Good to meet up with Dr Mansukh Mandaviya, Indian Minister of Health and Family Welfare, again albeit virtually.

We last met at the G20 Health Ministers’ meeting in Rome last September. Just within 4 months, Omicron is now making waves around the world.

India has administered over 1.5 billion COVID-19 vaccine doses so far, and is pushing for higher coverage in its population. We both agreed that vaccines and boosters are key in our battles against COVID-19.

Beyond COVID-19, we will continue to work on stronger healthcare partnership with India, and strengthen the close #Singapore-#India bilateral relationship of 56 years.

Meet 86-year-old Mdm Chan, she is boosted and fully vaccinated.

We have crossed another milestone in our vaccination journey. 51% of our total population is now boosted. And more are stepping forward.

Now, about 42,000 individuals are getting boosted a day. This is a stark increase from 25,000 daily in mid to late December.

Thanks to the donations and support from our local merchants in #Sembawang Central, we are able to light up the neighbourhood to welcome Chinese New Year.
This year, we added a few new locations — around Sheng Siong at East Canberra estate, Jalan Tampang and part of the road leading to Sembawang Park — in addition to the God of Fortune at Blk 505 Canberra Link and along Blk 313 Sembawang Drive.
We had a simple light up ceremony and distributed oranges over the weekend. I am touched that notwithstanding the difficulties of COVID-19, our local merchants made the effort to brighten the daily lives of our residents.
Here's to everyone, Happy Chinese New Year!

Ong Ye Kung: 'Ownself check ownself' is a virtue, shows government functions well​


SINGAPORE — The popular saying "ownself check ownself" coined by Leader of the Opposition Pritam Singh has been the subject of countless memes - and it has now been quoted by a contender for Singapore's premiership.

It was first used by Singh at a 2015 general election rally to mock Emeritus Senior Minister Goh Chok Tong's claim that the ruling People's Action Party (PAP) is its own check, and is now used with claims of a lack of accountability in the government.


But on Thursday (13 January), Health Minister Ong Ye Kung turned this on its head at the Singapore Perspectives 2022 conference, organised by the Institute of Policy Studies (IPS).

"People can say 'ownself check ownself', but I see it always as a virtue — if ownself cannot check ownself, you're in big trouble," said the 52-year-old, who is widely seen as a leading contender to succeed Prime Minister Lee Hsien Loong.

Singapore, said Ong, has a "neutral, non-politicised" civil service, starting downwards from the Permanent Secretary. Top civil servants are appointed by the independent Public Service Commission, while organs of state such as the Auditor-General's Office constantly check that the system is clean and functioning well.

The city-state is unlike other countries, where layers of civil servants change once a political party takes over. The rule of law is also upheld by a judicial system that does its work "very seriously".

"And of course, the presence of opposition in parliament that constantly will also raise other point of views that you need to debate, and you need to take it seriously," added Ong.

Two-party system unlikely​

The minister was responding to a question from a member of the virtual audience, who asked if the need for a strong state is compatible with having a strong opposition, even possibly a two-party system.

Ong, who also co-chairs the multi-ministry task force on COVID-19, said that such a system is unlikely to arise in Singapore due to its small size. He noted that in a "large polity" like the United States, someone living in Alaska might think very differently from someone in New York.

In this regard, the rise of parties to cater to vastly different views, perspectives and aspirations in different populations segment is a logical outcome.

"Between Jurong and Changi, people worry equally about cost of living, about COVID-19, and in terms of fundamental views, it may differ from person to person, but not between regions," said Ong.

"So as a city-state, if Singaporeans are unhappy with one policy, the government can change it. If the government does a good job and people are happy, it spreads throughout the island as well."

First, extending #booster vaccination to those aged 12 to 17. The 270-day validity period for 2 mRNA doses or 3 doses of Sinovac/Sinopharm will apply to this age group and kick in from 14 March, to give them ample time to get their booster.

2️⃣
Second, shortening the isolation period to 7 days, for fully vaccinated individuals and children under 12. This is because Omicron cases carry lower viral load and recover faster.

3️⃣
Third, more nimble health protocols. This means that if patients on Protocol 1 are recovering well, they can be transited smoothly to Protocol 2. Earlier discharge and quicker return to normal activities.


4️⃣
Finally, suspend visitors to hospitals and residential care homes for the next four weeks. This is unfortunately necessary, as Omicron is very transmissable and we need to limit its spread in hospitals.

There are still uncertainties ahead. If the incidence of serious illnesses remains low, our healthcare system will not be under severe stress, we can ride through the wave, and Chinese New Year, with the current posture of safe management measures.

Singapore in 'fog of war', must ride Omicron wave before next steps: Ong Ye Kung​


SINGAPORE — Singapore's next steps beyond the current Omicron wave cannot be predicted as it is in the "fog of war", said Health Minister Ong Ye Kung on Friday (21 January).

Ong, who co-chairs the multi-ministry task force on COVID-19 (MTF), told reporters at a virtual media briefing that it was a matter of juggling three key aspects, in order to ensure the optimum combination of policies whilst riding through the wave: the healthcare system, safe management measures (SMM) and vaccinations.

"There's certain expectation that we have a plan. We plan out beforehand, on this day, on this time, we will do this, do that based on certain metrics, and we will just proceed. But actually we are in a fog of war. It doesn't quite work like that."

Ong added, "Every variant is different and behave differently. And you just have to go through it and judge the situation and make decisions along the way. That's how in the middle of a crisis, that's how you make decisions."

Riding the Omicron wave​

The minister was responding to a question on how authorities will know that the peak of the Omicron wave has been hit, given that the MTF warned earlier that the city-state might see up to 15,000 COVID cases a day, and how this peak might affect SMMs.

Finance Minister and MTF co-chair Lawrence Wong noted that while it was impossible to estimate the peak of the Omicron wave, there was a "certain momentum" in the infection rate, given that the week-on-week infection ratio continues to rise exponentially.

"So we are bracing indeed, as you say, for this wave. We don't think it is prudent to relax or ease measures during this particular period," said Wong. The MTF could begin thinking about "the next mile" once there is confidence that the healthcare system is not overwhelmed and the vast majority of COVID-19 cases are mild, he added.

Pressed several times to give specific details of benchmarks, Wong quipped, "I'm not sure how many times I have to answer the same question asked in repeated variants. No pun intended."

He stressed, "We intend to get through this wave. We are hopeful that we can do so with our current posture, given our assessment of the situation up to now, but there is still uncertainty in the coming days and weeks.

"Let's not get ahead of ourselves: we are in the midst of a wave."

On Thursday, Singapore reported its weekly COVID-19 infection growth rate rose to 2.17, the highest since 16 September last year's 2.25.

It also confirmed 1,472 new COVID cases, down from 1,615 a day before. Of these cases, some 77 per cent – or 1,133 – are local while 339 are imported.

I have met parents who are worried about their children getting the jabs. They also understand the risks of infection, and are reweighing the pros and cons.
We have compiled a simple table on the risks and benefits of vaccination, versus infection. Hope it will help parents decide.
As of 21 Jan 2022, 17,699 children aged below 12 years old had been infected with COVID-19 since the start of the pandemic. 2,586 were hospitalised.
So far, more than 140,000 children under 12 years old have gotten their first dose of COVID-19 vaccination. On average, about 6,000 children are vaccinated daily.
