Actually AGC fucked up.
The actual process for such cases is for CPIB to work with AGC before all the charges are annnounced and already understand which charges can be applied since AGC is the one fighting the case in court. It’s not like CPIB announce the charges and then only AGC is only given 2 days to review. AGC would have already told CPIB that they are willing to charge for these 36 charges and hence why CPIb announced. So something happen in the 2 days in between for AGC to suddenly drop
