Happy to meet PRC Vice Premier Han Zheng earlier this evening. He is in town for the 18th Joint Council for Bilateral Cooperation (JCBC), and we took the opportunity to have a bilateral meeting.
We had a good discussion on the wide-ranging and multifaceted cooperation between Singapore and China, which includes our collaboration through our eight Provincial Business Councils, such as the Singapore-Shanghai Comprehensive Cooperation Council which I have co-chaired since August 2019. There is scope for Singapore and China to further strengthen our cooperation, including in areas like connectivity, innovation, green financing and digital economy, which will bring benefits to the people and businesses of our two countries.
Vice Premier Han and I also updated each other on the developments in our respective countries. I appreciated hearing from him about China’s development priorities after the 20th Party Congress, and we also exchanged views on the challenges facing the global economy.
Wishing Vice Premier Han a fruitful visit to Singapore, and a safe journey home tomorrow.

Imagine a future where your money can be fully programmable, or that you are able to pay for your food using just a mobile number when you are travelling to other parts of Asia.
FinTech has great potential to empower us - help us become more productive, and improve our connectivity with others.
So we must ensure our financial industry in Singapore stays at the leading edge of FinTech - to continually experiment and innovate, and solve problems for mankind and the world. The Government and Monetary Authority of Singapore will support and collaborate with the FinTech community in this joint endeavour.

Ministry of Culture, Community and Youth - MCCY holds a special place in my heart — it was my first time taking charge of a ministry and it was also a new ministry. We had to work like a start-up, coming up with the ministry’s name, logo, vision and mission!
In a blink of the eye, MCCY has marked its 10th birthday! The ministry has come a long way, and will continue to play an important role in strengthening our nation’s cultural core and community bonds.
I thank everyone who has walked this journey with us. Happy 10th anniversary — cheers to even greater work together and beyond.

Cikgu Yusnor Ef and Professor Hadijah Rahmat are walking pillars of our community - contributing to music, literature and culture in Singapore. And I'm glad to see that our youth, like Lee Syafiq, continue to innovate and explore new frontiers, like halal gourmet burgers here and even in New York.
I was heartened to learn that Cikgu Yusnor, Hadijah and Syafiq each benefited from teachers and mentors on their journey. Now, they are paying it forward by helping to teach the next generation.
None of us can achieve success on our own. All of us need people to inspire, teach, or support us in our times of need. I see this spirit in the Malay/Muslim community in Singapore. And I hope to see it grow from strength to strength.

Our political landscape in Singapore has evolved, and matured. Many would like more checks and balances and diversity in Parliament. Political contest has intensified and will continue to do so.
Since day one after being designated the leader of the 4G team, I have said that I do not assume the PAP will win the next General Election.
In fact, every election from now on will be about which party forms the next government.
The trust of Singaporeans is important to us - and trust must be earned. So I assure everyone that we will work doubly hard to win every seat, and secure a strong mandate to govern.
This is the work of not just those of us in the government, but also our Members of Parliament and activists on the ground. All of us will work for you - for Singaporeans, and collectively for a brighter future.

Today, I am honoured to be elected by the PAP to the 37th Central Executive Committee.
I solemnly commit to giving the full measure of my strength in service of my party, my people and my country.
And together with my colleagues, we will work hard to continue the Singapore story - a place where Singaporeans of all backgrounds realise their full potential and share in our country's success, and where we support each other and stay united in a more uncertain and volatile world.

In Parliament today, I announced that I will top up the Assurance Package by another $1.4 billion, to reach around $8 billion.
This ensures that we delay the impact of the GST increase for the majority of Singaporean households by at least 5 years, and for lower-income households by 10 years.
Some people ask why not just do away with the Assurance Package, and also defer the GST increase? But that means we can only collect more revenues later, and we will end up with a bigger funding gap as our spending needs are growing sharply.
With our approach, we will delay the impact of the GST for most Singaporeans. But we will be able to start collecting revenues from next year onwards. Who will start paying the additional GST? Essentially the high-income groups, the foreigners who are based here, and the tourists who spend money in Singapore.
In particular this additional revenue will go a long way in enabling us to meet the higher healthcare spending that is necessary to take better care of our growing number of seniors.
The way we design our GST reflects our fair and progressive system of taxes and transfers in Singapore - it’s a system that takes care of the less well-off, and ensures that those who are better off contribute their fair share in revenues.

No Government likes to raise taxes. We had considered all options carefully. But we eventually decided we had to proceed with the GST move because we are facing a huge funding gap which will only increase with time, as our population ages, and healthcare spending goes up. Some claim that the government still has lots of “surpluses”. That is mistaken and false. What they are really saying is that the government should use more of the past reserves, and leave behind less resources for our children and grandchildren. Surely that cannot be the responsible thing to do, especially at a time when the uncertainties in the word are becoming ever greater.
Furthermore, the unique way we have designed the GST system in Singapore ensures that the impact of the GST increase is delayed by at least 5 years, and that lower-income households will not be impacted. All this reflects the ethos of the government - we do not go for politically expedient measures that may end up being unviable or unsustainable. Instead we focus our efforts on designing effective policies, and on doing what’s right for Singapore and Singaporeans.

It’s truly a labour of love for everyone involved in the project — so I was happy to celebrate the 10th birthday of GB with MND ministers past and present — Mah Bow Tan, Khaw Boon Wan and now Desmond Lee — and with President Halimah Yacob. Our work is not done, and we are continuing with our efforts to green Singapore and make GB even better!

Following MOH’s recent announcement to extend the second booster to those age below 50, I made the arrangements this morning to get my bivalent Moderna jab. If you are eligible, please be sure to get your booster too. It’s the best way to keep ourselves and loved ones safe, even as we learn to live with the virus.
