Yes, no other world leader, whose citizens were held hostage, condemned the terrorists. Only LHL did it and Hwei Yen was shot almost immediately after that.

Alcohol don't instruct you to kill non-alcohol.
Air-travels don't instruct you to kill non-air-travelers.
Knives don't have instruct you to kill non-knives people.
