The civil service knows that they are too out of touch. Workload is lighter for most in civil service, projects can be delayed, citing covid-19 issues. WFH will comes with even mental wellness activities. The private sector is completely opposite, bearing adhoc losses (turning chronic) caused by Covid-19.
