But I think this has to do with the Marina Barrage. When you just close up the river mouth that is supposed to help draining excess water from mainland, naturally there may be some effect. Even though there may have releasing points for the dam but the flow may not catch up with the rain.

the marina barrage is a mechanism designed to prevent flooding. thru controlling the gates you should be able to regulate the water levels. i think the problem is not the barrage but it lies with the people operating it.

When a dam is built, it controls flooding on the lower flow. But in this case, the barrage leads to the sea. It is just a dam that prevent water from flowing into the sea, keeping it as a source of reservoir water.

As with any dams, if there is heavy raining, if it does not release water fast enough, the upper streams will get flooded. I believe this is the case here. It is no coincidence that right after the Marina barrage is in use, we start to have floods along the canals.

i'm not a civil engineer and i can't comment on the mechanics behind the barrage. My point is similar flood control technology is used in european countries and it is working well.

The problem must be the NEA civil servant user who goes for 45 minute tea breaks.

Singapore’s Orchard Road Flooded by ‘Intense’ Rains (Update1)

June 16 (Bloomberg) -- Heavy rain in Singapore caused flash floods in some parts of the island including the shopping district of Orchard Road, damaging stores and forcing firefighters to rescue people from stranded vehicles.
Almost 100 millimeters of rain fell from around 9 a.m. to 11 a.m. today, more than 60 percent of the average monthly rainfall for June, Singapore’s national water agency said in a statement on its website today. Flood waters in the Orchard Road area reached 300 millimeters after an “intense storm,” and subsided within one hour, the agency said.
“The heavy rain caused flooding at the Orchard Road and the Scotts Road intersection for about an hour making it impassable to traffic,” the Public Utilities Board said. The board said flash floods may still occur.
The Singapore Civil Defence Force said it assisted about 70 people from buses and cars to safety in the worst flooding of the shopping strip since 1984. The basement of the Liat Towers building along Orchard Road was flooded and firefighters pumped water out of it, the force said, adding that there were no injuries reported.
There will be late morning and early afternoon showers with thunder tomorrow, the National Environment Agency said on its website. Between 1982 and 2008, Singapore had an average 15 days of thunderstorms in the month of June. In the 140 years to 2008, total rainfall in the month of June averaged 162.2 millimeters.
Damaged Goods
Retailer RSH Ltd. said its Massimo Dutti store located in Liat Towers, the “flagship building” of Singapore property developer Bonvests Holdings Ltd., was affected by the flood.
“The Massimo Dutti store is adequately insured,” the company said in a statement to the Singapore stock exchange, without giving details on the condition of goods in the shop.
Starbucks Corp., Hermes International SCA and Inditex SA, the owner of the Zara fashion chain, are among companies that have outlets in Liat Towers. A phone call to the Starbucks outlet was unanswered.
Photographs and videos posted on a local blog run by Singapore Press Holdings Ltd., the island’s biggest newspaper publisher, showed stranded buses and cars that were half- submerged along the shopping district.
The Public Utilities Board said investigations on the cause of the flood can only be carried out when the water level in the drains subsides. The agency said it’s clearing up debris on the roads and assisting property owners in pumping out water from basements.
Diverted Buses
None of the train services run by SMRT Corp., Singapore’s biggest subway operator, were disrupted, while some of its buses were diverted to avoid the floods, according to a company spokeswoman.
Some buses operated by ComfortDelgro Corp., Singapore’s biggest public bus and taxi company, were stranded, while others had to be diverted, a company spokeswoman said.
Coronation Road West, Fourth Avenue, Kings Road, Kheam Hock Road and Veerasamy Road, all in central Singapore, were also affected, the water agency said.

Well, having said that, today is the 5th of lunar month, not 3rd.

It's the 5th day of the 5th month, i.e. Duan Wu. Maybe Qu Yuan is crying that an entire country is being sold out? Anyway, wonder what happened to all the basement shops there.
