Based on the "controls" that are in place, and continuing changes to constituency boundaries and elimination of constituencies (Joo Chiat), the mindset of the majority, new citizens, and various uphill challenges, I do not believe that the non PAP parties are able to attract enough Minister calibre candidates to form a government.

Yes, ever since it came to power, the PAP has systematically taken steps to ensure it's survival. GRC system, media control, constitutional amendments, gerrymandering (like you stated), new citizen votes (like you stated), and most importantly the sinkie mindset (which you also stated).
