That was not how they first responded. They dispatched 5 police cars to the scene with the aim of controlling the situation. But that provoked the rioters and they were attacked and the cars overturned. With that happening, they didn't send anymore cars in. So it wasn't a planned move. It was a move to prevent further losses that was a result of the police incompetence.
But you can bet they will keep District 9, 10 , 11 safe and sound!
