Chinese national had sex with teen 3 days after meeting on QQ

The Chinese national and the student met through instant messaging service QQ.

Within three days of getting to know each other, they had sex.

He was 21; she was 14.

Slightly over a month after the incident, she made a police report saying that she had been raped.

Yesterday, former production operator Qiu Shuihua, now 23, was sentenced to four months' jail on two charges of sexually penetrating a minor under 16. Another two charges were taken into consideration.

The girl cannot be named because of a gag order protecting her identity.

The court heard that on Nov 11, 2012, Qiu got to know the 14-year-old on QQ, a Chinese instant messaging service. Both had used their real ages on the platform.

The pair exchanged contacts and met up the next day.

On Nov 14, three days after they first got acquainted, Qiu met the girl at his workplace in Bukit Batok.

As a token of her affection, she gave him a chain with a pendant that had the Chinese word for "love" on it.

After chatting for a while, they decided they wanted more privacy and he took her to a temporary container office outside his workplace. There, they engaged in heavy petting.

Before they went any further, her mobile phone rang and the pair stopped what they were doing. They left shortly after.

Two days later, on Nov 16, the girl visited Qiu at his flat in Boon Lay Drive, where they got intimate again. When Qiu asked the girl for sex, she refused.

Qiu then told the girl he was disappointed and tired of her. The girl changed her mind and they had unprotected sex.

After the incident, they lost contact.

On Dec 22, 2012, the girl made a police report saying that she had been raped by Qiu.

MITIGATION


In mitigation yesterday, defence lawyer Laurence Goh, who was representing Qiu under the Criminal Legal Aid Scheme, said his client realised he should have exercised more restraint.

Furthermore, Qiu had a girlfriend whom he had been seeing since arriving in Singapore, Mr Goh added.

During sentencing, District Judge Toh Yung Cheong said there was an "element of exploitation" since Qiu had committed the offences after knowing the girl for a few days.

Qiu kept his head down throughout most of the proceedings while his girlfriend sobbed in the public gallery after he was sentenced.


 


German duo charged with vandalism in Singapore face caning

Two German men were charged Saturday with breaking into a Singapore metro depot and spray-painting graffiti on a train, offences punishable by jail time and flogging with a cane.

Andreas Von Knorre and Elton Hinz, both 21, were charged at a district court with committing trespass and vandalism in the early hours of November 8.

Both men appeared relaxed as the charges were read to them in German by an interpreter.

Prosecutors told the judge the two men will be remanded in police custody until November 28 “to assist investigations and re-enact the crime scene”.

The charge sheets said Van Knorre and Hinz broke into the suburban depot and spray-painted graffiti on the exterior of a metro train cabin. The depot is a restricted zone surrounded by fences topped with barbed wire.

The two men were extradited by neighbouring Malaysia on Friday after being apprehended at Kuala Lumpur International Airport as they were leaving for Australia.

The Straits Times newspaper said in a report Saturday the two men have visas to work in Australia.

For trespassing they face up to two years in jail, a fine of up to Sg$1,000 (US$800), or both.

For vandalism, they face up to three years in jail or a fine of up to Sg$2,000, and between three and eight strokes of a rattan cane -- a punishment dating back to British colonial rule.

Singapore, a leading Asian financial hub, is well-known for its tough stance on crime.

The city-state’s vandalism laws became global news in 1994 when an American teenager, Michael Fay, was caned for damaging cars and public property despite appeals for clemency from the US government.

In 2010, Swiss expatriate Oliver Fricker was sentenced to seven months in jail and three strokes of the cane for vandalising a train at a depot in the city-state.

Caning entails being whipped with a rattan stick on the back of the thigh below the buttocks, which can split the skin and leave lasting scars.

 

3 Chinese nationals arrested for suspected fake gold ingot scam

SINGAPORE - Police arrested 3 men on Tuesday for suspected involvement in a fake gold ingots scam.

The men, who are reportedly all Chinese nationals aged between 37 and 44, will be charged in court on Thursday.

The suspects claimed to have found gold ingots while excavating the ground at an unknown site in Singapore.

According to local police, they tried to sell the ingots to a 60-year-old businessman at an attractive price. They even produced a document which looked like an old will, as well as a piece of the gold ingot, in their attempt to deceive the buyer and encourage him to make authentication checks with goldsmith shops if he didn't believe their story.

After negotiating a price of $180,000, the suspects left the buyer to decide, reported The Straits Times. As the businessman was unsure of the deal that seemed too good to be true, he made a police report.

A team of officers conducted extensive enquiries into the case and arrested two of the suspects and their accomplice. The police also seized over 200 pieces of mini gold-coloured ingots and six yellow gold-coloured mini Buddha statues, along with a piece of paper with Chinese writings.

If convicted, the suspects may face a jail term of up to 10 years and be fined.

SINGAPORE - Three men who purportedly tried to sell a shop owner pieces of bogus gold for $120,000 have been charged in court for attempted cheating.

Hu Wanli, 37, Liu Aimin, 42 and Zhang Fasheng, 44, are said to have offered to sell Mr Tay Hai Choon 199 ingots and six small Buddha statutes, all gold-coloured.

They are accused of doing this on Tuesday around 7pm, at a floral shop called Lasting Impressions in Tyrwhitt Road, Jalan Besar.

The three men, all Chinese nationals here on social visit passes, were arrested in an ambush, after Mr Tay went to the police.

They have been remanded in Police 'A' Division for further investigation, and their cases will next be heard in court in a week's time. This was after the court granted a Police application for more time to conduct further investigations into the men, who are believed to have been involved in similar cheating cases.

The trio each faces up to five years in jail for attempted cheating if convicted.


 

Businessman ordered to honour $86m guarantee

The High Court has ordered a businessman to pay up the US$66 million (S$86 million) guarantee he made to the Bank of China (Singapore) which helped fund his company's purchase of a bulk carrier.

The court dismissed Mr Huang Ziqiang's claim that the bank's officers had falsely represented that the bank would not enforce its rights under the personal guarantee and he was thereby induced to sign the guarantee.

"There could have been no logical or commercial reason for the bank to accept a guarantee that was not worth the paper it was written on," said Justice Belinda Ang in judgment grounds released on Monday.

Mr Huang, 49, a former director of Yuan Sheng Shipping (Singapore), had guaranteed in 2009 a loan by the bank to partially finance the company's purchase of a bulk carrier. He had also issued a written confirmation and undertaking in 2011. It is understood the carrier, bought for nearly US$130 million in 2008, plunged by US$100 million in value within a year.

Justice Ang said the case was "symptomatic of ship purchases made at record-high prices on the back of rising charter rates". "In those halcyon years, ship prices climbed to their highest in 2008."

But after 2008 , charter rates tumbled "precipitously", which led to a slump across the world's merchant fleets, and ship prices fell in 2012 to their lowest in a decade, she added.

When Yuan Sheng defaulted on the loan, the bank sued Mr Huang last year as personal guarantor for the outstanding amount, and Hong Kong- based Hua Li Shipping as corporate guarantor.

Judgment was entered against Hua Li in default of defence last year.

Mr Huang's lawyers, Mr David Chan and Mr Terence Seah, argued that it did not make commercial sense for Mr Huang to "imperil his own assets" and give a guarantee if the bank's officers had not represented to him that the bank would not enforce its rights.

He claimed the bank would say anything to get the guarantee as it "desperately needed the revised payment schedule so as to avoid significant loss on the original 2008 loan facility".

If not for the assurances, there was no logical reason for Mr Huang to give the guarantee as he was not confident the shipping industry would turn around in time to steer the company out of financial turmoil, said his lawyers.

But the bank countered that the restructuring of the original 2008 loan facility was mutually beneficial to the parties as it provided much-needed time for the firm to repay the loan.

The bank's lawyers, Senior Counsel Hri Kumar Nair and Ms Constance Zhao, argued, among other things, that the personal guarantee from Mr Huang was meant as additional security to secure the much-needed time.

Justice Ang agreed and found Mr Huang had failed to mount a credible case that the bank would not enforce its legal rights. He also failed to prove fraud and his claim about the bank's motive was irrelevant, the judge said.

The bulk carrier was auctioned in Australia last year from which the bank recovered US$7.4 million.

The court's order for Mr Huang to repay US$66.84 million took into account the recovered proceeds and loan instalments on the loan sum that were paid before the suit was filed last year.

SINGAPORE - A 26-year-old woman has been arrested on Wednesday for attempting to bribe three police officers during an anti-vice raid.

At about 10pm on Wednesday, officers from Ang Mo Kio Police Division conducted an anti-vice raid at a residential unit around Wellington Circle in Sembawang.

During the raid, five men and three women were found in the unit. The women were believed to have offered sexual services illegally to the men and were arrested.

When two of the officers were interviewing the 26-year-old woman on the cash amounting to $2,349 found in her possession, the suspect offered all the money to the two officers for them to let her go. The officers rejected that offer.

 


Man jailed for sex with 12-year-old girl

SINGAPORE - A construction worker had unprotected sex with a girl half his age whom he had met online, even doing the deed on her parents' bed.

Dong Yongwei, 24, was first invited home by the 12-year-old primary school student just three months after befriending her on chat service WeChat.

On Thursday, Dong, a Chinese national, was sentenced to a year in prison after admitting to two counts of sex with the minor, committed on Sept 20 and Oct 4.

The court heard that the pair had exchanged mobile numbers and communicated through messages and calls in Mandarin, after meeting in June on WeChat. They first met in person later that month.

On Oct 4, Dong visited the girl at her HDB flat in the north when her mother was not at home. After some hugging and kissing, Dong suggested that they have sex but she was reluctant as she was afraid of getting pregnant. But she agreed after he convinced her.

After having sex, they went to the market together. They returned to the flat with groceries and she began cooking for her mother.

The police were called after her mother returned and discovered what had happened.

Deputy Public Prosecutor Carene Poh pointed out the big age gap between Dong and his victim, adding she was barely pubescent at the time. There had also been a risk of an unwanted pregnancy as they had indulged in unprotected sex.

Dong came to work in Singapore last December. He pleaded guilty to one of the two offences, with the other taken into consideration. He could have been jailed for up to 10 years and fined.


 

Indonesian maid gets one week's jail for feeding scalding hot milk to two-year-old

SINGAPORE - An Indonesian maid was jailed for one week on Friday for feeding scalding hot milk to her employer's child, without first checking the temperature of the milk.

Tri Septiana, 24, admitted causing hurt to the two-year-old twin by committing a negligent act that endangers life on Sept 4 this year.

A court heard that the victim and his twin brother were left alone with the domestic worker in a Bukit Batok flat when his grandmother went to the market with his older sister that day.

At about noon, Tri Septiana went to the kitchen to prepare milk for the victim, who was crying. She failed to test the temperature of the hot milk before she fed it to him.

After the first mouthful, the victim spat the milk out of his mouth and it dripped down his neck.

When the grandmother returned home, Tri Septiana told her that the other twin had bitten the victim on the tongue.

Upon closer inspection, the grandmother realised that the victim had blisters and red scald marks on the right side of his mouth and neck.

Tri Septiana said the other twin had scratched the victim but the grandmother did not believe her.

The maid then confessed that she had given the victim hot milk.

The victim was warded in hospital for six days for scalding and other injuries.

Lawyer Nasser Ismail said in mitigation that Tri Septiana, who has a three-year-old daughter back home in Indonesia, started working for the family in June. She could not cope with the very heavy chores plus looking after three young children, including the victim.

Her female employer always called her stupid and derided her for no reason, he said.

He added that Tri Septiana was very depressed, scared and confused at the time of the offence and admitted that she reached a breaking point when she lost concentration that day.

The lawyer also said she had been distracted by the other twin, who is very active, and had forgotten to test how hot the milk was before trying to feed the victim.

Tri Septiana, who has been remanded since Sept 6, could have been jailed for up to one year and/or fined up to $2,500.

SINGAPORE - Three foreign nationals were hauled to court on Tuesday over offences involving taxi drivers.

Arne Corneliussen, 50, a Norwegian and Singapore permanent resident, faces two counts of voluntarily causing hurt by slapping Mr Chan Chuan Heng and choking the 46-year-old after he had fallen at Circular Road at about 1am on Sept 22 this year.

Corneliussen, who was working in a courier service company, is represented by Mr Terence Seah.

The lawyer asked for four weeks to make representations and applied for his client to leave for Selangor, Malaysia, from Dec 10 to 20 to make arrangements to hand over his work.

SINGAPORE - A Malaysian electrician was jailed for three weeks on Wednesday for swallowing a memory card after he had used his mobile phone to capture a video recording of the underneath of a woman's skirt.
Koo Kiat Boon, 25, admitted to insulting the modesty of a 28-year-old woman and destroying an electronic record on board SBS Transit service No 170, along Woodlands Road on Sept 3 this year.
Investigations showed that while he was taking the bus home at about 7pm, he saw the victim, a Malaysian, standing in front of him and found her pretty.
Since the bus was very crowded, he decided to take the opportunity to take an upskirt video of the victim, said Deputy Public Prosecutor Kelly Ho.

Man gets one year and three strokes for revenge attack on wife's lover

SINGAPORE - A Chinese national who stabbed his wife's lover with a pair of scissors was jailed for one year and ordered to be given three strokes of the cane on Wednesday.

Fan Jianfeng, 34, a driver, admitted to causing hurt to Mr Liu Wei, 24, by stabbing him repeatedly at the void deck of Block 517D Jurong West Street 52 on Oct 12 this year.

A district court heard that Fan was at home with his wife, Ms Luo Shu Dan, 27, when he found out that she was having an affair with Mr Liu. Mr Liu and Ms Luo, both factory workers, were colleagues.

He demanded that his wife take him to meet Mr Liu. But she said no when he asked her to hand over a pair of scissors and a screwdriver.

The couple went to Lakeside MRT station that evening. Fan bought a pair of scissors from a 7-Eleven store without his wife's knowledge.

When they were near the block, Ms Luo called Mr Liu and asked him to meet her.

The couple walked towards the void deck of Block 517D. When Mr Liu showed up, Fan charged at him and stabbed him multiple times. He stopped only when the victim collapsed on the ground bleeding.

Mr Liu was warded for three days for several cuts, mostly on his back. He was given 36 days of medical leave.

In mitigation, Fan said he realised his mistake. He said his wife became his only dependant when his mother died shortly before he wed.

He added that he could not accept that the victim had snatched his wife away and destroyed his family.

"After I found out, I was badly affected. It was a bad dream for me. So now, my family and future are gone," he said through an interpreter.

He said he missed his son whom he had not seen for one year and hoped to get a light sentence so that he could be re-united with his child.

District Judge Christopher Goh said the victim's injuries were quite severe and that Fan had stabbed the victim several times.

Fan could have been jailed for up to seven years, fined, caned or received any combination of the punishments.


 

Worker gets 3 years, 12 strokes for restraining and molesting victims

SINGAPORE - A construction worker who molested two women was jailed for three years and ordered to be given 12 strokes of the cane on Thursday.

Indian national Bose Durairaj, 27, pleaded guilty to squeezing a 19-year-old's breasts and rubbing her groin area a few times and wrongfully restrained her by hugging her from behind.

The incident occurred at a staircase of a block in Bedok Reservoir Road on Oct 4 at about 4.45am. A district court heard that the victim and her friend were sitting at the steps of the staircase when Durairaj approached them. When they stood up to give way to him, he hugged the victim and molested her as she struggled to break free from his hug. When she managed to free herself, she punched him and Durairaj fled.

Earlier on Aug 18, he had molested a 24-year-old woman by dragging her to a rubbish chute collection point at the same area, pinned her down and pulled up her T-shirt and groped her. He then tried to remove her pants.

Her shouts caught the attention of a resident who yelled at him and Durairaj fled.

He was arrested on Oct 8 after an intensive follow-up investigation.

Deputy Public Prosecutor Nicholas Lai, who asked for a total sentence of at least 30 months and four to six strokes, said the acts took place in a residential area in the wee hours of the morning when fewer people were around so as to avoid detection. He said wrongful restraint was applied on the victims which clearly showed his intention to outrage their modesty.

Durairaj could have been jailed for between two and 10 years on each charge and caned.

SINGAPORE- A total of 3,520 sleeping pills were seized from a male Bangladesh national at Changi Airport on Thursday.

The sleeping pills, or Nitrazepam, were seized from him at about 12.30am at Terminal 1 when he was stopped by officers for routine checks upon arrival, said the Immigration & Checkpoints Authority (ICA) in a statement on Friday.

ICA officers retrieved the pills from a cardboard box after they searched the man's luggage.

The pills have been handed over to the Health Sciences Authority (HSA) and the 34-year-old is now being investigated by HSA.

 

Filipino jailed for punching wife and leaving her with multiple fractures, broken teeth

SINGAPORE - A Filipino national who punched his wife twice in the face during an argument was jailed four months on Friday for causing grievous hurt.

Ronnie Ambion Vasquez, 26, a cargo forwarder, admitted grievously hurting Madam Milagros Castillo Vasquez, 42, who suffered multiple fractures to her jaw, at a room in Concorde Hotel on Oct 3.

A district court heard that the victim, Vasquez and their daughters were on vacation in Singapore when the couple got into an argument. The court was not told what the argument was over.

Vasquez lost his temper and punched the victim twice and she started to bleed from her mouth.

Fearing for her and her daughters' safety, the victim told her husband that she wanted to see a dentist to fix her teeth, Vasquez tried to stop her initially but subsequently allowed her to leave the hotel room with their daughters.

She reported the incident to the concierge and took a taxi to Mount Elizabeth Hospital where she was found to have multiple fractures and broken teeth. The court heard that the victim left for Australia the next day.

Pleading for leniency, Vasquez sobbed when he said he realised his mistake and regretted his action.

District Judge Janet Wang said the court takes a very serious view of domestic violence, adding that the nature of the victim's injuries was also something the court would take into account.

He could have been jailed for up to 10 years and liable to fine or to caning.


 

Four jailed for vice activities in HDB heartland

SINGAPORE - Four Chinese nationals who were involved in vice activities in HDB heartland were jailed between 10 weeks and 12 months on Friday.

The longest sentence was meted out to former bus captain Chen Ping Gen, 32, who pleaded guilty to seven of 20 charges - for conspiring with Jiang Ying, 28, and Gerald Koh Chee Kong, 38, to live on prostitution earnings, managing a place as a brothel, as well as harbouring and procuring women from China to work as callgirls.

His girlfriend, Liang Yadi, 23, came here to work as a prostitute in August, but gave up after two days. She then moved in to live with Chen. She was jailed for 10 weeks after admitting to two of three charges of helping Chen live on a 25-year-old's prostitution earnings.

Wan Jin, 23, was sentenced to six months' jail for living on prostitution earnings; harbouring and receiving a 24-year-old prostitute. Two other charges were taken into consideration.


 

Man, 40s, found dead along Kranji Rd near foreign workers' dormitory

SINGAPORE - A body of a man was found along Kranji Road on Friday morning.

Police told AsiaOne that they received a call at about 7.08am, requesting for assistance along Kranji Road.

Upon police arrival, the body of a man in his 40s was found motionless at the location.

He was pronounced dead by paramedics at the scene.

According to The Straits Times, the body of the worker from India was found by other workers at a forested area near the dormitory at around 6.30am.

The report said that the deceased is believed to be Mr Yeacopjoseph, who had been working as a general worker with CHC Construction for about 6 months.

The supervisor, who declined to be named, told The Straits Times that Mr Yeacopjoseph had not reported for work on Thursday.

A relative, Mr K Kumar, 31, told The Straits Times that Mr Yeacopjoseph's wife had tried calling him on Thursday evening but he had not picked up. Other relatives in Singapore tried too, but to no avail.

Police are investigating the case as an "unnatural death".

Maid jailed for slapping employer's 16-month-old child

SINGAPORE - An Indonesian domestic worker was jailed for three months on Monday for ill-treating her employer's 16-month-old daughter.

Supriyani, 24, pleaded guilty to slapping the child three times and lifting her up by grabbing her head at a flat in the western part of Singapore on Oct 8 this year.

A district court heard that Supriyani had been working for the employer since May. This was her first job.

That afternoon, the victim's mother left the unit to buy some groceries, leaving maid and child alone.

When the employer returned, Supriyani, who was carrying the child, told her that the victim had bruises under her left eye due to constant rubbing.

She became suspicious when she noticed marks on the victim's left cheek that looked like a handprint.

On viewing CCTV footage, she saw Supriyani slapping the child on the right cheek while feeding the girl, who was strapped in a high chair.

About two minutes later, the maid gave a hard slap on the victim's left cheek and lifted her up from the chair by grabbing her head. She also shook the victim, who began crying but eventually calmed down.

Four minutes later, she again slapped the girl on the right cheek. The child cried so much she vomited.

When this happened, the maid became angry and grabbed the toddler by the head and shook her vigorously.

The mother called her sister who told her to call the police.

District Judge Low Wee Ping, who backdated Supriyani's sentence to Oct 10, told the maid that shaking a child vigorously could result in serious and permanent damage, especially to the brain.

He said it was fortunate that the baby did not suffer any other injuries other than the small red mark under her left lower eyelid.

Supriyani could have been fined up to $4,000 and/or jailed for up four years for ill-treating a child.


 

Land surveyor fined $3,000 for verbally abusing ICA officer

SINGAPORE - A land surveyor was fined $3,000 on Wednesday for using abusive and insulting language at an immigration and checkpoints officer.

Malaysian Lee Eng Soon, 40, admitted shouting a vulgar word and "idiot" at Corporal Farmi Al Faqeh, 24, at the arrival car booth of Woodlands checkpoint on May 14 this year.

Investigation showed that Lee, who is a Singapore permanent resident, was driving in from Malaysia with his family at about 7.26am that day to send his two children to school when his daughter's passport could not be scanned due to a system error.

As the children were late for school, Lee's wife told Cpl Farmi to speed up.

Cpl Farmi said he was trying his best, but he still could not scan the daughter's passport after several attempts.

Lee became increasingly impatient and shouted at the victim to hurry up, accusing him of purposely wasting his time.

When the victim replied that the delay was due to a system error, Lee shouted the four-letter word and "idiot".

Asked why he used the vulgarity, Lee refused to respond and proceeded to utter the word "pui" at the victim several times.

Two officers who overheard Lee scolding the victim intervened.

Lee was not arrested but was directed to report to Jurong Police headquarters later that day.

Lee's lawyer M. Kalidass said it was a one-off loss of self-control by his client, and urged the court to take into account Lee's good character.

Deputy Public Prosecutor Tay Jingxi said Lee's plea of guilt had to be balanced against his completely unwarranted behaviour as well as public interest in protecting public servants from verbal abuse as well as maintaining order at border checkpoints.

Lee could have been fined up to $5,000 and/or jailed for up to one year.



 

Cook jailed nine months for squeezing beautician's breast

SINGAPORE - A chief cook who squeezed the breast of a woman twice was jailed for nine months on Thursday.

Indian national Sathaiya Ilayaraja, 26, admitted using criminal force to outrage the modesty of the 39-year-old beautician, at an HDB block in Ubi on Nov 7.

The court heard that Ilayaraja had been drinking after receiving his pay the previous day. At about 1am on Nov 7, the victim was waiting for the lift at the ground floor lobby of the block when she saw Ilayaraja walking towards her. He was sweating and smelt of alcohol.

The two of them entered the lift. She asked if he lived in the area and he said yes.

While the lift was ascending, he squeezed the victim's breast. Shocked, she immediately got out of the lift on the fourth floor.

Ilayaraja followed her and molested her again. When he tried to touch her again, she fended him off with her umbrella. He then fled down the stairs.

He could have been jailed for up to two years, fined, caned or received any combined punishment.
