The SPCA is investigating after three puppies were found drowned in a bag near a river south of Auckland.

They were found at the edge of the Waikato River near the Elbow Waterski Club off Elbow Rd at about 2pm on Friday.

The black and white puppies, thought to be 15-week old pitbull staffordshire crosses, were found with their mouths taped shut and their legs taped together.

Under the Social Security Act 1964, if someone receives a pension from overseas, their own New Zealand pension will first be deducted, then the balance is also taken from their partner in a process called spousal deduction.

Crime dropped dramatically during the Covid-19 lockdown, which saw the nation stay home for more than a month unless they needed to leave for essential work or to get supplies.

The lockdown restrictions ended at 11.59pm on Monday April 27, and since then 13 people have died as a result of violence.

One man was also shot dead by police.

Māori woman living in Auckland's plush Ponsonby targeted by neighbour with vicious racist letter - 'You are not liked and not welcomed here'

A woman living in one of New Zealand’s most expensive suburbs has been targeted in a racist letter written by someone claiming to be a neighbour.

Rose Greaves (Ngāti Kahu and Ngāpuhi) has lived in Vermont St, Ponsonby, for over seven years.
During that time, she’s had white supremacists threaten to burn her house down with her in it, and been verbally abused.
Just before lockdown it happened again – an ugly anonymous letter.
"You are an embarrassment to Ponsonby!" the letter, which she revealed to TVNZ1's Marae, read.
"Not to mention the rubbish items you put in your front yard is pathetic and vile.

A Christchurch woman is recovering from a brain injury after being brutally attacked by a stranger at traffic lights late last month.

Deni Smart was waiting at lights in the suburb of Linwood when the person got into her car.

With concussion and a fractured eye socket, Smart is still recovering from the brutal assault, the Givealittle page says.

A photo on the page taken after the attack shows the severity of her injuries.

"This individual is unknown to Deni and she has no idea what provoked the assault,"

Smart was reportedly bashed in the head several times and has been left "physically and mentally" traumatised.

"She didn't ask for this. She didn't provoke the attack. She is now having to deal with the results of someone else's complete disregard for human life."

Police say the incident is still under investigation. A spokeswoman said it appears no arrests have been made at this stage.

Watch: Woman told 'go back to your own country' for wiping out 'it's okay to be white' chalk

A young woman was yelled at, threatened, and told to go back to her own country after wiping out chalk that said "it's okay to be white" and "all lives matter".

The volatile exchange between the woman and supporters of the NZ Outdoors Party in Auckland was caught on two videos and shared around social media.

The incident happened after an event organised by the party at Aotea Square, which encouraged free speech.

In the video, unidentified supporters of the party can be seen chasing the woman and holding phones in her face, with one person screaming at her to go back to her own country.

Another woman who is filming tells the young woman "get away from here ... you are racist against us New Zealanders, get out ... go back to your own country".

The young woman begins to argue with the group, at which point NZ Outdoors Party co-leader Alan Simmons can be seen stepping in and telling her to watch her language.

"You shouldn't be using language like that, a little girl like you," he says.

At one point the other woman says she is going to "kingpin" her and calls her a "smart little b****".

Papatoetoe hit and run: Family lay victim to rest, no charges laid

Elderly Auckland man Gurmej Singh Lally, who died after an alleged hit and run, has been laid to rest.

Nearly a week on from when the 87-year-old was run down while walking to the pharmacy to buy his sick wife medicine and still police say they are yet to lay any charges, despite the driver being identified.

A police spokeswoman said police had spoke with the driver on Monday - the day of the fatal incident - but no charges have been laid at this point.

The Government this afternoon said it was investigating whether hotels in Queenstown and Dunedin were feasible as managed isolation and quarantine facilities.

Extreme cameraman Geoff Mackley says he was 'left for dead' in Auckland home invasion

He's filmed erupting volcanoes, cyclones, fires and tsunami around the world, but it was a dangerous situation in his Auckland home that put extreme photographer/cameraman Geoff Mackley in hospital this week.

Mackley told his Facebook followers "three c**** invaded my home and left me for dead", before last night posting CCTV images of the men he says are responsible.

Whanganui murder: Labour MP Kiri Allan's estranged brother sentenced to 14 years in prison - Face left unrecognisable

The man who murdered a Whanganui woman by hitting her repeatedly in the face has been sentenced to a minimum of 14 years' prison.

Eric Ara Mete, the estranged brother of Labour MP Kiri Allan, was on a five-day methamphetamine binge at the time, using 1-3g a day.

Mete was sentenced by Justice Francis Cooke in the High Court in Whanganui today, with a full public gallery watching and relatives of the victim, Lorna-Anne Marie Thompson, fronting up to him.

Thompson's daughter said her mother was kind and loving, and Mete couldn't handle her strong-minded words and actions. Thompson's brother said Mete had brought shame on the whānau.

Mete and Thompson had been in an on-and-off relationship for six to eight months when the murder happened. They were living together in a flat over a shop on the corner of Victoria Ave and Ingestre St.

They were at home on April 6 when they got into an argument in the living room, Justice Cooke said. Mete became enraged and struck Thompson numerous times in the face, aiming for her eyes and nose.

Multiple bones were broken, and her face was "concaved" to the point where people later found it unrecognisable. When Mete realised he had killed her, he tried to clean blood off in the bathroom and then sat down and used cannabis and methamphetamine.

He left the flat, and when he returned he tied Thompson's hands together, dragged her into another room and tried to clean up. He came and went for a few days, then admitted to a relative in Turangi he had killed her.

Wellington apartment owners headed for 'financial disaster'

Wellington apartment owner Michael Cummins is facing a $400,000 earthquake strengthening bill effectively "wiping out" his retirement plan.
His situation is echoed across the capital as hundreds face sleepless nights, losing their home, and are on the brink of "financial disaster".
They live in buildings that have been deemed earthquake prone, meaning they have a rating of less than 34 per cent of the New Building Standard.
Many owners in Wellington have just seven and a half years to get their buildings strengthened because they're on main thoroughfares and in a high-risk seismic area.
Those in multi-owned residential apartment buildings say the legislation is being used as a "blunt instrument".
Owners are over-capitalising their homes, using tax-paid income and savings to comply, and say they're funding public safety outcomes even though their buildings are not used by the public.
Many simply can't afford the bill and want more help than what they see as an exclusive loan scheme from the Government.
In 2010 the estimated cost to strengthen the entire building where Cummins lives at 80 Kent Terrace was $600,000, making the average cost to each apartment owner about $40,000.
But an engineer advised the body corporate to hold off, as incoming legislation would result in the standards changing.
By the time owners received a costing for a detailed design last year, the bill for strengthening the building had risen to about $4m. Add to that things such as deferred maintenance, and the final bill is about $6m.
"It just doesn't make sense", Cummins told the Herald.
His share of the cost amounts to about $400,000, wiping out his retirement plan.
Meanwhile, he said others in the same position were already past retirement age but had continued to work to help cover the cost.
"It actually got so stressful for one couple in here that they moved out. Basically this was their nest egg for retirement. They've tried to sell but they can't even sell it to redeem anything out of their investment.

Mel Johnston, who is the body corporate chair for another apartment block in Wellington, is facing an almost identical set of circumstances.
After that building was deemed earthquake-prone in 2010, an initial strengthening estimate cost came back at $30,000 per owner.
But that cost has since skyrocketed to $240,000 each.
If they went ahead with the strengthening work, the apartments would sell on today's market for just over $400,000.
"We started out with a genuine belief that this was the right thing to do but now we're looking at this group of people for whom this is going to be a financial disaster, Johnston said.

Islamic Women's Council claims police failed to take March 15, 2019 threat seriously

A New Zealand Muslim group reported a threat that explicitly mentioned March 15 just weeks before the Christchurch mosque shootings that killed 51 people.

The Islamic Women's Council (IWCNZ) today revealed that it warned police on February 21 last year about the Facebook message sent two days earlier, which threatened to burn the Qur'an outside a Hamilton mosque on March 15.

Police inquiries found the man who sent the comment had his location identified in Christchurch – but he was not deemed a threat.

The Islamic Women's Council says it's one example of many where if police and government agencies had listened to their warnings and concerns over repeated threats that the Christchurch mosque massacres would never have happened.

The Muslim group is making its submission to the Royal Commission of Inquiry into the Christchurch Mosque Attacks public today.

"There were repeated major public service delivery failures in relation to government dealings with and responsibilities towards the Muslim community in Aotearoa New Zealand," Frances Joychild, QC, who represented IWCNZ before the royal commission, said.

"It is likely that, but for the failures (particularly of the security services and police), the horrific events of March 15, 2019, might not have occurred.

"If effective public service delivery had occurred and the requested structures and support put in place, the country would likely have been in a far better position to prevent or limit the destruction caused by the shooter."

Aliya Danzeisen, who leads IWCNZ's government engagement, says the group's efforts to get the government's attention prior to March 15 were "extensive and crossed several years" covering both the past and current governments.

"Evidence indicates that public sector employees were, at best, asleep on the job and, at worst, intentionally ignoring our pleas and actively undermining our work," Danzeisen said.

"If this can happen in the most open and transparent country in the world, all communities are at risk. People need to know IWCNZ's story so that those involved in government work never allow this to occur on their watch."

The Islamic Women's Council lodged a 127-page submission that highlights years of rising Islamophobia in New Zealand which increased in the days leading up to the March 15 tragedy.

On February 20, 2019 the Facebook page of the Women's Organisation of the Waikato Muslim Association (WOWMA) received hostile posts, with one asking why they would follow a religion where the Prophet Mohamed "rapes young women".

It went onto say there would be a burning of the Qur'an at the Hamilton mosque on Friday, March 15, 2019 – the day of the Christchurch attack.

The message was blocked and when reported to police, an officer "did not seem to take the matter too seriously", saying the individual was known to police, suffered from a mental illness and "would likely not harm anyone".

Police said the man's location indicated he was in Christchurch.

Before March 15 last year, New Zealand authorities had enough intelligence to warrant a coordinated national strategy, the Islamic Women's Council says, which would have alerted every mosque in the country to a threat to one mosque on Friday March 15, 2019 and for all mosques to take extra security measures.

"Whether or not the threat was connected to the Christchurch killer is irrelevant," its submission says.

If the mosque gunman had been subjected to the same scrutiny as "many Muslim religious groups and individuals who were having trouble getting into the country", he could have been watched, the group says.

"This is not a situation where SIS members can claim to have been caught by surprise. They were appraised," the IWCNZ submission states.

"The question is why did they not take the warnings of IWCNZ members seriously. At the same time there were terror attacks, hate crimes and alt-right activity occurring in other Muslim minority countries. The internet was flooded with anti-Muslim rhetoric. Why were IWCNZ warnings not placed alongside world events and action taken accordingly?"

Dr Maysoon Salama, national coordinator of IWCNZ and whose son was killed on March 15, said it was vital that all government agencies and services ensure they are providing culturally and religiously responsive support to minorities and ethnic groups.

"Government should be looking at development of long-term community building initiatives, as well as long-term support and compensation for victims' families," she said.

"Yes, there has been short term assistance, but the impact has been huge and will require long recovery time.

"There is clear need for establishing an independent Muslim Arbitration Tribunal for the impacted families, to deal with issues such as inheritance. Such a legal body or commission should be well-resourced to understand Islamic faith and laws."

Anjum Rahman, media spokesperson for IWCNZ, says their experience has been mirrored by many communities, and shows the need for government to change the way it works.

"The government must work to empower communities. We maintain that the structures of these institutions, and the systems and processes used by people in them, are discriminatory in design," Rahman said.

Aggravated robbery: Brutal machete attack on brave Hamilton shopkeepers

Shopkeepers bravely fought back against a group of masked thugs armed with a machete and a hockey stick who raided a Hamilton bottle shop.

The late-night heist was captured on CCTV and shows the dreadful moment a sole shopkeeper found himself chased around his store by a man brandishing a huge machete.

And if that wasn't dreadful enough, footage shows the robbery taking a sickening twist when another shopkeeper tries to take on a robber only to be repeatedly stabbed with what looks like a screwdriver.

Footage shows the unsuspecting shopkeeper walking out from the chiller into the path of three men, one wielding a machete high above his head. Another starts pummelling him with punches before the injured shopkeeper makes a run for the door.

With the under-siege shopkeeper fleeing outside, the attack continues on the footpath and the defenceless man is repeatedly kicked and punched and a chair is forcefully thrown at him.

But then a hero shopkeeper from a neighbouring unit appears and using an upturned stool attempts to take on one of the trio.

It turns ugly when he ends up on the ground being repeatedly stabbed by a long tool that looks like a screwdriver and is whacked by a hockey stick.

Another woman armed with a thermos races outside but at this stage the trio head back to the waiting car before driving off.
 
Young woman behind Auckland crime spree granted parole

The young woman behind a crime spree that grew into violently carjacking a 65-year-old has been granted parole.

In a long string of offending, Lily Pritchard-Davis stole cars and burgled stores before attacking the victim in the Auckland suburb of Panmure.

Pritchard-Davis and a co-offender had dragged the small woman out into the car park where she was punched twice to the head and kicked.

The victim's nose and teeth were broken and she suffered a severe concussion.

She spent several days in hospital.

Then just 18, Pritchard-Davis was sentenced to four years and two months in prison over 28 separate charges.

In a decision by Parole Board panel convenor Martha Coleman, Pritchard-Davis was found to no longer be an "undue risk" to the community. Yeah, right! Wanna bet?

Police have admitted the Christchurch mosque gunman could have been planning his attack weeks before March 15.

An Official Information Act request by Newshub reveals the shooter flew a drone over the Deans Ave mosque on January 8 - 10 weeks before he would open fire and kill 51 people.

He launched it out of Hagley Park, just across the road in an evil act of premeditation.

The news has sickened young Kiwi Muslim leader Haris Murtaza.

"They were being scoped out by the gunman, and he was doing his research," Murtaza told Newshub.

The drone is another factor in a Newshub investigation that has uncovered extensive planning by Brenton Tarrant.

Imam Gamal Fouda is convinced Tarrant even prayed at the mosque in the lead-up.

"If you look at the way he behaved in here. He knew the place like his house," Fouda told Newshub.

Murtaza is part of a group of young Muslims that have prepared an investigation into the attack for the Royal Commission.

He said police should have been prepared.

"It should have definitely been on the radar for the police".

He said the use of the drone is a missed warning by police and New Zealand intelligence.

Murtaza said it fits a pattern of missed warnings - alongside Tarrant's visits to Al Noor Mosque, purchase of guns, travel to unusual destinations such as Pakistan, Afghanistan, and North Korea and his online extremism.

Murtaza blames New Zealand officials for not realising the country had a problem with white supremacy, which the Muslim community knew was on the rise.

"It just paints the picture that police were completely oblivious to any of this going on," he said.

They were not focussing on this at all and did not have a clue."

The mosque was on the gunman's radar - yet he was not being tracked at all.
 
Liquor store owners feared for their lives as teenagers violently robbed shop

The owners of an Auckland liquor store say they feared for their lives when two teenagers violently robbed their shop in the middle of the day.

A 16-year-old female and a 17-year-old male targeted the store in broad daylight, with one of them brandishing a baseball bat.

Justice has not been served in $17 million Royal Commission report into terrorist attack on Christchurch mosques

With the public release of the Report from the Royal Commission Inquiry into the Terrorist Attack on Christchurch Mosques, New Zealand must ask itself this question: Do we have enough answers about what led up and contributed to the March 15 terrorism and have we put right, as much as possible, the damage done to the impacted and those who lost loved ones on the day?

My view is information is missing and justice to the affected has not yet been served. More must be done.

We sought to be present when the government gave evidence, but the Commissioners denied this request citing the terms of reference and security clearance requirements. As a result, neither IWCNZ nor anyone from our community was able to hear or challenge the government's proffers. Basically, we could not test whether the government's testimony was true.

Justice means that the way things are done are morally, ethically and equitably correct.

So, I ask you New Zealand, is it fair that the terms of reference were so narrowly defined that the Commission could not conduct a full investigation? Throughout the report, the Commission points out they were restricted from investigating relevant points. From its inception, the Muslim community sought to have substantive input into those terms of reference but was precluded. Basically, the government drafted very limited terms on their own terms.

I ask you New Zealand, is it just that the impacted, the Muslim Community, and the public were not allowed to see the evidence, hear any testimony, or question anyone's truth? This is the only Royal Commission ever to be so closed with no public hearings whatsoever.

When government actors could not "remember" or "recall" some highly relevant evidence, we couldn't inquire or offer sufficient prompts to promote recollection. Further, when there was conflicting testimony, we could not compare the truthfulness of each person's story. Not hearing that testimony prevented us from investigating further. And at its conclusion, the Royal Commission closed off any opportunity to look at those proffers with a sweeping order suppressing that information for 30 years. Why?

The terms of reference effectively prevented the Commission to delving into deeply relevant information.
