Thanks to NBG/CS, there is a high level awareness of the Prevention of Corruption Act (PCA). The PCA assumes that the person is guilty as long it can be proven that that gratification was given. In Micheal Palmer's case, he has already confessed to having sex with Laura Ong. If charged, the onus will be on Micheal Palmer to prove that the sex he received was not gratification for anything he might have done for Laura Ong during their relationship.

Compare with WP, the blue shirt party did not reveal the identity of the lady that brought down YSL. Although there was plenty of online speculation, but not once did any one officially identify the party lady.
