Singapore's chinese standard is weak but who are we comparing with? Those in China and Taiwan? but Chinese is a common language as well as the working language there. However, in Singapore, English is the working language and hence, its normal for the working language to be stronger than other languages.

Also bear in mind that Singapore is a multi-racial country where a common language other than one's mother tongue would be best comfortable for all to use.

What is more efficient to know Chinese culture and philosophies than to read and learn them in Chinese language??

Doesn't make sense for Chinese to read English translation of Dao De Jing, Romance of Three Kingdom, Tang Poetry. Just like it doesn't make sense to ask a British to read Shakespare in Japanese, or any other language rather than in English.
