Police are looking for the man shown in the photograph to assist with investigations into a case of loanshark harassment reported in the vicinity of Joo Chiat Road on September 1, 2013.

The man is believed to be in his 20s, with a medium build, tanned complexion, and short tinted hair. He was last seen wearing a white T-shirt, dark cargo pants, sandals and carrying a bag.

Anyone with information is requested to call the Police Hotline at 1800-255 0000.

Information can also be submitted online via the CrimeStopper portal at https://app.spf.gov.sg/CrimeStopper/CrimeStopper.aspx. All information will be kept strictly confidential.

It's fine time the government takes all necessary steps to Arrest this decade long problem. Not doing enough tantamount to Negligence of the ruling party. But I doubt Home Minister has the resolve or even clue what is happening on the ground. Sigh...that's why I will Vote Opposition as PAP is losing touch with the realities on the ground.

SINGAPORE - Police have arrested a 23-year-old man for involvement in loansharking activities.

On Sep 9, 2013 at about 6.10pm, through follow-up investigations, officers from Ang Mo Kio Police Division arrested the 23-year-old man in the vicinity of Hougang Avenue 9.

Preliminary investigations indicated that the man had assisted an unlicensed moneylender in the business of sourcing and recruiting potential harassers to commit loanshark harassment at borrowers' units.

Police investigations against the man are on-going.

First-time offenders found guilty of assisting in the carrying out of the business of an unlicensed moneylender may be fined not less than $30,000 and not more than $300,000, be imprisoned for a term not exceeding four years and shall also be liable to be punished with caning of not more than six strokes.

Commander of Ang Mo Kio Police Division, Assistant Commissioner of Police Keok Tong San, commended his officers for their perseverance and commitment in the fight against loansharking activities.

He said, "Police are determined to come down hard on all those who are involved in loansharking activities, regardless of their age or gender."

SINGAPORE — Wanting to service a S$60,000 debt he owed a loanshark, 25-year-old Goh Sze Liang agreed to work for him by making calls to debtors. However, he went a step further and devised a scheme to cheat the debtors so that part of it could be used to service his own debt.

In all, he tried to cheat more than 160 people, and succeeded in getting some S$22,000 from 15 of them between January and April this year.

Yesterday, Goh was jailed 48 months and fined S$30,000 by a District Court. As he cannot pay the fine, he will serve another six weeks in jail in default.

The court heard that Goh accessed a database — containing the personal particulars of debtors — provided by the loanshark, and would send text messages to random numbers.

In his messages, he would claim that they owed him money and threaten to harass them at home if they did not pay up. Many victims fell for his threats and handed over the money, but he did not demand payment from those who said they did not owe him money.

The prosecution said Goh had taken advantage of the loansharks’ fearsome reputation to convince his victims he would carry out his threats, and that his actions were driven by greed. In sentencing, District Judge Toh Yung Cheong pointed out that Goh’s offences were very serious. KIMBERLY SPYKERMAN
 

The SPF and relevant authorities MUST do something more - Publish the names and photos of all those CONVICTED of loanshark harassment in the SPF dedicated website of Loanshark offenders. This will DETER people from this trade!

A 24-year old man has been arrested in connection with a series of island-wide loanshark harassment cases, which include setting fire to units.

Since mid-August the police have been receiving several reports of loanshark harassment involving fire.

On Sep 10, officers from the Criminal Investigation Department (CID) arrested the suspect at Fajar Road.

The officers found on the suspect loanshark-related paraphernalia which included several handphones, ATM cards, stacks of bank transaction slips and statements and a marker, that were seized as case exhibits.

Initial investigations reveal that the suspect is responsible for more than 20 cases of loanshark harassment in the vicinity of Boon Keng, Yishun, Ang Mo Kio, Hougang, Sengkang, Punggol, Tampines, Woodlands and Bukit Batok. Six of the cases involved setting fire at the debtors' units.

If found guilty the suspect can be jailed up to 5 years, fined between $5,000 and $50,000 and be caned more than 3 strokes of the cane.

Police have arrested two men, aged 49 and 54, for involvement in loanshark harassment.

On September 10, 2013 at about 2pm, officers from Ang Mo Kio Police Division spotted the 49-year-old male suspect behaving suspiciously along Admiralty Link and conducted a check on him.

The suspect was found to be in possession of loanshark harassment paraphernalia, which included packets of paint and markers, and was placed under arrest. After follow-up investigations, the officers arrested his accomplice, a 54-year-old male suspect, in the vicinity of Admiralty Link.

Preliminary investigations indicate that the suspects had assisted loansharks by collecting ATM cards and carrying out electronic fund transactions via Automated Teller Machines (ATM).

Investigations further revealed that both suspects had committed acts of loanshark harassment by splashing paint and scrawling loanshark-related graffiti on the walls of debtors’ units.

Both suspects will be charged in Court on September 12, 2013 for loanshark harassment under the Moneylenders Act (Revised Edition 2010). First-time offenders found guilty of loanshark harassment face a fine of between $5,000 and $50,000 with mandatory imprisonment of up to five years and mandatory caning of up to six strokes.
