2 Thai media bodies condemn blackout of PTV, clousure of Prachatai

The Thai Journalists Association and Thailand Cable TV Association Thursday issued a joint statement to condemn the government's blockade of the PTV's satellite transmission and the closure of www.prachatai.com.

The joint statement said the actions were unconstitutional and double standard law enforcement.

The joint statement says:


The government invoked the emergency decree to block the signal transmission of PTV station and block the access to the www.prachatai.com, which is a website for expressing political opinions since the morning of April 8.

Therefore, the professional media bodies, which are the Thai Journalists Association and the Thailand Cable TV Association, have consulted each other and come up with the following comments:

1. The transmission blockade of PTV Station and the blockade of access to the website violated Article 45 of the 2007 Constitution. The article states in part as "The closure of a newspaper or other mass media business in deprivation of the liberty under this section shall not be made".

2. The government claimed the blockade of the transmission and blockade of access to the website were done to prevent distortion of information and prevent dissemination of false information to the public. But the government continued to use state-owned radio and TV station to present one-sided information. The government also allowed other radio stations and another satellite TV to present similar content of state media, which could lead to further rifts in the society. This could lead to criticism that the government was using double standard law enforcement.


3. The blockade of information like this definitely affected the people's rights to free information. The people affected by the information blockade could come out to demonstrate in a bigger number and could cause the situation to be more complicated and lead to violence.

4. The professional media bodies would like to call on all types of media to carry out their duty to present comprehensive reports by presenting facts and taking the public rights to free information into account. The media should also exercise extreme caution that their reports could lead to violence.


Finally, we hereby affirm that our stand is made in line with the principles of the professional media bodies, which give priority to the public interest with no intention to allow any side to use this statement to create legitmacy for its own.

Bangkok authority cancels events for Thai New Year celebration

The Bangkok Metropolitan Administration (BMA) has cancelled all of its Songkran activities in the wake of intensifying anti-government rallies and the state of emergency.

All festivities including religious rituals will not be held this year," Bangkok Governor MR Sukhumbhand Paribatra announced April 8.

The BMA initially planned to organise the procession of a sacred Buddha statue, hold a Miss Songkran beauty contest, prepare festivities at Santi Chai Prakarn Park and conduct many more events.

All these activities will no longer take place despite the fact that the Songkran festival is one of the biggest events in Thailand.

However, operators on tourist crowded Khao San Road have vowed to keep the festive mood alive there.

"The Maha Songkran celebration at Khao San will run from April 12 to April 15 as scheduled," Khao San Operators Association president Surat Wongchansilp said yesterday.

He said the number of security guards around Khao San Road during the festival would be 200 a day.

Meanwhile, the Tourism Authority of Thailand insisted that it would continue to promote "Celebrate Songkran with Pilgrimages to Nine Royal Monasteries in the Capital".

At least 18 arrest warrants were issued Friday for leaders of anti-government protesters who have rallied for weeks, leaving the Thai capital paralyzed.




Protesters defied a state of emergency Friday and held nationwide demonstrations to demand new elections, capping weeks of rallies that have affected the economy in Bangkok.

The emergency decree allows the military to break up large gatherings. It also allows authorities to take actions including arresting and searching people without court orders.

A spokesman for emergency officials said about 15,000 demonstrators were gathered Friday near Rajaprasong and Phan Fah areas, the main venues in the capital, Bangkok. The emergency decree prohibits protesters from entering the two main venues.


Authorities said they arrested two suspects in motorcycles carrying a total of six homemade bombs. The two also had batons, electric shock equipment, body armor and communications equipment, police said.


The move comes a day before more mass anti-government protests scheduled to take place in the capital, Bangkok.

Prime Minister Abhisit Vejjajivahas has declared a state of emergency but thousands of protesters have vowed to defy orders to disperse.

The escalating unrest has caused Mr Abhisit to cancel plans to attend a summit of regional leaders in Vietnam.

The arrest warrants come after thousands of red-shirted protesters stormed the parliament building on Wednesday forcing MPs to flee.

Mr Abhisit said the action means the red-shirt demonstrations can no longer be considered peaceful.

But he said that once "leaders who prefer violence are arrested" he believed other protesters would be persuaded to leave their current site, in the capital's commercial district.

The authorities have also shut down a television station used by the opposition United Front for Democracy (UDD) as well as a number of anti-government websites, say reports.

Among those wanted by the authorities is opposition leader Arisman Pongruangrong.

He was arrested in April last year for being among a group which stormed a meeting of the leaders of South East Asian leaders (Asean) in the southern resort of Pattaya, forcing its cancellation.

Delicate time

Despite the state of emergency, the red-shirted protesters show no signs of moving voluntarily from the commercial district.

They want Mr Abhisit to resign and call elections, saying his government is illegitimate as it was brought to power with military support.


On Thursday, Mr Abhisit said he would no longer be attending this year's Asean summit, currently taking place in Hanoi.

The BBC's Rachel Harvey in Bangkok says the decision was taken very late and very reluctantly, but that the domestic situation is now so delicate, he clearly feels it would not be wise to leave the country.

The state of emergency gives sweeping powers to the security forces and in theory bans public gatherings of more than five people, our correspondent says.

Mr Abhisit said it applied in the capital and surrounding areas, but it is not yet clear how the authorities will implement the new laws.

It is the fourth state of emergency in the capital since 2008.

Thailand has lurched from one crisis to another since 2006 when the government of Thaksin Shinawatra was overthrown.

Most of the support for the red-shirts comes from rural areas and the urban poor, who benefited from many of Mr Thaksin's populist policies.

On the other side of Thailand's political divide, the urban middle classes and traditional political elite - who protest dressed in yellow - back the current government.

Thailand's criminal court on Friday approved to issue arrest warrants against three core leaders of anti-government protesters known as "red-shirts" who caused the shutdown of the Rathchaprasong Intersection, a major commercial area in the capital Bangkok.

The three core leaders include Veera Musikapong, Nattawut Saikua and Jatuporn Prompan, Thai News Agency reported.

The latest move followed the criminal court's Thursday approval of issuance of arrest warrants against seven other "red-shirt" leaders, who led the protesters to siege and storm the parliament compound on Wednesday.

The new arrest warrants were delivered as Nattahwut led the " red-shirts" to stage a rally at ThaiCom satellite station in central province of Pathum Thani, demanding the government to reopen the broadcast of red-shirts' People TV satellite channel which has been blocked since Thursday morning.

The "red shirts" also urged the government to withdraw security forces deployed inside the satellite station.

Until yesterday, the government has been quite sensibly restrained in its censorship during the Redshirt demonstrations. However, adding the Emergency Decree gives government a shiny, new toy to play with. It seems, in Thailand, history is not only doomed to repeat itself but government dooms itself by repeating its past mistakes. The more restraint they applied the more curious all those previously bochup people will want to take a peek at what all these fucks are about. S M L J Lai Eh ? And their eyes wide opened to the previously taboos subjects that had been drilled into their heads since they were kids and feudalism was OK.

Clearly, the state of emergency is a political device being used by the government to facilitate its crackdown on the UDD/red shirts, giving the government time to defeat its opponents. Abhisit seems to believe that a state of emergency is a way to defeat those he identifies as “enemies of the state.”

Not all states of emergency have the same connotations it seems. Back in September 2008, when the Samak government imposed a state of emergency in the capital, it was opposed by: PAD, the military commander, senators, the president of the National Institute of Development Administration, and groups of rural doctors and dentists and academics from Chulalongkorn University, Mahidol University and Naresuan University. The National Human Rights Commission issued a statement opposing the state of emergency declaring that it was “a draconian security measure” and the Thai Journalists Association, the National Press Council of Thailand and the Thai Broadcast Journalists Association said the law allowing for emergency decrees “was against the intent of the Constitution as it restricts people’s right to know.” Most of these people and organisations are now silent on these matters.:(:(:(
