The navy has awarded a contract for US$485,000 (S$742,535) to Navatek, the second in a year, to design a hull for a 9m-long remotely operated vessel that can be fitted with sensors and weapons.
The first contract was also to design a hull.
A Ministry of Defence spokesman said the two contracts are part of the navy's search for different hulls that would make unmanned surface vessels more stable.
Unmanned systems are an important part of the Singapore Armed Forces' push to transform itself into a more potent third-generation fighting force, he added.
'They give commanders a significantly greater awareness of the situation by collecting intelligence, and can be employed in operations without putting servicemen in harm's way.'
Unmanned vessels use advanced sensor technology to gather real-time information and transmit it over secured networks to a remote user. It reduces the need for - and therefore danger to - humans to be present on the battlefield.
Currently, the Republic of Singapore Navy has two types of unmanned vessels, one of which was used for armed patrols in the waters off Iraq.
The Protector unmanned vessels were deployed as surveillance boats in the Arabian Gulf in 2004.
The 9.5m-long vessels spent more than eight hours at a stretch patrolling choppy seas and relaying pictures back to the RSS Resolution, a Landing Ship Tank, through video cameras.
The other type of unmanned vessel is the 7m-long Spartan, which is still being tested by the navy against pirates and terrorists at sea.
But Mr Joshua Ho, a senior research fellow at the Nanyang Technological University's S. Rajaratnam School of International Studies, sees limits to unmanned vessels.
He said: 'The small vessels are unstable in choppy waters and the link between the operator and the machine can be cut off easily by interference.
'Though the unmanned vessel may have the firepower to suppress its targets, pirates and terrorists are not intimidated by something that is remote-controlled.' [email protected]

The real and constant threat today is pirates and not naval war ships from hostile countries. Naval and Coast Guard expenditure should be geared towards countering pirates and not fancy weapons that target war ships. Perhaps we need more patrols with faster and agile vessels to counter pirates. The 6 new Formidable class frigates may be good for hunting pirates but it's very expensive. Perhaps there may be other cheaper options which we can buy more to cover more grounds.

Pirates today don't fly a flag with skulls+bones to identify themselves as pirates. You can't shoot 1st and check later. You need people to investigate to determine if a boat is carrying pirates. An unmanned boat can't conduct an investigation

I'm simply shocked at the antique, Cold War mentality of the SAF. They can spend all of our cash on their toys, but if they just collect dust and only be used once a year on the 9th of August, its nothing more than political pork money for the SAF top brass.

Good for those folks in the US making these stuff, not good for unemployed people and taxpayers like us. I mean, we don't make most of our military equipment, beyond guns and small arms.

Singapore rely on maritime trade for our economy and we need to develop a strong navy and coast guard to protect shipping lanes. There are many incidents of pirates hijacking ships and we stand to lose a lot if we don't protect our shipping lanes against pirates. The worst thing that can happen is European vessels bypass Singapore and go straight to HK/China.

The point is are they making the right investment on equipment. Navy & Coast guard should get a relatively bigger budget than the air force & army until the piracy problems are resolved. Do we really need the F-15 fighter jets ?

hello, use your brain la, just use your brain.... military equipment needs to be maintained, ppl have to be paid to do that and that also includes army personnel and that means jobs are created or at least saved. a ship has many parts including electronics, engines and other parts that requires maintenance and servicing; again this means jobs saved or created......pls use your brain

hello, most pirates are found today in somalia not SG and the shipping lanes are too many for our tiny navy to protect. even somalia requried an international response. so pls dun kid yourself and others.

even if european vessels can bypass singapore and go straight to HK/China, do you think the pirates would just wave as they pass by singapore and say "i wished you would have stopped but you are bypassing SG, we cannot attack you!!!"

Just because the operation is on the sea, hence need a unmanned vessel to patrol the sea? what nonsense, the UAV should be able to lanuch from the LST. Why use a unmanned vessel which that had a limited viewing range when can fly a UAV which give u a birdeye view of the ocean. And it also harder to spot a UAV than the remote control 7m boat. Freaking waste of money.

Very good point! Their retarded thinking seems to think sea warfare, so unmanned sea vessel. Duh.. it's like for land warfare, design some stupid crawling unmanned machine. For land, sea and air, a UAV is the way to go.

As economy is bad, more may turn to piracy and then they will be more aggressive. When the stomach is hungry, people will have more guts. That is why a strong deterrence is necessary. Having more and frequent patrols can discourage potential pirate.

Pirates generally operate close to land as their boats are smaller. Ocean vessels can take a bigger detour to avoid Singapore if the area is infested with pirates to avoid hijack or higher insurance premium.

Singapore is one of the busiest port in the world and so having a bigger Coastal Defence is vital to maritime trade and the economy.

So if we are to increase Gov’t spending to boost economy, it’s better to expand coast guard and navy than buying F-15 fighter jets.
