Everything should not end with a study but rather everything should begin with a thorough and properly-conducted study. The problem in Singapore is that nobody ever bothers about side effects and potential implications if it is not directly linked to $$$.
In democratic countries, big decisions get bogged down for a long period of time for a good reason. It is to enable proper analysis and people with affected vested interests to put forth objections.
Actually, according to SM Goh, the PAP did not do any feasibility study before pumping billions into China. In other reports, the PAP only took 3 days to decide to pump billions into UBS. The outcome we all know. Billions lost and looks like no one is held accountable for the billions lost.
