POLICE said a team of investigators has painstakingly followed every lead and analysed all forensic findings in the hit-and-run accidents linked to a Romanian diplomat.
They also gave the assurance that the police would conduct their investigation with professional 'thoroughness and meticulous care to ensure the collection of all pertinent evidence'.

Responding to media queries on the Dec 15 accidents in Bukit Panjang, in which three men were injured and one of them later died on Christmas Day without regaining consciousness, police said in a statement on Monday night that they have established the identities of relevant parties, including witnesses who stepped forward as well as those identified in the course of field inquiries, and are verifying the information given.
On completion of its probe, police will submit the investigation paper to the Attorney-General's Chambers for consultation on the appropriate course of action to be taken.
'While the Police understand the natural interest the public may have on this case, the Police must conduct itself professionally and lawfully and not make premature or inappropriate comments or disclosures when a case is under active investigation,' said the police statement.
'This rule applies to all cases under investigation and not just this one.'
Earlier on Monday, Foreign Minister George Yeo told reporters that due process must be allowed to take its course in the case of the Romanian diplomat linked to a hit-and-run accident, and police are investigating the case thoroughly.

Mr Yeo, who is the highest-ranking official to comment on the case since it occurred over two weeks ago, described the incident as 'a terrible thing', and gave the assurance that police are 'not sitting on their hands'.

Romanian Prosecutor's Office to investigate hit-and-run case

SINGAPORE: Romania's Foreign Ministry has asked its country's Prosecutor's Office to investigate the Bukit Panjang hit-and-run accident, which has alleged links to Dr Silviu Ionescu, the charge d'affaires of its embassy in Singapore. It has also recalled the Romanian diplomat from his post.

A statement posted on the ministry's website on Wednesday said this is to allow for a "full and fair investigation of the case". The ministry added it has roped in its Prosecutor's Office following an "internal investigation".
The investigation led to the conclusion that "from the point of view of legal procedures and international regulations, the MFA has neither the competences nor the means to identify the author, the cause and the circumstances of the accident, all such aspects pertaining to penal procedure".
It added the ministry has also provided the Prosecutor's Office with all the information gathered on the case.
"The MFA is committed to a rapid clarification of, and gives its entire support to, solving this case, keeping a permanent contact with the Romanian Prosecutor's Office and the authorities of Singapore," the statement said.
Both Romania and Singapore are parties of the Vienna Convention on diplomatic relations.
The Convention states that "a diplomatic agent shall enjoy immunity from the criminal jurisdiction of the receiving state... the immunity of a diplomatic agent from the jurisdiction of the receiving state does not exempt him from the jurisdiction of the sending state".
This means the penal investigation of a case in which a diplomat is involved in the receiving state, takes place in the state where he holds citizenship.

'Romania's Ministry of Foreign Affairs deeply regrets the occurrence of this accident, irrespective of its still unclarified circumstances, especially as it ended with casualties and a loss of a human life. The MFA conveys its condolences to the family of the young man who died in the accident,' said the statement.

Diplomatic immunity applies to the world over. This Romanian guy would have received the same treatment whether he were in US, China, Russia or Singapore. At worst, the host country would have expelled the diplomat (even then it's not common for a traffic accident, even a fatal one).
 
If Romaninans wanted to, they could remove his immunity idol so that he can be voted off survivor.

Seldom happens. Usually diplomat gets expelled by host country and then the country he represents will sack him.
 
Mum seeks justice for son knocked down by envoy's car

KUALA LUMPUR - Hotel manager Tong Kok Wai, 30, was knocked down by a car in mid-December and on Christmas Day, his newly-wed wife Yenni Young, 31, made the heart-wrenching decision to take him off life support.

The doctors had declared him brain dead. In death, Kok Wai helped others live, with his corneas, kidneys, heart and liver which he donated.

But for his mother Tong Ah Mooi, there is still one unfinished job. The person who knocked down her son fled the scene and has not owned up. And the authorities say there is nothing they can do about it - Kok Wai was knocked down by a car with diplomatic plates.

Kok Wai was hit while crossing the road in Singapore on Dec 15. His friend Bong Hwee Haw, 24, and a Singaporean student Muhd Haris Abu Talib, 18, were also seriously injured in the accident and are still warded at the hospital.

Tong has sought help from MCA Public Services and Complaints Department head Datuk Michael Chong who arranged for the press conference yesterday.

Tong added that witnesses said that the car belonged to the diplomatic corp and was driven by a high-ranking officer from the Romanian Embassy.

The diplomat was believed to have left Singapore three days after the incident.

The diplomat was also said to have lodged a police report claiming his car was stolen when the accident occurred.

Police discovered the car, with a cracked windscreen, some 5km from the scene of the accident in Bukit Panjang.

"When I tell others about my son's tragic death, the only thing they repeatedly tell me was "too bad, he was hit by someone with diplomatic immunity".

"This is unfair. Justice must be done for my son. The driver can't just get away after committing a crime," said the 59-year-old distraught mother.

Kok Wai's family has been told by the Singaporean Government something is being done but officials have not revealed the detail.

Senior State Counsel Lau Wing Yum said said extensive police investigations showed that the car was not stolen and that Dr Ionescu was behind the wheel at the time of the two accidents.

Dr Ionescu flew back to Romania three days later. He has since been recalled by the Romanian government.

But Mr Lau said his whereabouts is not known. He added that the Singapore police are in contact with Interpol Bucharest.

Mr Tong's next of kin is being represented by KhattarWong while Hoh Law Corporation is holding a watching brief for Mr Bong, who has since returned to Kuching for rehabilitation due to severe head and bodily injuries.

The Romanian economic counsellor and acting charge d'affaires, Mr Alexandru Nicolae Coseru turned was present at the mention as well.

The inquiry into the death of Malaysian Tong Kok Wai, 30, a Singapore permanent resident, will be held from March 3 to 10. Mr Tong died on Christmas Day - 10 days after a hit-and-run accident at Bukit Panjang - after he was taken off life support.

The newly-wed and Malaysian waiter Bong Hwee Haw, 24, were walking on the pedestrian crossing at the junction of Bukit Panjang Road and Bangkit Road at about 3.10am on Dec 15 when they were hit by an embassy car. The car sped off and hit an 18-year-old student at the next controlled junction. Principal Senior State Counsel Lau Wing Yum revealed this in court on Wednesday while giving a brief summary of what happened that fateful day.

He said the Romanian charge d'affaires, Dr Silviu Ionescu, 49, reported the loss of his car at 3.40am that day. The car, with its front windscreen smashed and bonnet dented, was found locked and abandoned at Sungei Kadut Avenue later that day.

Some 50 witnesses to testify in hit-and-run case

SINGAPORE: Some 50 witnesses will be called next month to a Coroner's Inquiry into a fatal accident last December in which Romanian Embassy's charge d'affaires, Dr Silviu Ionescu, is suspected of being involved in.

No details of the witnesses were, however, released during the pre-trial conference at a District Court on Wednesday.

It had been previously reported that at least 35 witnesses would be giving testimony.

No reason was given as to why more witnesses will appear at the Coroner's Inquiry.
