The have sex regularly part is an attachment to impermanent things. Hence, still lacking. Whether can attain Nirvana without being Buddhist depends on which school of thought. The Tibetian Buddhism believes you can only attain with a mentor and hence I assume you have to be a Buddhist. I think the others are open and you dont have to be a Buddhist to attain Nirvana
