The PAP machinery is more interested in winning votes than on rally sizes. That's why it puts in only a half-hearted attempt at attracting crowds to its rallies. Most people read and hear the PAP plans daily through the mass media and social media. That method of outreach is far more effectively, especially when done on a daily basis 365 days a year.

At the end of the day, the PAP will still triumph despite very poor attendance at its rallies.
