They will wheel the hospital bed into the Elections Office with him in it, attached to all the IV and ventilator and one of his helpers will hold his arm up, and the other will manipulate his fingers to sign the nomination paper and give the deposit. If you are chief election officer, you dare not to take his papers or not?

Yes, plenty, but not usually in someone so old. Many people get into accidents for example, go into a coma and recover later, but they are much younger and healthy. He already had a stroke in 2013, and his old shit body is just shutting down.
