Straight From the Horse's Mouth - Orchard Rd Flood

And we have clowns who claim that Orchard Rd floods previously to the same extent and not convinced that its a new phenomenon. We got other clowns that think that the Barrage has no bearing or plays little significance in the recent floods in Orchard Road.

Guess what - what stands between the sea and Stamford canal.

What? Don't know the answer.

My english not powderful. So what is the cause? No need for these oblique remarks. So what is the cause?

1) Drains not wide enough due to too many new projects.
2) Drain blockage or dirty - fire the person in charge of cleaning drain after last flood.
3) Marina Barrage pumps cannot cope with influx of water.
4) Rainfall too heavy. But reports show that this was not the heaviest rains
What is the reason.

Guys, stop fighting. Some things in life have no good reason. They just happen. Oh my.

No need to talk so much. If they claim that it is not due to Marina Barrage, just ask them for the studies conducted to prove it. Same thing if they claim it is some other cause, ask them for scientific proof, not just anyhow plucking statements from the air.

Why everything here must end with conducting a study?

I used to keep ponytail though, when I was in the US many years ago. My boss then allowed it as long as it was kempt and tied neatly.
 
Then issue at hand is what caused the new flood hotspot in Orchard Road. The earlier silence and the difficulty in getting an answer after the clogged debris comment from PUB is interesting and yet revealing.

Water and flood management is always difficult. I am sure that we do not want to see property damage to this extent just to contain water for consumption. Dry countries have had desalination plants for decades. We are surrounded by sea. These is just one alternative.

The political damage of having even 1 to 2 days of water rationing would be infinitely greater than any flood.

Desalination plants do not solve the water problem. After the water has been desalinated, there is still the issue of where to store it until it is needed for use.

This brings us to the real root of the problem is that we are a tiny island with no place to build a proper area to store the water that is needed for our needs. Things would not be so bad if we had to satisfy the water consumption needs of a modest population of 2mil to 3 mil. Unfortunately thanks to our FT policy, we have a population of 5 mil that will soon grow to 6.5 mil.

And to make things worse, our grand old man of course had to quarrel with our neighbours and so force us to NOT to renew our Water Agreements and pursue a silly water sufficeny policy.

When water gets into politics, or politicians play with water, then we have trouble. Been years like that between Mahathir and Old man.

Now in SIn, a govt who shld be leading us out of the darkness is letting politics get into the way of truth. To make Old Man and entrenched interests look good, our useless clowns are twisting the truth. The Emperor is naked and we are told he is wearing new clothes.

The govt must not make any presumptions and has to include the Marina Barrage as a possible cause in any investigation.

What we are getting from them so far is shit. When what you dont want is buses being not punctual, they put up expensive display panels of arrival times. When you dont want floods, they put up water sensors and warning systems!
Why dont they get to the bottom of the shit, instead of just applying Zambuck and Panadol?

Let's take a step back, pause for a moment and ask.

The marina Barrage is commissioned in 1 Nov 2008, so it is 20 full months before the 1st Orchard road floods, thereafter we have 3 major floods recorded within a month.

1. Are there any recorded floods during these months?
2. At least 3 monsoon have passed during these months, are there heavy rains like these seen during those months.
3. What are major projects, beside Marina, were completed or underway during the last 20 months that could be in any way contribute to the flooding?
4. What is the water level of the Marina Barrage before the first flooding occur?
5. Are there any major reconfiguration of our canals after the completion of the Marina Barrage?

It wouldn't be surprising if he was "nominated" as the person to ask the question.
Do you think he would dare take the initiative to ask such a question even if he was personally inconvenienced?
 
I think you will find that people are aware how floods come about. The issue is the new hotspot and no record rainfall. How does the new hotspot come about. New developments, clogging etc? We also are familiar with the need to widen canals as we all spent 5 decades seeing the widening of canals.People are keen to find out without record rainfalls , no kingtide, where did the water come from. Why the new hotspot? You need to put across a cogent argument for this to catch wind.

We all grew up with floods and we saw the extent and damage caused reduced over the years. Why this new phenomenon.

You should realise by now that water itself is an obstacle. When a faster stream meets a slower stream , water gets stuck and that's how flood occurs. You don't always have to think of leaves.

I just can't stop repeating that you cannot always assume the water level is up to the brim. We will be drawing water next year. Perhaps then it makes sense to you about widening the drainage downstream.

The current set of parameters are transient and abnormal in nature. We are in the transitional period between the completion of the Barrage and the expiry of the First Water Agreement. You should look further at a more permanent and normal set of parameters.

The Stamford Canals were 10/10 super-suckers up to 2 years ago. Now, they are not. But please ask yourself this honest question: Is there any possibility they will become super-suckers (maybe not 10/10) again from next year onwards?

i dont think they will open any flood gate of marina barrage fully as there are undersea and underground coastal expressway construction right out side marina barrage! you think they want to flood the underground coastal expressway under construction???

hahaha! a lot of people dunno! they are building one expressway underground connecting KPE along the east coast and marina east, right across marina entrance to marina south! certain part are undersea, which is right outside marina barrage. u can check it out outside marina barrage, there is construction going on. another bad news is, most likely they are going to tear Benjamin Sheares bridge down after the coastal expressway done and ECP no more expressway.

Why bother talking about the Barrage when they claim that is Stamford Canal that needs to be looked at.

Tan Nguan Sen, director of Catchment & Waterways, PUB, said: "The Marina reservoir was built for two main functions. One is to act as storage for fresh water, and the other one is for flood control purposes. For flood control purposes we want to keep the reservoir as low as possible, whereas as a storage for fresh water we want to keep it as high as possible."
 
It is to take traffic that does not need to get into the city to bypass the city completely. Say from East to West. At the moment ECP connects to AYE and cuts thru the city.

In democratic countries, big decisions get bogged down for a long period of time for a good reason. It is to enable proper analysis and people with affected vested interests to put forth objections.

The smartest thing to do is pump out the water of the resevoir in Marina and let the level lie on the previous mark until relief work is done. Its the obvious solution and I am sure the traders in Orchard Road can't afford to lose more millions for the sake of government vanity.

The opposition should raise this as an immediate possibility for the sake of all flood victims. Once we recognise that this should be the immediate short term measure, we can then focus on asking the clowns from PUB to return all the medals given out for the Marina Barrage project.

The PUB chief should be given a paper bag to hide his face for the silly crap about contractor not clearing the canal.

My little mole tell me that PUB CEO went on vacation while all this is happening. Nero played the fiddle while Rome burned. What kind of civil servants we have nowadays? I deeply concerned. What kind of idiotic boss would grant him leave during a national crisis. Only question needs to be asked is -- Is the PUB CEO redundant?

A responsible CEO wouldn't go on leave unless there's a 2 IC in charge.

For example, LKY wouldn't take so many overseas trips if he had to worry about a coup in Spore. That's why he has family members looking after things while he's away :)
 
My suggestion, when there is potential of flash flood in Orchard, pump water into Istana Grounds. Many parts of it are low lying (golf course, pond).
