Two arrested for loansharking activities

SINGAPORE - Police have arrested a 41-year-old man and a 26-year-old woman for their involvement in loansharking activities in two separate cases.

In the first case, the woman was arrested in Bukit Batok East Ave 4 on Sept 2 at about 7.30pm.

She is believed to be a debtor who had used her previous residential address to obtain illegal loans from the loansharks, resulting in the current owner and occupants of her previous residence to be victims of loanshark harassment.

She had failed to report the change of her residential address within 28 days. Investigations against her are still ongoing.

In the second case, the man was arrested on Sept 3 at about 2.30am at Jurong West Street 73.

He is believed to be a debtor-turned-harasser and he had carried out series cases of loanshark harassment in Hougang, Jurong West and Ang Mo Kio public housing estates by scrawling loanshark-related graffiti on the walls. One mobile phone and one marker pen were seized from him.

The man will be charged in court. Under the Moneylenders Act (Revised Edition 2010), first time offenders found guilty of loanshark harassment shall be punished with imprisonment for a term of up to 5 years, a fine of between $5,000 and $50,000, and shall also be liable to caning of between 3 and 6 strokes. Any person who is guilty of providing false contact information to obtain loans from loansharks shall be liable upon conviction to imprisonment for a term not exceeding 12 months.

Under the National Registration Act, any person who is guilty of an offence of failing to report a change of address shall be liable on conviction to a fine not exceeding $5,000/- or to imprisonment for a term not exceeding 5 years or to both.

SINGAPORE - Police have arrested 2 men, aged 22 and 32 years old, for involvement in loansharking activities in two separate cases.

In the first case, Police arrested the 22-year-old man at Hougang Aveune 9 on September 2 at about 1.30 pm.

Preliminary investigations show that he had assisted loansharks in their business by collecting Automated Teller Machines (ATM) cards and carrying out electronic fund transactions via ATM.

Investigations against him are on-going.

In the second case, the 32-year-old was arrested on September 3 at about 6.15am at Tampines Street 91.

Preliminary investigations show that the suspect had given away his ATM card and Personal Identification Number (PIN) to a loansharking syndicate to facilitate the business of unlicensed moneylending.

He will be charged in court and may be fined between $30,000 and $300,000, jailed for a term not exceeding 4 years and shall also be liable for caning with not more than 6 strokes.

SINGAPORE - Police have arrested two youths, aged 15 and 17 years old, for suspected involvement in loanshark activities.

On Sept 4, 2013 at about 12.15am, a resident reported to the police that two Chinese men were behaving suspiciously outside his unit at Telok Blangah Drive. The images of the suspects were captured by the CCTV mounted in his unit, and subsequently relayed to the officers.

Officers from Clementi Police Division arrived at the scene and searched the area. The two suspects were subsequently spotted along Telok Blangah Drive and placed under arrest at about 00.30am.

After a search, loanshark-related paraphernalia consisting of four small cans of paint, one pair of jeans, one dark blue marker, two black tee-shirts, and two handphones were found in their possession and seized by the police.

The suspects will be charged in Court on Sept 5 for loanshark harassment under the Moneylenders Act (Revised Edition 2010).

First time offenders found guilty of loanshark harassment may be fined between $50,000 to $500,000, with mandatory imprisonment of up to five years and mandatory caning of up to 12 strokes.

SINGAPORE - The police are looking for the person shown in the following pictures to assist with investigations into a case of unlicensed moneylending and harassment, reported at Blk 33 Marine Crescent on July 26, 2013.

The case occurred in a lift on July 26 at about 1.04pm. The man is believed to be in his forties, and last seen wearing a white printed T-shirt, green Bermudas, purple slippers and carrying a small bag underneath his left hand.

PAP has failed in its BASIC DUTY to provide SECURITY for the ORDINARY people of Singapore living in HDB estates. Innocent non-borrowers neighbours, new owners of resale flats have been targeted by syndicated loanshark (local and foreign) and their runners.
