge out Uraguay and avoid playing Argentina.
 
Actually, wouldn't it be spectacular if France, England, Italy and Germany all got knocked out in 1st Round? No more European ex-world champions left at 2nd Round; what a sight to behold.
