Yes, Singapore's standards are different. Hawkers and coffeshops and foodcourts dip their dishes and untensils one second in detergent water, out next one second in water and out next to dry, to be used again.

China hawkers wash their dishes with one minute scrubbing in detergent water, two minutes soaked in sterilization chemical and three minutes rinsed through water. Then a little roundel sticker is placed on it to indicate that it's been hygienically cleaned and fit for use again. After next usage and dishes are collected, the sticker is removed to indicate that it should be washed throughly again.

Peeing by the side of busy roads is actually pretty common in India. You can even find families pitching tents and living by the side of a major roads. It's probably not that bad in Delhi and Mumbai but U can find those everywhere else
