Apparently, their relationship is quite cozy. This friend's info typically quite "chun" so I will tend to believe his story.
Apparently, Chia, using his company (public listed) to donate quite a big sum of money to Tharman's constituency (Jurong GRC). Some involves grassroots, CC etc. So Tharman has a big financier financing the bulk of his grassroot activities etc. Here's one I found on the net:

...Also giving it their all were Education Minister Tharman Shanmugaratnam and fellow MP for Jurong GRC, Cedric Foo, as well as Rotary chairman Chia Kim Piow. After 20 minutes of exercise, it was onto the cross-trainer for an eight-minute workout.
The event raised some S$100,000 for charity, and an additional S$79,000 was donated to the company's scholarship fund. The fund will help support the academic pursuits of children of Rotary employees. It was the first time the company has held a mass exercise event at Jurong Island but Rotary says it has been encouraging a better work-life balance through regular health screenings...
And in fact, Tharman has also praised Chia publicly a few times. Here's one I found too:

Rotary Engineering is another example. It was founded by Chia Kim Piow with a few friends in the 1970s. He was like many others at the time, not much education, nothing beyond secondary four - no diploma or degree. Everything was learnt on the job. Rotary began by handling electrical installations and sub-contracting for the big oil refineries. It now builds big oil refineries. Today, Rotary is one of Asia's leading engineering companies in oil and gas infrastructure. Very active in China and India, and now moving into the Middle Eastern market with Saudi Arabian partners.
In return, of course, Rotary also gets very good preferential treatment from Gahment. In fact, Rotary got a couple of awards recently too:

Almost exactly a year ago, Chia Kim Piow and Rotary Engineering, the company he founded over 30 years ago, were awarded the prestigious Enterprise Award at the Singapore Business Awards. He told this writer then: 'Don't write it so that we're too good. We're just a very modest company.'
It's a claim that's holding less and less water for Mr Chia and his company, which does engineering and construction work for the oil and gas industry, specialising in energy storage and distribution terminals. This year, Mr Chia has another medal to make a growing tally - the Best CEO award at the Singapore Corporate Awards in the mid-cap $300 million to $1 billion category, shared with Boustead Engineering's Wong Fong Fui.
It just goes to show that Singapore is no different. That the rich and the powerful are always in cahoot together scratching each other's back, helping one another...

Apparently, this Chia fella is not as great as the gahment trying to make him out to be. There are also a lot of "controversies" in this guy.
One of his mistress is actually working inside his Group. This mistress is said to be a mama-san originally from Malaysia. He picked her up earlier and ever since, this mistress has been following him and working for Rotary group. Her name is Kellin:

Kellin Tham is the Managing Director of Rotary Electrical Company (Private) Ltd as well as General Manager of Rotary Logistics Pte Ltd, a one-stop shop logistics provider offering integrated warehousing, material logistics, procurement and total supply chain management services. Since 2001, she has played an instrumental role in overseeing the Group’s local and overseas projects’ procurement needs as well as that of many international clients. In 2008, Rotary Electrical & Instrumentation Pte Ltd was added to Ms. Tham’s portfolio and since assuming stewardship as its’ Managing Director, she has continued to steadily grow the subsidiary’s business. Ms. Tham is also the Managing Director of the Group’s subsidiary, Supermec Private Ltd.
Apparently, she is made in charge of procurement of all the raw materials used by the projects in the group. This is how they do it. Procurement is done thru a subsidiary (dont know which one above) and the subsidiary will levy something like a 5% service charge on top of the value of the raw materials acquired. So, the 5% becomes the "profit" for the subsidiary paid by the parent public listed company (ie, public money).
This subsidiary is majority owned by Rotary of course but the minority stake is owned by Kellin or her front. Every year, they will declare dividend out of the subsidiary's profit and Kellin will get her minority portion which is still very very large considering the amount of raw material needed by Rotary Group. Of course lah, this amount is then "shared" between Kellin and boss Chia personally lah... everything is above board. In the end, it's the small shareholders of Rotary who kenna screwed.

Jurong secondary school has been an active supporter in the constituency activities. The school better known for sports than academic was probably selected because of him for quite a few high profile e-learning initiatives.
Tharman was also very close to the former boss of Chemoil Robert Chandra who died in a helicopter crash, and still officiates Chemoil corporate events. Apparently Joshua Kuma, chemoil's corporate advisor, has been speculated as a new PAP candidate.
I think the risk for him in returning favours is he may inadvertently cross the line over what is proper and acceptable. Writing this makes me think about the OSA case.. and I hope the leak was really negligent.

Tharman never hids the fact that he is bald. In fact he has no resaon to. But that fella Chia Kim Piow, his Rotary Engineering and his mama-san prostitute had better beware. I'm pretty sure IRAS is going over Rotary Engr's book with a fine tooth comb. If Chia is like your average Ah Seng, the dirt will be dug out and Chia will be hung upside down by his balls as a lesson to all Chinks. :D

No evidence that Tharman is a thief. If anything he tried to do you ungrateful 75% Chinks a favor by releasing flash estimates GDP estimates and was charged under the Official Secrets Act. He should have let the lot rot instead.

I guess that was Tharman's big mistake helping the majority by releasing flash estimates. After all he finally realized that Chinks deserve the govt they get and hence his acceptance of LHL personal invitation to join the elite. As for the Indians don't worry too much about us. We will be around eventually to pick up the pieces.
