Had an area assistant who did return to Spore even though she had an Aussie PR. She would sing the praises of the PAP
When the Aussie gov't changed the residency requirement for PR status, increase the time you had to stay in Aust. She chose to scuttle back to Australia rather than stay in Spore

In order to benefit from the asset enhancement that the Lees have achieved, you need to cash out and move.
You can then lead a life of leisure and comfort somewhere else instead of being forced to work like a dog by the Lees.
And that is a good reason why they changed the law. The Aussie government found that a lot of PR are staying overseas for too long and not contributing to the country like what they are suppose to do. Singapore also has similar policy in place. I think if you are a PR you have to show that you have stayed in Singapore for a period of time before it is renewed.

They can't, because earning is in another foreign country. But I think the main point is, they were given PR so they can contribute to the country because of their skills. And not just something that they can get like a paper cert.
