Riau Governor is facing Corruption charges but he is still in Office

The Home Affairs Ministry insists it will not suspend Rusli Zainal as the governor of Riau province following his arrest by antigraft investigators last week, saying it will only do so once he has been indicted.

........ Rusli could only be suspended once his case went to court and he was indicted, and he could only be dismissed for good once he was convicted and there were no appeals pending.

Rusli was arrested by the Corruption Eradication Commission (KPK) following his questioning by investigators in Jakarta last Friday.

He faces three counts of corruption stemming from two separate cases. The first two counts center on measures in the provincial legislature to call for increased funding for the National Games, which were held in Pekanbaru, the Riau capital, last September.

Rusli, from the Golkar Party, is alleged to have backed the measures in exchange for Rp 500 million ($52,000) in bribes from a manager of state-owned construction firm Adhi Karya, one of several firms awarded contracts to build facilities for the Games.

The second charge centers on an allegation that he was involved in the distribution of up to Rp 1.8 billion in bribes to the provincial legislators to approve the increased funding for the games.

Several provincial legislators and local administration officials have been convicted for their roles in the case.

The third count of corruption against Rusli involves the issuance of logging permits issued between 2001 and 2006 in Riau’s Pelalawan district. The former district chief, Tengku Azmun Jaafar, was in 2009 convicted and sentenced to 11 years in prison in that case.

Rusli becomes the latest governor of a province in Sumatra to be charged with corruption. Agusrin Najamuddin of Bengkulu was acquitted in May 2011 of embezzling Rp 20.1 billion in land and building tax revenue, but the decision was overturned in January 2012 by the Supreme Court, which sentenced him to four years in prison.

In August 2011, Syamsul Arifin, the then-governor of North Sumatra, was convicted of embezzling Rp 98.7 billion while the head of the district of Langkat, and sentenced to 30 months in prison.

In both cases, the convicts enjoyed several months of freedom before they were incarcerated, during which they also retained their official seats.

This time he scored a really big own goal.... It shows explicitly how little he read into the situation and his grasp of knowledge of what his ministry should be all over is really minute. Somehow, it really is a perfect storm of backfiring for the Govt. Ok, so even if it’s a technicality and we should look at the PSI – which other country uses the PSI? Singapore and?

What “other jurisdictions” is Vivian talking about? Timbuktu? Even when just compared to Taiwan, what Vivian had said is a fallacy!

And if you look at air quality indexes as a whole, you can see that many of the countries provide hourly readings which are published at “hourly interval(s) and published almost instantly”.

Vivian, who are you trying to smoke? You think that with the haze, you can really haze our brains, is it? Is that it?

Apparently, Vivian isn’t the only funny person to say this. According to Channel NewsAsia, “Defence Minister and Chairman of the Haze Inter-Ministerial Committee Ng Eng Hen on Friday urged the public to refer to the 24-hour Pollutant Standards Index (PSI) reading rather than the three-hour reading.”

It also reported that, “He added that most studies on the exposure to pollutants are based on 24-hour measurements. That is why the government’s guidelines are also based on those measurements.”

Just last night, Acting Manpower Minister Tan Chuan-Jin also chimed in and said on his Facebook page that, “ We understand that the 3-hourly PSI readings can spike and cause much anxiety, but they fluctuate greatly during the day. It is the total exposure that the 24-hr readings provide that will matter most.” FYI, readings are supposed to spike! – this is much better an indication for the people as to what they should do, rather than a 24-hour reading which doesn’t give them clear instructions. Hello???

Is Vivian, Eng Hen and Chuan-Jin trying to pull a fast one? What other “jurisdictions”? What other “studies”? The indexes I have shown clearly publish hourly readings!

If I use the same logic and apply it to the weather – now in some countries, the temperature fluctuates severely throughout just one day – if I should be looking at the 24-hour temperature, I should be wearing a thick sweater for the whole day even if the weather becomes sweltering hot at some parts of the day or I should be wearing only singlets and shorts for the whole day even if it becomes freezing cold at night? Is that it?

That’s rubbish. Obviously, the weather doesn’t operate on human timelines – the weather fluctuates according to, well, mother nature! I hardly imagine the weather, or the haze for that matter, fluctuates based on our clock! It’s completely erroneous to expect us to monitor the haze on an 24-hour average basis!

The basic idea should be that we should wear our masks when we go outdoors, and when the haze hits a high level – on as immediate a basis as we can notice! It simply doesn’t make logical sense to decide whether to put on a mask based on the 24-hourly average.

Why The Government Wanted To Pull The Wool Over Our Eyes

By now, many of us would understand why Vivian and Eng Hen had made such illogical statements. In the past where there was only the state-controlled media controlling what is reported, Singaporeans would have blindly bought into what these highly-paid ministers had said. But not now – not when we have the Internet to help us locate the real answers.

Mr Harinderpal S Grewal did up some amazing comparison charts between the hourly and 3-hourly average PSI readings.

If you look at the chart directly below, the government had initially published 3-hourly average readings because initially (between 6am to 12pm), the 3-hourly average readings (red line) were lower than the hourly readings (blue line) and it could help give the illusion that the PSI reading is actually lower than it really is.

However, as Thursday went by, the hourly readings began to fluctuate – it fluctuated to a point where the hourly readings dipped to such lows (8pm and 11pm), where the government was even thinking about whether to focus on reporting on hourly readings, because they would have looked “nicer”.

But on Friday (in the chart directly below), as the both the hourly and 3-hourly average readings grew to hazardously levels, the government wanted to find other ways to present the PSI readings to depress the readings further – what else but a 24-hour average, which they hope would flatten the PSI curve.

Why they could so seriously underestimate Singaporeans’ intelligence, I don’t understand how. The haze might have gotten into their heads but it has only opened our eyes further to the government’s blasé attitude in managing the haze.

Seriously, who is Vivian and Eng Hen trying to kid? The 60% who voted for them – or would it be the 50%, which would have become by now.

As if this is not already bad enough, on Wednesday night, the National Environmental Agency had apparently initially put out the PSI reading at 10pm as 393, but it was later changed to 321.

Who should we believe? Who can we believe? Can we believe the government when what it says is utter nonsense?

This reminds me of when the Chinese government didn’t want to report on the actual SARS cases in 2003 and caused the SARS epidemic to eventually blow out of proportion, because of their lack of honesty.

We Need To Protect The Freedom Of Our Internet

This also reminds me of what Yaccob had said earlier this month about the newly-implemented “licensing framework” by the Media Development Authority (MDA) when he said that, “Singapore is not the only country tweaking the laws governing traditional and online media.” Yaacob had also said that, “New Zealand and Britain are also reviewing their regulatory approaches and frameworks for new and old media (where) he noted that New Zealand’s Law Commission recently called for an independent watchdog to oversee broadcast, print and online news. It will have the power to censure and ask for material to be removed from a website as well as for a published apology.”

But again, these were erroneous arguments presented by Yaacob. The truth was clearly illustrated by Kirsten Han who said that, “The MDA’s licensing scheme shows that nothing was learnt from the UK’s example. It has completely missed the point of the Leveson Report, which specifically stated that the government should have no power over what is published in the media;” and Choo Zheng Xi, who said that, “The New Zealand Law Commission consulted widely and solicited views and opinions from members of industry, the legal fraternity, bloggers, commercial news agencies, and the public at large before formulating their recommendations,” whereas there was no public consultation done on the MDA’s Licensing Framework.

Do you remember how Yaacob had wanted us to “read the right thing”? Would you have known all these if you had read what they wanted you to read – what they had put out in their own newspapers and TV channels?

You wouldn’t have known what hit you!

I don’t trust what this government wants to say anymore – I will read everything with a very discerning eye, and I suggest that you do the same, as many have done so. The haze episode has revealed many Singaporeans who have taken things into their own hands to find out the truths about the haze on their own.

If the haze episode has shown anything, it is that we cannot allow the government to control our Internet. This is the only source of information that we have left where we can investigate on matters on our own and put the truth out.

If we had allowed our Internet to be controlled by the government, that’s it, Singaporeans. We would be cheated, lied and told half-truths and we would be made to believe “the right thing”. This is very, very dangerous. We need to protect the freedom of our Internet and we need to protect our right to read, know and make informed decisions.

And if we need to take away anything from this haze episode, it’s to remember that the people are a lot stronger than the government. Our people – Singaporeans – have shown that we are better able to come together and help one another, while we have to wait for the government to do anything at all to manage the situation.

This government has shown a lack of leadership and strength in this episode, and this shouldn’t even be considered a major crisis! If they are not even able to show the ability to manage the haze, then I shudder to imagine how they would be able to effectively manage other major crises.

Remember these names: Vivian, Eng Hen and Yaccob.

Corrupt politicians are nothing new in Indonesia. Suharto was probably the most corrupt of them all. LKY was good friends with Suharto (as one forumer aptly said, they were like drinking buddies that would meet up at the pub every Friday). I am sure LKY knew just how corrupt Suharto was. In fact, billions of dollars belonging to the Suharto family are still safely parked in Singapore, waiting for them when they are finally released from jail.

Jakarta - As it became clear that the bulk of the burning was taking place in Riau province, analysts were quick to point out that the governor there -Rusli Zainal - was currently the leading suspect in a case involving illegal logging permits.

“The haze disaster shows the impact of corruption in the forestry sector,” said Danang Widoyoko, the chairman of Indonesia Corruption Watch, an independent graft monitor.

It recently assessed permitting processes in provinces where the heaviest logging occurs, citing five cases where corruption, which led protected forest to be converted to plantations, led to state losses of nearly US$195 million (Rp1.92 trillion).


The problem gets worse in election years, when officials need money to fund election campaigns - one reason the burning may be worse this time around, with national elections set for 2014.
In many cases, the money compels local leaders, who are also charged with supervising plantation operations, to look the other way when companies engage in illegal practices, such as burning land in protected forests areas.

The forestry sector has long been a source of rampant corruption. When former president Suharto was in power, he doled out concessions to friends and relatives in return for their political backing. As power has devolved over the past decade from the central government to the local level, analysts say the corruption has fragmented, but become more pervasive.

Conservationists say logging and palm oil companies that cut into virgin forests and peatland are scaling back wider conservation efforts, and they’ are doing it with the backing of local leaders seeking kickbacks from plantation companies in return for operating permits.

The problem gets worse in election years, when officials need money to fund election campaigns - one reason the burning may be worse this time around, with national elections set for 2014.

In many cases, the money compels local leaders, who are also charged with supervising plantation operations, to look the other way when companies engage in illegal practices, such as burning land in protected forests areas, says Mr. Danang.

“The problem is clearly a lack of monitoring from the forest authority,” he explained. “A lot of corruption cases indicate that regents are easily bribed.”

Officials in the central government admit that some mining and plantation companies are operating illegally, but they say there is only so much they can do.

What is most disappointing about Vivian is that he was once seen as a maverick revolutionary who disagreed with the old-school PAP hardliners. He was once an activist and national debater who was known for being an outspoken reformist. When he joined the PAP, he said he did so in order to "change things within". Instead of changing the PAP, he ended up being changed by the PAP, and now he is no better than any of the other PAP hardliners (the worst of them being K Shanmugam). Why did he end up selling his soul??

Why stress? We all know PAP never fire anyone due to incompetence. Just look at Lim Shit Say. The guy had been cruising and coasting past for so many years with zero contribution.

Mah Bow Tan and Wong Kan Seng were removed for incompetence. Even if they weren't exactly "fired", everyone knows that they didn't leave by choice.

LKY will tell you that this is an example which proves him right -- our PAP ministers need to be paid millions in order to prevent them from being corrupt.

Last week, conditions starts to worsen and our health minister went to hiding, only appearing yesterday to say we will get free mask.

Where was he the last week...Should"nt we be getting our mask some 48 hours earlier...???

Not only they are not pro-active, their reaction and measures are also slow. Give us mask when the PSI burst through a new record...401 on Friday.. They cannot pre-empt.

This is not the calibre of a minister we want...they do not deserve their high salaries...

The Government wants you to read the "right thing" and not panic because of the haze. According to Ng Eng Hen, there is no difference between staying indoors and outdoors so there is no need to stop work. LHL also said that we cannot stop work. There is no way we can allow our economy to be compromised as the GDP depends on it!

That's why they are using 3 hour PSI readings!

That's why they are using PM10 readings and not PM2.5 readings!

Panic buying? Most people can't get any mask on their first visit to the shops and even if they can get the N95 mask, each person can only buy 5. People are seriously concern because its getting worst and it is the PM who said it might last till Oct. So is this panic buying? If you know your whole family is going to laosai everyday till Oct and its very difficult to get toilet paper in the shops, what would you do?
This annual haze has been going on for years and you guys have all the information but you have been sitting on it all these years. How do you expect the shops to stock up the masks when your health minister just kept his mouth shut all these while?

He reminds me of MBT. When MBT did not supply enough housing to the market and prices rocketed, he just kept humming that housing is still affordable and its 'market forces' that are pushing the prices up. An now Khaw is saying that they are clearing the 'backlogs'. So will Gan come out later with containers of masks and tell people that he is clearing the 'backlogs'?

This is not why the Indons are pissed off with us.

They are pissed off with us because we were good friends with Suharto, such good friends in fact that we offered safe haven for the Suharto cronies who were being hunted down the minute he was toppled. While Tommy Suharto is languishing in jail, his corrupt billions are safely tucked away in Singapore banks, waiting for him when he is released. The other Suharto cronies (including rich Indonesian Chinese businessmen) are allowed to buy properties here, seek medical treatment here, go shopping here. They need not worry about being brought to justice even though their wealth was stolen from the impoverished Indonesian people.

Singapore and Indonesia does NOT have an extradition treaty, and Singapore has refused to hand over these criminals despite repeated requests to do so.

If it were the other way around, would you be pissed?

If one day the PAP were toppled, and they all escaped to Indonesia and enjoyed life there while you suffered here, would you want them to be extradited back home to face trial? And would you be pissed if Indonesia refused?

Why only distribute to 200,000 families?

Shouldn't ALL SINGAPOREAN FAMILIES receive these masks?

This has got nothing to do with being rich or poor, this is about health and safety!

The PAP government should not be applying "means testing" to N95 masks and should instead just release them to EVERYONE!

If they can give out 1 million masks, they certainly should be able to give out 3 million masks (FTs should not be able to get them)!!
