SINGAPORE - More Singaporeans should come forward to ease the load of caregivers, who are often women, said Minister for Communications and Information Josephine Teo on Saturday.
Speaking at the People's Action Party (PAP) annual Women's Wing conference, Mrs Teo and Nee Soon GRC MP Carrie Tan called for support for 23 organisations helping caregivers.
Some of these groups are struggling to recruit and retain enough committed volunteers after several dropped out during the Covid-19 pandemic, they said.

"On average, these groups have fewer than half the volunteers they need each month... So let us step up to ensure that volunteerism also has a chance to emerge stronger from the pandemic," said Mrs Teo, who is also Second Minister for Home Affairs and chairs the Women's Wing.
Although there is less stereotyping of women as primary caregivers now in Singapore as more men take on the role, more can be done to encourage this trend to continue, Mrs Teo told the media.
Deputy Prime Minister and Finance Minister Lawrence Wong, who also spoke at the conference, said Singapore has made progress in women's development but persistent and insidious gender gaps still exist, with gender stereotypes posing a major challenge.


Noting that the differences between men and women are deep-rooted in human nature and physiology, Mr Wong said unhelpful stereotypes and labels sometimes emerge from these differences, especially when they are reinforced by cultural and popular media.


For example, women are seen as being too cautious to take risks and not aggressive enough to be effective leaders. Such stereotypes, Mr Wong added, can entrench a certain mindset about women and how they are judged.
These stereotypes become self-fulfilling prophecies that inhibit and dissuade women from making their voices heard or making the career choices that they are entitled to, he said.
Even seeing women as more nurturing than men is unhelpful if men use this as a reason to leave the caring of children and families to women while they focus on their careers, he added.

Mr Wong said: "Caregiving roles should not be a domain only for women. Men can and must do our part too - men must be involved in raising children and looking after elderly parents."
Highlighting the role of social media in "turbo-charging" these gender stereotypes, Mr Wong noted that these mindsets are often the precursor of more extreme sexist attitudes, hate speech, bullying, harassment and even sexual abuse and violence.
That is why Singapore must continue to step up efforts to tackle this issue, including teaching students not to stereotype; protecting women from violence and harm, especially online, and discrimination at the workplace; and improving the broader infrastructure and ecosystem for childcare, infantcare and eldercare, he said.


Said Mr Wong: "Ultimately, we must try to shape more progressive family norms, to encourage more shared parental responsibilities and a more balanced sharing of family caregiving responsibilities too.
"And if we can do all that, then I'm sure we can see more women thrive, excel and advance in leadership roles, in both the public and private sectors, and... on their own merit, and not through some special scheme or treatment because you do not need that."
Saturday's conference is the PAP Women's Wing's first in-person one since 2019 and was attended by some 500 people, including past and present MPs, and representatives from the social service sector.
In a dialogue session, Mr Wong, Mrs Teo and Ms Tan, who organised this year's conference, also fielded questions on equal pay for women and the possibility of Singapore getting its first female deputy prime minister, among others.

Five years ago we introduced the financial services industry transformation map or ITM. We’ve done well and exceeded the targets set out in this ITM. From 2016 to 2020, over 20,000 net jobs were created in financial services, with most of them taken by Singaporeans.
We are now updating the ITM and setting new plans and targets for the next 5 years. A key prerequisite to achieving these plans is people. Therefore we are setting aside $400mil for a “Talent and Leaders in Finance” programme. In particular we aim to develop more Singaporean specialists in areas like sustainability and tech; as well as nurture more Singaporean leaders in finance. In the end, the financial institutions will select and appoint people by merit. But we will do everything we can to give Singaporeans extra advantage by investing heavily in their capabilities and skills.
I am confident the revised ITM will enable Singapore to develop further as an international financial centre in Asia - and this will in turn create many more opportunities and good jobs for Singaporeans in the years to come.

Was at Honour Singapore’s International Symposium earlier today, and had the chance to chat with Mr Lim Siong Guan, founding Chairman of Honour and former Permanent Secretary of Ministry of Finance (Singapore).
Siong Guan was an excellent mentor and teacher at MOF - he led by example, and inspired me and many others to pursue our calling in public service.
Over the past 25 years of public service, I’ve served in different ministries and worked on a range of policies. Underpinning them all is one critical ingredient - trust. That is the key to Singapore's success. Trust means honouring our word and honouring one another.
Let’s continue to strengthen that sense of trust - and build a Singapore where every citizen can be the best that he or she can be; a Singapore, where we continued look out for one another, and move ever closer to our ideal of “one united people”. Let's co-create our future together!

Kicked off my first day in New Delhi at the India-Singapore Ministerial Roundtable meetings.
Singapore and India share a strong bond built over 57 years of diplomatic relations, and longstanding historical, cultural and familial ties. Through this new ministerial platform, we seek to bring our bilateral relations to a new phase.
Together with our ministers, we had a good discussion today on many areas of potential cooperation, including food and energy security, digitalisation, green technology, and skills development.
I also thank India for inviting Singapore to the G20 Leaders’ Summit and meetings under India’s G20 Presidency in 2023. Will be looking forward to fruitful and wide-ranging discussions with other officials in the next few days.

Singapore and Gujarat enjoy a close and broad-based relationship. Singapore is the second largest investor in Gujarat. Meanwhile, Gujarat accounts for nearly 30% of India’s exports to Singapore.
This is why I was very happy to meet Gujarat Chief Minister, Bhupendra Patel.
We affirmed our good relations, including our growing financial cooperation through GIFT City - India's international financial center. I look forward to deepening our relationship with Gujarat and India for many years to come.

The state funeral for Her Majesty Queen Elizabeth II will take place later this evening. Together with many around the world, I join everyone to commemorate her leadership and mourn her passing. As a mark of respect, Singapore State flags at all government buildings will be flown at half-mast today.
Our High Commission Singapore in India is also flying half-mast today. My deepest condolences to King Charles, The Royal Family and the people of United Kingdom.

Honoured to meet Prime Minister Narendra Modi earlier today with Gan Kim Yong. We had excellent discussions on new areas of cooperation such as green hydrogen, solar energy, fintech, as well as data links.
India is an important strategic partner of Singapore across many sectors. I am glad that the pace of bilateral engagements has picked up substantially as the pandemic subsides. I also look forward to restarting the Singapore-India Hackathon, which was disrupted by Covid-19, to build bridges between our young talents.
Thank you Prime Minister Modi for your warm hospitality!

! Many thanks to our officials who have worked so hard to put together the entire programme this past week!
We’ve had a good start for the India-Singapore Ministerial Roundtable, and have identified several new areas for cooperation such as food and energy security, green hydrogen, digital connectivity and skills development.
Singapore has always believed in India as a strategically important partner. That is why we have forged close ties these many decades. It’s a relationship built on mutual trust, and we hope to see India engaged in ASEAN in a more constructive and systematic manner.
There are many possibilities for both countries to work together, and I will do my part to strengthen our strategic partnership with India. See you at G20!
