South African gets 20 years' jail, 15 strokes for trafficking meth

SINGAPORE - A jobless South African man who arrived at Changi airport in October 2012 with methamphetamine, commonly known as Ice, stashed inside the lining of his suitcase was on Tuesday jailed 20 years and ordered to be caned 15 strokes.

The High Court heard that Hermanus Nicolaas Pienaar, 40, was promised 20,000 South African rand ($2,400) by a Nigerian man he met in Johannesburg if he travelled to Singapore to collect a suitcase of money from someone here.

Just before Pienaar's flight to Singapore, another Nigerian man handed him a suitcase and packed some clothing and toiletries into it. Pienaar strongly suspected that there were drugs in the suitcase but did not conduct any checks before he boarded the plane.

At Changi airport, Central Narcotics Bureau officers noticed him behaving suspiciously as he was exiting the arrival hall. Scans of his suitcase revealed items hidden within the inner lining. Two black plastic bags containing 1.9kg of Ice were found after the lining was pulled open during a physical check of the suitcase.


 

Private school student fined $2k for slashing another

SINGAPORE - A private school student was fined $2,000 on Wednesday for attacking another student with a knife.

Chinese national Chen Shijie, 24, admitted an amended charge of using the knife to slash Mr Wei Fangjie, 19, who is also from China, causing him to suffer cuts at the back of his head and lower back on Dec 13 last year.

The incident took place outside PSB Academy on Jalan Bukit Ho Swee where both were studying.

A district court heard that Mr Wei, together with his girlfriend and two others, had left PSB Academy after completing their examinations and were walking towards Tiong Bahru Plaza at about 5.10pm that day.


 

Drug smuggler jailed 20 years

A 40-year-old South African who was promised $2,400 to collect a suitcase of money in Singapore but ended up being nabbed for smuggling drugs into the country was yesterday jailed 20 years and given 15 strokes of the cane.

Hermanus Nicolaas Pienaar was caught in October 2012 after his suspicious behaviour, as he was exiting the arrival hall, alerted Central Narcotics Bureau officers.

Scans revealed items hidden under the lining of his suitcase, later found to be two black plastic bags containing 1.9kg of methamphetamine, better known as Ice. The amount exceeded the 250g death-penalty threshold for the drug.

But the prosecution later reduced the initial capital charge to one of trafficking in not less than 249.99g of Ice, which carries a minimum 20-year jail term and 15 strokes of the cane.

No reason was given for the decision.

The unemployed Pienaar, who pleaded guilty, was told he would be paid 20,000 South African rand (S$2,400) by a Nigerian man he met in Johannesburg, if he travelled to Singapore to collect a suitcase of money from someone here.

But just before his flight to Singapore, another Nigerian man handed him a suitcase and packed clothing and toiletries into it.

Pienaar admitted he strongly suspected that there were drugs in the suitcase - he knew drugs were being smuggled out of South Africa and that Nigerians were involved in drug trafficking.

He also found it suspicious that he was being offered a large sum of money for a seemingly simple task.

Still, he admitted to failing to check if the suitcase contained drugs.

His lawyer, Mr Low Cheong Yeow, urged the High Court to impose the minimum sentence, arguing that his client was suffering from depression at the time - stemming from tragic personal circumstances - which allowed him to be preyed on by a drug syndicate.

Pienaar, who was separated from his second wife, was in financial difficulty, alcoholic and depressed over the deaths of his younger brother and father, who committed suicide within two years of each other.

His lawyer said his client was "wilfully blind" for not checking his lugguage but it was not an overt act of trafficking, noting that given how the events unfolded, Pienaar did not have time to inspect the suitcase before he boarded the plane.

Maid jailed for hitting boy, 2, with a plastic Lego container cover

SINGAPORE - An Indonesian maid was jailed for four months on Monday for hitting a two-year-old child on his face and head with a plastic Lego container cover.

Bahija Tunnisa, 24, admitted to ill-treating the boy by doing an act which caused him unnecessary physical pain at her employer's home in Hougang on June 26 this year.

A district court heard that Bahija was alone in the flat looking after the victim and his four-year-old brother when their 55-year-old grandmother called and told her to get the children ready to go out.

But the victim refused to change his clothes or listen to her instructions.


 

Man jailed for recording video of flatmate in shower

SINGAPORE - A Malaysian national who filmed a housemate in the shower with his mobile phone was jailed for four weeks on Monday.

Francois Tan Vien Weyn, 24, admitted to one of four charges of intruding into the privacy of the 24-year-old woman by recording a video of her in the shower at a flat in the west on March 19 last year.

A district court heard that Tan was sharing the HDB flat with five others, including the complainant.

He had been viewing voyeurism pornography. Over time, he was not satisfied with merely viewing pornography and decided to take videos of the complainant while she was showering, said Deputy Public Prosecutor Jason Chua.

Malaysian Daniel Chin Jun Kent, 21, then a room service crew, admitted to two counts of insulting the modesty of the 24-year-old woman at Bayfront MRT Station on May 14 and July 2 this year.
A court heard that the woman was standing on the ascending escalator at Bayfront MRT Station on her way to work on May 14 when Chin found her sexy and took a photograph of her underwear with his mobile phone without her knowledge.
On July 1, he saw her again at the same station and wanted to take upskirt photographs of her. He was standing two steps behind her on the escalator when he intruded into her privacy. He used his mobile phone to take a rapid shot of six photographs of her underneath her skirt.

Man arrested for trespassing, fraudulent possession and overstaying

SINGAPORE - The police have arrested a 36-year-old man who is believed to have committed the offences of house trespassing, fraudulent possession and overstaying.

Between Aug 18 and Nov 2, the police received several reports by home owners who discovered home appliances missing from their new flats that were undergoing renovation.

Most of the main gates of the new flats were found to be secured only with number locks.

On Nov 5, officers on patrol in the vicinity of Yishun Avenue 9 spotted a man who behaved suspiciously while taking the lift at one of the new blocks of flats.

They detained the man in one of the units and checked his belongings. Items such as cash and and mobiles phones were uncovered and he was unable to account for them.

The man was subsequently arrested for House Trespass, Overstaying and Fraudulent Possession of Property.

If found guilty of house trespassing, he faces an imprisonment term of up to 1 year, or a fine of up to $3,000, or both.

For overstaying, he may be jailed for up to six months, caned a maximum of 3 strokes and fined up to $6,000.

If he is found guilty of fraudulent possession, he will face a fine of up to $3,000, or a jail term of up to 1 year, or both.

A man who robbed another after he had gambled away his salary at a casino was jailed for 31/2 years and ordered to be given 12 strokes of the cane yesterday.
Malaysian national Suresh Kannan, 33, admitted robbing Indonesian national Witasyah Siah of a bag containing clothes, a passport, gambling chips valued at $65, flight tickets and $20 on June 2.
He also used a motorcycle helmet to hit the 62-year-old victim repeatedly.
A district court heard that Suresh lost his salary of $3,000 in a game of roulette at the Marina Bay Sands casino on June 1.
He was thinking of leaving when he saw the victim changing money for chips from a cashier and decided to follow Mr Siah.
At about 5.10am on June 2, the victim left and hailed a cab at the taxi stand. Suresh tailed him on his motorcycle.
On arriving at Compassvale Link in Sengkang, Mr Siah took a lift to the seventh floor, where his daughter lives. Suresh took the next lift to the same level.
As Mr Siah pressed the doorbell to the flat, Suresh approached him from behind and covered his mouth. He then took $20 from the victim's pocket and dragged him away in an arm-lock.
Suresh hit him repeatedly and at least once on the back of his head with his helmet.
He grabbed the bag and fled down the stairs, but was arrested on June 10.
Suresh could have been jailed for up to 14 years with not less than 12 strokes of the cane for robbery.

Malaysian gets 15 months for unprovoked attack with a knife

SINGAPORE - A Malaysian barber who slashed a cleaner with a knife for no reason was on Friday sentenced to 15 months in prison and three strokes of the cane.

Saravanan Munian, 29, also got another three months for kicking and spitting at a police officer.

The attack took place on June 29, after cleaner Rethinam Thamotharan, who is from India, opened the door to his quarters along Cuff Road at 2.30am on hearing a commotion outside. He found himself accosted by two drunk men, who pulled him into a back lane and pushed him to the ground. They prevented him from escaping to his quarters, where the victim lived with three others.

Saravanan's accomplice, 25-year-old Saravanan Balaraman, allegedly slapped the victim repeatedly to get him to keep quiet. With a 20-cm knife taken from a nearby coffeeshop, Saravanan Munian also slashed the cleaner's elbow. The two attackers then ran off.

SINGAPORE - A Malaysian man has been charged over the brazen robbery which took place in Aljunied early Wednesday morning.
Annadurai, 42, was charged on Saturday with voluntarily causing hurt in committing armed robbery on Nov 5 at around 1am at the car park of Block 110 Aljunied Crescent.
Money changer Ali Yousouf Saiboo, 35, lost more than $600,000 when five men wearing ski masks robbed him in an open air car park. Among other items, the suspect was charged jointly with other unknown persons for robbing United States currency amounting to $210,000 (S$262,500) as well as Saudi Arabian and Brunei currencies.
Court papers also stated that at least one man involved in the robbery was armed with a deadly weapon, a crowbar and voluntarily caused hurt to Mr Ali.

Two Malaysian delivery drivers jailed over fuel thefts

SINGAPORE - Two Malaysian delivery drivers, Seri Bala Murugan Krishnan, 43, and Jayashankar Subramaniam, 38, were each sentenced to eight months in jail on Monday (Nov 10) for fuel theft.

The pair, who are friends, repeatedly stole fuel from other vehicles to save on their refuelling allowance.

According to The Straits Times, they used hoses to drain diesel fuel from heavy vehicles into containers, and later transferred it into their own vehicles.

The offences occurred between Aug and Oct this year, during which they stole almost 3,000 litres of diesel fuel amounting to $4,000.

The court heard that the duo decided to "re-fuel for free" after hearing about delivery runs from a person known as "Appu"..

The pair's crimes were brought to light after Seri Bala was caught trying to steal 18 litres of diesel from a prime mover along Chin Bee Drive, The Straits Times reported.

For each charge of theft, the pair could have been jailed for up to three years and fined.

Barber jailed for slashing cleaner and kicking cop

Saravanan Munian took a knife with a 20cm blade from a nearby coffee shop and slashed the cleaner before running away with his compatriot.

The cleaner, who needed surgery after suffering a deep cut and fracture on his elbow, was hospitalised for four days and given 56 days of medical leave.

Passing sentence yesterday, District Judge Victor Yeo said the attack was unprovoked and persistent, despite the fact that Mr Thamotharan was outnumbered. The judge added that it was hardly a mitigating factor even if Saravanan Munian had been drunk at the time.

Saravanan Munian also received $2,300 in fines and a 11/2-year driving ban for driving without a licence and while under the influence of drink, committed while out on court bail for the assault on Mr Thamotharan.

On Aug 10, he was being taken to the police station after failing a breathalyser test when he attacked the officer driving the police car.

Saravanan Munian, who pleaded guilty to four charges, could have been jailed for up to 10 years, and fined or caned for voluntarily causing grievous hurt. The case against his co-accused is pending.

 

Malaysian charged with robbery

A Malaysian has been charged over the brazen robbery of a money changer in Aljunied.

Annadurai Raman, 42, was yesterday charged with robbery for the incident that took place at around 1am last Wednesday at the carpark of Block 110 Aljunied Crescent.

Money changer Ali Yousouf Saiboo, 35, and his three-year-old son were in his car in the carpark when five men wearing ski masks arrived in a car.

Three of them alighted and took more than $600,000 in cash from Mr Ali's vehicle.

Yesterday, Annadurai, a Singapore permanent resident, was accused of robbing Mr Ali of United States currency amounting to $210,000 (S$271,000), as well as Saudi Arabia and Brunei currencies, among other items.

At least one man involved in the robbery was armed with "a deadly weapon" and a crowbar, and caused hurt to Mr Ali by kicking him in the abdomen, said the court papers.

Wearing a white and blue striped T-shirt and jeans, Annadurai looked emotionless as the charge was read out to him in Tamil by an interpreter yesterday.

He has been remanded as the police prosecutor said he is believed to have been involved in other similar cases.

The next mention of the case will take place on Nov 14.

The penalty for robbery between 7pm and 7am is a jail term of between three and 14 years, and at least 12 strokes of the cane.


 

Man charged with 450 counts of cheating another of $2.36m

SINGAPORE - A man allegedly conned a friend into giving him a total of $2.36 million over three years by claiming that he was the beneficiary of an inheritance amounting to hundreds of millions, a court heard.

Brendan Robert Don, 46, was hauled to court on Tuesday to face 450 charges of cheating Mr Alan Lye Cher Kang, in his 40s, of between $300 and $33,000 each time.

Don, who is unemployed, allegedly deceived Mr Lye into believing that the government had seized his "inheritance", and that he needed loans to pay various kinds of fees for the release of the money to him.

The alleged offences occurred between Aug 30, 2011 and Aug 2 this year.

In one of the charges, he is said to have induced Mr Lye to hand over $16,000, saying the amount was needed to pay lawyer fees to the Ministry of Home Affairs for the release of $250 million to $500 million to him.

Court documents show he gave a slew of reasons for the loans such as paying banks, insurance companies, overtime fees to various bank officers, tax deposits to the Inland Revenue Authority of Singapore, audit fees, and miscellaneous fees to CISCO.

His lawyer Irving Choh sought an adjournment to make representations.

Deputy Public Prosecutor Grace Goh told the court that the prosecution would proceed on 20 charges if Don takes a certain course. She asked for the case to be adjourned for two weeks.

Asked by District Judge Eddy Tham, she said there was no restitution of the $2.36 million involved, and the money went to Don to "fund his lifestyle".

Don, who is stout and balding, showed no emotion when the charges were read to him in court.

Bail of $500,000 was offered, and pre-trial conference date is scheduled for Dec 18.

If convicted, he faces a jail term of up to 10 years and a fine on each charge.

Lorry driver gets 2 weeks' jail and 5-year driving ban for causing pedestrian's death

SINGAPORE - A driver of a lorry was jailed for two weeks and banned from driving for five years on Thursday for causing a pedestrian's death in a road traffic accident.

Chinese national Hou Xiaohai, 34, admitted to causing Ms Ang Soo Lan's death by failing to keep a proper lookout when making a right turn from Whampoa Road into Whampoa Drive at about 1.20pm on April 25 this year.

The 55-year-old died a day later in hospital from head injuries.

A district court heard that Hou was driving the lorry along the road, heading to Block 86 in Whampoa Drive to deliver furniture, when he stopped at the traffic junction.

SINGAPORE - Two former clerks with the Central Sikh Gurdwara Board, which administers two temples here, were hauled to court on Friday to face charges for some $35,000 in losses they allegedly caused to the board in 2010.

Malaysians Jasvinder Kaur Dhillon, 29, and Sanjeet Jasbirsingh Kaur, 34, are said to have committed 16 and 11 offences respectively, mostly involving the forging and cashing of cheques in the name of then president Karpal Singh. Engaging in a conspiracy together, they allegedly also prepared a voucher for an internal audit that falsely stated that payment had been made to a stationary supplier.

Except for the five forgery charges that Dhillon faces alone, involving almost $11,000, she and Jasbirsingh Kaur are believed to have acted together on 10 other occasions.

Twice, they allegedly submitted a false payment voucher and supporting documents so Mr Singh and then treasurer Manjeet Singh would authorise the issuing of some $3,700 in cheques.

Dhillon told the court she intended to claim trial to the charges against her, while Kaur indicated she would plead guilty.

The women, both of whom are out on $40,000 bail, said they would be engaging counsel. They will next appear in court on Dec 5.

A spokesman for the board had previously told The Straits Times that the case came to light in January 2011, during a routine check on the board's accounts for 2010.

For each of the forgery charges against her, Dhillon faces up to 15 years in jail and a fine if convicted.

Kaur faces the same punishment for each count of using a forged cheque.


 

Man jailed 18 months for $120k theft on flight, largest amount this year

SINGAPORE - A Chinese national was jailed for 18 months on Tuesday after stealing almost $120,000 from a fellow passenger on a plane.

Zhou Haiyou, 41, pleaded guilty to theft on a Tiger Airways flight from Macau to Singapore on Oct 24. The loot, which comprised $104,000 and HK$86,000 ($14,137.30) in cash, was the largest sum stolen in seven cases dealt with this year.

The court heard that around 9.05pm that night, Zhou took a hand carry bag belonging to compatriot Hu Jingang, 51, from the overhead compartment while the businessman was sleeping.

After returning to his seat, Zhou took money at random from the bag, which contained $360,000 and HK$105,000 ($17,260), as he did not want it to be obvious that cash had been removed. He hid the loot in the seat pocket in front of him and replaced the bag.

But Mr Hu later grew suspicious after inspecting the bag and noticing it was not fully zipped. He told the cabin crew what had happened and Zhou was arrested.

On Tuesday, Deputy Public Prosecutor Yvonne Poon called for a nine-month jail term, saying there was a continuing need to deter such offences from happening. She pointed out how, among other things, the sum Zhou took had been considerable.

It was by the "sheerest fortune" that his actions had not gone undetected, Ms Poon added.

District Judge Christopher Goh sentenced Zhou to 18 months' prison - twice the length asked for by the prosecution.

Sentences for the six other cases to be dealt with this year have ranged from eight to 22 months in jail.

Zhou could have been jailed for up to three years and fined.

 


Jail, driving ban for truck driver who caused death of cyclist

SINGAPORE - A truck driver was jailed for two weeks on Wednesday and banned from driving for five years after causing the death of a cyclist through a negligent act.

Chinese national Hao Jingqi, 36, failed to keep a proper lookout when making a left turn from Victoria Street onto Middle Road on July 18.

His tipper truck collided into Mr Mohamed Omar Abdul Rahman, who was cycling across the signalised crossing. The 75-year-old was run over by the front tire of the vehicle and died on the spot from multiple injuries.

The accident had happened in similar circumstances to one in January last year, when two young brothers died after their bicycle was hit by a cement mixer truck in Tampines, said the prosecution.
