Under the Vienna Convention on Consular Relations of 1963, diplomatic immunity does not apply to civil actions relating to vehicular accidents.

I agree but the Singapore is also a signatory to the Vienna Convention of 1961 governing diplomatic immunity. The concept and practice is much longer than the covention. Its primary purpose is to protect the diplomatic corp carrying out state functions from a series of actions from unfriendly host countries which will end up in tit for tat incidents.

Beg to disagree. Criminal only if under the scope of Penal Code and CPC. E.g. using cellphone while driving is now under PC so criminal. Others like parking, driving recklessly, still traffic offences under the Road Traffic Act. Not sure abt drunk driving--maybe PC. Gives me the impression that traffic offences get escalated to criminal whenever they become intractable and govt wants to use a sledgehammer.
 
Non payment of TV licences and traffic summons can end up with warrant of arrests issued and we want to argue about what constitutes offences of a criminal nature? Many years back, in a Straits Times report, it was clarified that even a minor speeding offence is still a criminal offence except that the offender will not be CROed!

Actually offences under RTA and a whole swath of statutes besides PC and CPC fall into the category of criminal offences.

Embassies here and elsewhere will collect all traffic Police infringement notices including parking violations and return it to TP with a note of thanks with no payment made. We do the same elsewhere around thw world. If it gets overwhelming, MFA will have chat with the embassy that goes overboard.

However if there is a parking dispute in say a private location run by Wilson's parking, all foreign embassies will promptly pay up as it is a civil matter.

The typical outcome will be as follow

1) compensation will be paid to the families but a confidentiality condition will be imposed.
2) diplomatic immunity will not be lifted
3) His country will certainly take disciplinary action. He will probably get the sacl.

If (1) does not take place, the entire diplomatic corp will treat the romanians as pariahs.

The Singapore and the Government however made a significant error. Immediately after the incident, they should have highlighted this case and called for witnesses. These arseholes waited too long, hoping for manna to drop from heaven. Thank god we had a smart taxi driver that kept the receipt and some absolutely decent folks that tried to stop the prick and came forward as a witnesses. More usefull than the whole grassroots volunteer mob.

I spoke to a Romanian once and I can confirm that the Romanian government officials are pariahs.
 
One tends to find Eastern Europeans quite rough including their officials where instructions go in one direction with no objections. Conditoned during the era of communism.

That an online petition has been started reflects badly on the govt. Another case of no picture, no sound. One thought that they learnt enough from Mas Selamat case. All under his bloody son's watch.

I believe he could have refused to pay the prostitute money after some servicing and that's why the dispute. He could have gone back to Romania for HIV test...

That's why never followed him coz wife worrying if she might be infected also and currently very DL him therefore never followed him back.

Maybe she is busy selling her properties or investments now.

POLICE said a team of investigators has painstakingly followed every lead and analysed all forensic findings in the hit-and-run accidents linked to a Romanian diplomat.
They also gave the assurance that the police would conduct their investigation with professional 'thoroughness and meticulous care to ensure the collection of all pertinent evidence'.

Responding to media queries on the Dec 15 accidents in Bukit Panjang, in which three men were injured and one of them later died on Christmas Day without regaining consciousness, police said in a statement on Monday night that they have established the identities of relevant parties, including witnesses who stepped forward as well as those identified in the course of field inquiries, and are verifying the information given.
On completion of its probe, police will submit the investigation paper to the Attorney-General's Chambers for consultation on the appropriate course of action to be taken.
'While the Police understand the natural interest the public may have on this case, the Police must conduct itself professionally and lawfully and not make premature or inappropriate comments or disclosures when a case is under active investigation,' said the police statement.
'This rule applies to all cases under investigation and not just this one.'
Earlier on Monday, Foreign Minister George Yeo told reporters that due process must be allowed to take its course in the case of the Romanian diplomat linked to a hit-and-run accident, and police are investigating the case thoroughly.

Mr Yeo, who is the highest-ranking official to comment on the case since it occurred over two weeks ago, described the incident as 'a terrible thing', and gave the assurance that police are 'not sitting on their hands'.
