S'pore PR fined for operating unlicensed employment agency

SINGAPORE: A 30-year-old Singapore Permanent Resident has been fined S$50,000 for operating as an unlicensed employment agency.

De Luna Noriza Dancel is the first agent to be convicted as the principal offender since the revised Employment Agencies Act came into effect in April 2011.

She was also fined S$2,500 under the Employment of Foreign Manpower Act (EFMA) for employing her Filipino husband, Caladiao William Tolentino, who was without a valid work pass.

The Ministry of Manpower (MOM) said De Luna was issued a licence in July 2010 to operate the RSD Consultancy & Services employment agency.

While still engaged as director of RSD, she set up another agency with William, without obtaining a licence for it.

She engaged William, who was then in Singapore on a social visit pass, to run the unlicensed agency.

He assisted her by posting job advertisements, sourcing for prospective employers and employees, and collecting agency fees.

De Luna's licence for her first agency expired in July last year, but was not renewed as she was being investigated by MOM for operating the unlicensed agency.

MOM said despite being under investigation, she continued with her unlicensed agency activities, and even set up a third agency, again without a valid licence.

De Luna and William were arrested in December last year.

Woman jailed for theft and credit card fraud

SINGAPORE: A Peruvian was Tuesday jailed 15 months for theft and credit card fraud during her multiple one-week visits to Singapore.

Forty-five-year-old Maria Elena Tello Espinoza made away with more than S$8,800 in cash and valuables between March and April last year.

She pleaded guilty to two counts of theft and two of cheating.

The court heard that Maria and a 51-year-old Peruvian man - who is still at large - targeted prime shopping districts, including Bugis Junction and The Central (at Eu Tong Seng Street).

She stole handbags from a food court and Starbucks outlet while her victims were busy.

She then concealed the stolen bags with her own before leaving the premises, with her accomplice keeping a lookout.

Her loot included a laptop, a S$1,000 Gucci handbag, a bible, as well as cash.

Investigations revealed Maria also made fraudulent purchases with stolen credit cards during the same period.

She deceived an electronics and jewellery store into accepting payment for an iPad and two gold chains worth S$2,050.

The items were not recovered.

Pleading for leniency, Maria told the court she was remorseful and was willing to make restitution.

ICA foils illegal-departure attempt

SINGAPORE: A man who tried to smuggle an overstayer out of Singapore has been nabbed.

The Immigration and Checkpoints Authority (ICA) said the man, a 21-year-old Malaysian, was caught on Wednesday at about 12.30pm.

A Malaysia-registered car -- a black MPV -- was seized.

ICA said the car was stopped at the Woodlands Checkpoint for checks.

ICA officers found a 37-year-old Bangladeshi hiding at the back seat, covered in a black cloth.

Preliminary investigation showed that the driver was asked by his brother-in-law to bring the Bangladeshi, who's an overstayer, out of Singapore.

The Bangladeshi had wanted to leave Singapore to go home and reunite with his wife.

The driver said he was to be paid S$1,000 upon completing the task.

Both men are now under arrest.

ICA said anyone convicted of overstaying could be jailed up to six months and given at least three strokes of the cane.

For illegal departure, the offender could be jailed up to six months, fined up to S$2,000 or both.

A Myanmar national, who failed to give way to a motorcyclist while making a right turn at a traffic light junction, was fined $7,000 on Wednesday.

Sales and marketing supervisor Thein Zaw, 35, was also banned from driving for five years.

He had admitted to causing the death of Radha Krishnan Srinivasan, 49, along Ubi Avenue 2 on Jan 14, 2011.

A second charge of grievously hurting Srinivasan's 13-year-old son, who was riding pillion, was taken into consideration.

One was an illegal immigrant, the others were overstayers, and all were working for a China-based syndicate making counterfeit digital video discs (DVD) here.

The six Chinese nationals, aged between 20 and 34, were arrested when police raided a house in Jalan Rukam in Sembawang on Nov 3, 2011.

On Thursday, the five men and one woman pleaded guilty to immigration and copyright offences.

They were jailed up to 19 months. The four men, who overstayed here for more than 90 days, were also ordered to be caned three times.

A district court heard that police seized 1,586 DVDs containing 5,275 obscene films as well as cash of $1,472 in the raid.

Managing the operation was 34-year-old Li Jianhua. The court heard that his brother, Li Jianbing, 31, had asked him to come over to help him in his counterfeit DVDs business.

Jianhua arrived on Aug 18, 2010 and was granted a two-week visa.

Upon its expiry, he continued to remain here in an apartment in Lagoon View in Marine Parade where the syndicate counterfeited DVDs.

SINGAPORE: A Malaysian man has been charged with outraging the modesty of a 46-year-old woman.

Fifty-six-year-old Law Han Tiong, an agency manager, turned up in court Friday for allegedly grabbing the woman's right buttock.

The incident happened at the Baccarat table at Resorts World Sentosa on November 30 last year.

If convicted, Law faces up to two years' imprisonment, caning, or both.

Chinese national charged for kicking policeman in groin

SINGAPORE: A Chinese national has been charged in court for allegedly attacking three police officers.

Liao Zhong Mi, 32, is accused of voluntarily causing hurt to two sergeants and a corporal on 7 February.

The incident happened at Albert Street just after 3am.

Liao was said to have used his right foot to kick the left shoulder of one of the sergeants.

He used his right foot to kick another sergeant's groin.

Court documents stated that Liao apparently used his right foot to kick a 22-year-old corporal in his face.

For each charge, Liao faces a maximum of five years' jail, or a fine or caning, or any two of the three.

Kampong Java flyover murder suspect nabbed

SINGAPORE: Police have arrested a 20-year-old male Indian national in connection with the murder of his 31-year-old countryman.

The arrest comes four days after the deceased's body was discovered under the flyover at the junction of Kampong Java Road and Cavenagh Road on Feb 9, 2012.

Police investigations eventually helped ascertain the identity of the suspect and he was apprehended on Sunday in the vicinity of Serangoon Road.

The suspect will be charged on Tuesday with murder.

If convicted, the 20 year old faces the death penalty.

Former poly lecturer accused of hurting cabby

A former polytechnic lecturer was charged in court on Wednesday with causing hurt to a taxi driver at a traffic light junction.

David Mark Papkin, 47, a senior network support engineer, is said to have struck Mr Leow Kok Hui, 42, with an umbrella and punched him on the body at the traffic light junction of Dover Road and Dover Avenue at around midnight on April 14 last year.

Mr Michael Loh, Papkin's lawyer, told the court that he had just been briefed by his client and intends to make representations.

Papkin, who is a permanent resident here, will return to court on March 14.

Man gets probation for theft, cheating

SINGAPORE: An unemployed 21-year-old man has been given 30 months' probation for theft and cheating, involving S$11,330.57.

Maung Than Htet, who is a Permanent Resident, also has to complete 200 hours of community service.

The court heard Maung committed the offences between March and April last year.

On five occasions, he stole credit cards from the letter boxes of his victims who lived in his block of flats in Yishun.

Maung then went on a shopping spree using the credit cards to pay for items such as bags, clothes, gold bars, hotel stays and liquor.

Defence lawyer Sng Kheng Huat said it was "totally out of Maung's character" to commit the offences, adding that he comes from a well-to-do family

Mr Sng said Maung till this day cannot adequately explain what drove him to commit these offences.

Maung came to Singapore from Myanmar in December 2005 to join his mother, who was then working as a doctor here.

He became a PR in March 2006 and pursued a diploma and higher diploma in a private school.

A taxi driver got punched in his face several times after being accused of jumping queue at a NTUC FairPrice supermarket located at Yishun.

The brawl left Nadasan Chandra Secharan, a taxi driver, with a fractured jaw.

His attacker, Benedict Policarpio Cortez, 31, punched Secharan in his face several times after an argument broke out in the supermarket.

Secharan was paying for his groceries at the cashier of the supermarket when he realised that he had forgotten to get a bottle of jam, reported The Straits Times.

The 56-year-old then went to grab one and returned to the cashier.

Upon returning to the cashier, he noticed a woman, who is Cortez's wife, mumbling under her breath and glaring at him.

Secharan then proceeded to explain that he was not cutting queue but was told by the woman to shut up.

The duo started arguing and things turned sour when Cortez showed up.

Cortez left the supermarket after taking Secharan's groceries that were already paid for.

Secharan ran after him to retrieve his purchases and that's when things took a turn for the worse.

Cortez became violent and rained punches on Secharan. The latter had to be warded for four days at Khoo Teck Puat Hospital for his injuries.

Cortez was put behind bars on Thursday (16 Feb) for a month and ordered to compensate Secharan for his medical fees.

Cortez is a Filipino waiter and a permanent resident of Singapore.

A cyclist who caused the death of a motorcyclist in a road traffic accident was fined $6,000 and banned from driving all vehicles for five years on Tuesday.

Shohel Abdul Bayes, 35, a Bangladeshi marine trades worker, was cycling along Admiralty Road West towards Sembawang Road on Jan 4, 2011, when he failed to keep a proper lookout while filtering to the right. It resulted in a collision with motorcyclist Toh Eng Huat, 57, a delivery driver. Mr Toh died about seven hours later in hospital of his injuries.

The court heard that Mr Toh was travelling along the road in the same direction as Shohel when the latter filtered abruptly to the right lane, causing the motorcycle to hit the back of the bicycle. Upon impact, the motorcycle skidded before coming to a halt 28m away. Shohel was also flung off his bicycle and landed on the grass verge beside the road.

Pleading for leniency, Shohel's lawyer, Mr Harpal Singh Bajaj, said his client, a sole breadwinner, committed an error of judgment and ought to have been more careful before filtering to the right. He has been working in Singapore since 1999 and was promoted to supervisor in 2009.
 

Police arrest woman for suspected theft

SINGAPORE: Police have arrested a 30-year-old Malaysian woman who's believed to have stolen S$22,000 from a man at Resorts World Sentosa (RWS).

She allegedly committed the offence on December 6, 2011.

Police said on Thursday that the 38-year-old man reported to the police that his money had been stolen by a female suspect he befriended at the RWS casino.

She was arrested at about 2.15 am on Thursday at the hotel of Marina Bay Sands.

The suspect will be charged with theft on Friday.

Police have arrested a 30-year-old female Malaysian who is believed to have stolen a sum of $22,000 from a man at Resorts World Sentosa (RWS).

On 6 Dec, 2011, a 38-year-old man reported to the police that his money amounting to $22,000 had been stolen by a female suspect who had earlier befriended him at the RWS casino.

When the police arrived, the suspect was no longer at scene. Undeterred, officers from the Clementi Police Division carried out an extensive follow -up investigation, and managed to trace and arrest the suspect at the Marina Bay Sands (MBS) hotel on Feb 23 at about 2.15am.


If found guilty of the offence of Theft in Dwelling under Section 380 of the Penal Code, Chapter 224, the suspect could be punished with a maximum punishment of seven years imprisonment and also a fine.

The commander of the Clementi Police Division, deputy assistant commissioner of police Melvin Yong, commended his officers for their good investigative follow-up leading to the arrest of the suspect.

He reminded members of the public to take proper care of their valuables and not leave them unattended.

SINGAPORE: Police have arrested a 27-year-old Bangladeshi man for allegedly outraging the modesty of a 25-year-old maid.

The victim told police she was molested in a lift at Jalan Membina housing estate on Saturday afternoon.

She said her employer managed to detain the suspect at the lift lobby on one of the upper floors.

Police were alerted and arrested the suspect.

A Filipino transvestite who fled from a Changi condominium soaked in blood on Sunday evening was later arrested in connection with an assault.

Shortly after the 23-year-old left Sunhaven condo, a Caucasian man aged 46 was found at a lift landing there bleeding from stab wounds to his face, torso and arms.

He was taken to Changi General Hospital, where he had emergency surgery, and is believed to be stable.

The pair are believed to have had a scuffle in a fifth-floor unit of the condo on Upper Changi Road East.

Police arrest overstayer for suspected housebreaking, theft

SINGAPORE: Police have nabbed a 22-year-old overstayer believed to be responsible for housebreaking and theft, at a restaurant located in a shopping mall in Jurong East Street 21.

On Sunday at about 7.30 am, a staff discovered that the restaurant had been broken into.

Cash amounting to about S$3,000 was missing from a safe.

Police managed to establish the identity of the suspect after going through CCTV footage.

The suspect was arrested the next day at about 6.30 pm, at the Woodlands Checkpoint.

Initial investigations showed that he was on a social visit pass and had continued to remain in Singapore after his pass expired.

It's believed that the suspect could also be involved in a similar case of break-in, at a restaurant in a shopping mall, along Orchard Road, on January 28.

The suspect will be charged in court on Wednesday.

If convicted, he could be jailed up to five years and fined.

Commander of Clementi Police Division, Deputy Assistant Commissioner of Police Melvin Yong has advised owners of commercial premises to install CCTV cameras and secure their places with good locking systems to prevent similar incidents.

Cleaner jailed, caned for hitting man with poles

Cleaner Lin Yong Cai, who assaulted a man with a metal pole and a wooden pole for no apparent reason, was sentenced to 24 months' jail and six strokes of the cane on Thursday.

The 43-year-old Chinese national admitted to using the weapons to hit odd-job labourer Magandran Nadarajan, 35, on the head repeatedly along Jalan Suka in Geylang on Jan 23 this year.

Assistant Public Prosecutor Lydia Goh said that Lin had consumed some alcohol before the incident.

At Jalan Suka, he engaged the sexual services of an unknown woman who refused to provide the service after she was paid. Lin then got into a dispute with a few unknown men and was chased to the back alley.

Two fined for under-declaring values of imported vehicles

SINGAPORE: A Singaporean man and female Permanent Resident have been fined a total of about $37,500 for under-declaring the values of 34 cars imported from Japan.

Ng Wee Siang, 33, pleaded guilty to eight charges and was fined about S$24,700 or in default, 122 days' jail.

Tan Wei Gek, 32, pleaded guilty to four charges and was fined a total of about S$12,700 or in default, 63 days' jail.

Ng faced another 18 charges while Tan faced another 10 charges.

These were taken into consideration in the sentencing.

Singapore Customs said on Monday that both were dealt with by the law last week.

The cars were imported between February and August 2005.

They had made incorrect declarations, which resulted in the underpayment of excise duty of about S$24,500 and Goods and Services Tax amounting to about S$7,300.

Singapore Customs said it began investigating the business activities of A Value Trading Private Limited in January 2006.

Ng was its director.

The investigations revealed that between February and August 2005, Ng had made incorrect declarations of the values of 34 imported cars of various makes and models.

Tan had abetted Ng for 17 of the 34 cars.

The two were arrested by Singapore Customs and charged in court in March 2009.

Under the Customs Act, importers must ensure the declarations submitted to Singapore Customs are accurate and complete.

Man jailed, caned for molesting flatmate

SINGAPORE: A Filipino man was sentenced to 30 months' jail and six strokes of the cane for molesting his flatmate when she was taking a shower.

District Judge Mr Mathew Joseph said on Tuesday that the 30-year-old man, who cannot be named, had taken "advantage of her friendship in a despicable way".

The assistant supervisor pleaded guilty to one charge of outraging the modesty of the 27-year-old woman, and another charge of wrongful restraint.

On June 6 last year, the woman was taking a shower in the bathroom of the flat they shared when she saw him standing at the bathroom door.

The man, who is married and has a six-year-old son, went on to kiss her face and neck.

He later overpowered her and touched her groin.

The woman managed to escape to her bedroom.

She told another flatmate about the incident.

Defence lawyer Mr Rajan Supramaniam said his client realised that his act was "very foolish" and has apologised to the woman.

The court also heard that the man, who is a first-time offender, will also not be able to remain in Singapore.
