Not quite sure why there is still so much confusion. It all seems rather clear. To recap

1) For the annual cleaning covered under the S&C, AHPE pays for everything, scafolding included.

2) For additionall cleaning outside of the spring cleaning, the hawkers cover the scafolding while the TC gets the cleaners to clean at no extra charge.

For those who live in wards run by PAP TCs, it is clear that scafolding is not put up every quarter to do cleaning of high places. Why should these hawker centres be special and require cleaning so often? As mentioned previously, the cleaning is heavily subsidised by the S&C of HDB residents. The S&C of HDB residents will have to go up if the hawkers have their way. WP is therefore coreect to stand their ground.

Somewhat coincidentally, the CEO of NEA is leaving. It will be interesting to see where he turns up next and ask why he got such a nice plum position.

Pritam has avoided to answer straight to the question on who pay for the scaffolding last year. If AHTC really knows its obligations and work according to its claim that it has never asked hawkers to pay extra and it will bear full cost of cleaning, it should not have even allowed hawkers to pay for the scaffolding.

I think that mysterious Hawker Association/individual hawkers wanted "extra" >2.5m cleaning, not the general cleaning itself.

Of course I maybe "talking through your arse" but so might you, unless you are NEA, AHPETC, the mysterious Hawker Association or an individual hawker involved here.

So I'm still looking at NEA, the organizing body, instead of focusing all its resources in finger pointing, could, should and must clear up the confusion and come out with a joint statement to account for what happened and what will happen.

SINGAPORE - Mr Ronnie Tay will be appointed Chief Executive Officer (CEO)-designate of the National Environment Agency (NEA) with effect from June 10 and as CEO with effect from July 1.

He will take over from Mr Andrew Tan Kok Kiong, who will be leaving to attend an Advanced Management Programme prior to his next posting.

Mr Tan, 46, has been the CEO of NEA since January 2009. Under his leadership, NEA made significant progress in reviewing key policies, building new capabilities and rolling out new programmes, said the Ministry of Environment and Water Resources.

Key policy changes implemented during his tenure include an overhaul of hawker centre policies to improve Singaporeans' accessibility to affordable food choices; a roadmap to achieving higher air quality targets; and more stringent limits for construction noise to cater to public expectations for a quieter environment.

Mr Tan was also credited for transforming NEA to be more responsive and resourceful in tackling both present and future environmental challenges.

His successor Mr Tay, 49, began his career with the Singapore Armed Forces (SAF) in 1982, and was appointed Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) in November 2007.

During Mr Tay's 25 years in the SAF, he held various key command and staff appointments. He was Chief of Navy from April 2003 to August 2007. His earlier appointments include Fleet Commander, Head Naval Operations Department, and Chief of Staff - Naval Staff.

besides loss of income/profits, there are fixed overheads that hawkers have to pay from their own pockets for each day of closure..
i think (this one I assume of course) u are salaried employee who are paid on public holidays/sick leaves/annual leave so u have no idea of fixed overheads for businesses....
i say this from personal experience as I am a merchant mixing with hawkers everyday in real life.....

The meeting lasted about an hour and was held at NEA's office.
Parties agreed that spring cleaning at the hawker centres at Block 511 in Bedok North Street 3 and Block 630 at Bedok Reservoir Road will be done within a month.

NEA's Director of the Hawker Centres Division, Richard Tan said: "We note that the town council is committed to ensuring that spring cleaning is done without any cost to the hawkers and without compromising public hygiene and safety, they will do the spring cleaning within a month."

Chan Kheng Heng, Secretary for the Block 511 Hawkers Association told reporters that the town council has proposed a new cleaning method that will not require the closure of the food centre.

He said he is satisfied with how the meeting turned out.

AHPETC property manager Tai Vie Shun, who emerged from the meeting, did not want to comment.

The dispute started after what appears to be a misunderstanding over who should bear the cost of the erection of scaffolding to clean high areas in the food centre.

Stallholders from the two food centres in Bedok had said they were told by the town council that they would have to pay extra for scaffolding which they never had to pay in the past.

The NEA stepped in to say that it was the town council's responsibility to pay for the spring cleaning.

The town council has since agreed to this.

The dispute then shifted to when the cleaning of the hawker centre at Block 511 Bedok North Street 3 should take place.

Hawkers there said it should take place as scheduled in June and not in November, as indicated by the town council.

The NEA has said that the cleaning of hawker centres should take place as scheduled to ensure public health and hygiene are not compromised.

The hawker centre at Block 511 was last cleaned exactly a year ago.

Forced to do the cleaning in June instead of their scheduled November.

I am interested to know how or what new method they will be using to clean the ceiling without scaffolding.
