Surely, the Government must be watching with concern the sharp rise in certificate of entitlement (COE) premiums in the past few months.
No doubt it is the Government’s policy to limit the number of COEs to control the vehicle population. The high COE premiums are unavoidable due to the limited number of COEs available for bidding each month.
The consequences of higher COE premiums are:
- The cost of living will rise, causing a ripple effect on the economy and affecting everyone;
- Push factors are created for those in the middle-income groups to leave Singapore for good. This will cause a brain drain in our workforce at the professional, managerial, executive and technical (PMET) levels.
Some Singaporeans will want the Government to have a new COE category for 3,000cc cars for the rich to compete among themselves and not for them to compete against the middle-income groups in the 2,000cc COE category.
Others may argue that higher COE premiums could serve a common social good when the Government is seen to give higher public transport rebates to the lower-income groups.

The hidden trade-offs cannot be ascertained or determined easily in a dynamic economy with no capital gains tax or estate duty tax for the distribution of wealth, as it could cause the income gap between the rich and the poor to widen further.

Yes, the government coffers benefit from higher and higher COE prices.
So there is a vested interest, and a conflict of interest, in the current system and the government is unwilling, or will be slow, to change.

COE taxes car ownership, not car usage. It's a failed system.

High time the PAP switched to a system that controls car usage (e.g. island-wide ERP) if they're sincere in tackling traffic congestion and emissions. Otherwise we'll just see more big houses with 5-6 cars sitting idlly inside, while middle class folks who really need a car are deprived.

They are willing to bid higher for COE as they will receive an income from using their vehicles for private hire.

Set aside a separate COE category for cars which are registered as PHV, whether individually or company owned.

In the long term the COE system is inequitable and unsustainable, because any system that segregates ownership based on ability to pay will penalise the lower and middle income classes.

Now I tell you how to be equitable when it comes to cars.

Treat private cars like housing. Benefits to only citizens. Only citizens can bid for COEs.

If non citizens want to own a car, they must have contributed to at least 10 years to the economy. They will also pay a premium on top and above the COE bid.

Why would LTA listen to such feedback? They are enjoying record high profits during this period. And they can channel this money to building more MRT tracks and stations and swanky new trains. All for the sake of creating a car-lite society.

Rising property prices has helped some but it's going to drown them too in long run. The PAP are too agreeable to the whims and fancy of foreigner because Singkie are too myopic to see the bigger picture.
