FORMER Romanian diplomat Silviu Ionescu was just metres from a black embassy car with a shattered windscreen on the morning of Dec 15 last year, said a taxi driver in court yesterday.
Relief driver Mohd Salihen Wahab, 40, said on the second day of the coroner's inquiry into the death of Mr Tong Kok Wai, 30, that he spotted Dr Ionescu at 3.20am.
This was after two hit-and-run accidents involving Romanian Embassy car S3401CD earlier at about 3.10am.
Mr Salihen was driving his taxi along Sungei Kadut Avenue when he saw a Caucasian man in a black jacket and tie walking in his direction.

What struck me as unusual was that he was walking in a very deserted road in the early hours of the morning and was fully dressed in a black jacket and tie." - Mr Mohd Salihen Wahab

He later identified the man as Dr Ionescu, 49, from a photo of him published in a Dec 17 copy of The New Paper.
"He was about 3m away from a stationary black car, which was parked at the front gate of a building," said Mr Salihen.
He said that he thought the former diplomat would flag down his taxi, so he slowed his driving speed. Dr Ionescu
turned his head to look at Mr Salihen when the cabby drove near, but did not hail the taxi.
Instead, he continued walking in the direction of Woodlands Road.
Mr Salihen said he thought it was odd for a man in a suit like Dr Ionescu to be walking along a deserted road so early in the day.
The cabby then noted that the stationary car that was near Dr Ionescu had the letters "CD" on the number plate, and thus knew the vehicle was an embassy car.
Later, at about 3.30am, cabby Neo Hock Beng, 50, picked up Dr Ionescu. Mr Neo told the court that he stopped his taxi at the T-junction of Woodlands Road and Sungei Kadut Avenue when he saw Dr Ionescu there.

And 33-year-old Richard Lim Hsien Yeow said he was out with the former diplomat on the night of the accidents but could not confirm if Dr Ionescu had consumed alcohol then.

Testifying on Friday on day three of the coroner's inquiry into hit-and-run victim Tong Kok Wai's death, Mr Lim said he and Dr Ionescu had earlier met at a function at Shangri-La Hotel where they arranged to meet at the Legend Palace KTV at Sophia Road later that night.

This was for the birthday party of Ms Kanda Loh Kailing, who was then the KTV's personal relations manager.

A director of the Arena club at Clarke Quay, Mr Lim confirmed that Dr Ionescu was also out with opera singer and voice coach Jeong Ae Ree that night.

According to court documents, Mr Lim said he "noticed Dr Ionescu had a drink that was poured from a jug".

"Was it alcohol?" asked State Counsel Shahla Iqbal.

"I'm not sure," replied Mr Lim.

Ms Loh, who is known as "Mummy" or "Joey" to regulars, supported his words, adding in her statement that she did not notice Dr Ionescu consuming any drinks while at the nightspot.

On Wednesday, Ms Jeong, a Korean, had told the court that Dr Ionescu had drunk "white wine, tequila" and "a few glasses of a drink which was probably a mixture of Coke and alcohol spirits" at three different locations between 7pm on Dec 14 and about 2am on Dec 15.

Mr Lim said he only found out about the police investigation into the accidents when they turned up at Legend Palace KTV later on Dec 15, and asked Ms Loh about "a Caucasian man and myself".

When he checked with Dr Ionescu, he was told that "there was some trouble with his embassy car".

Dr Ionescu had reported the car missing at 3.47am earlier that day.

The damaged car was later found along Sungei Kadut Avenue.

On Friday, the coroner's court also heard from Mr Leong Zi Quan, who had witnessed the accident at Bukit Panjang.

But while he noticed that the driver was "male, fair and a large person", Mr Leong said he could not identify the person behind the wheel.

Meanwhile, forensic scientist Lim Xin Li told the court that hair and skin samples recovered from various parts of the car - including its windscreen - matched Mr Bong Hwee Haw, 24, and Mr Tong's DNA samples.

Mr Tong, a 30-year-old Malaysian, suffered severe brain damage in the accident. He did not regain consciousness and died after he was taken off life support machines on Christmas Day.

Mr Bong who sustained severe head injuries, survived, as did a third victim, ITE student Muhammad Haris Abu Talib, who was knocked down while at a pedestrian crossing at the junction of Pending Road.

The inquiry continues on Monday.

i think the defense will probably use questionable doubt, reliability of the witness if they would had said otherwise.

it's just a small part in this case. there's already positive ID, and the rest is just to pin on more charges.

The Romanian police is very tough on drunk driving - controls are very frequent - and basically any alcohol counts as drunk driving. If you are involved in a car accident while driving, and the accident has human victims you must stop and wait for the traffic police. Driving away from the scene is considered hit-and-run. Simpler accidents with no victims can be solved with yourself and all parties involved having to go to a police station and make a statement, but, if in doubt, better phone 112 (Emergency Services) and ask for directions.

In most of the cases, after an accident it is mandatory to take a blood test to establish if the drivers had consumed alcohol. Refusal to undergo this test is almost certainly to land you in jail - the punishment is usually more harsh then the one for drunk driving.

WHEN he saw a car hitting two pedestrians, Mr Mohamed Noor Hussain rose from his seat at the coffeeshop and dashed towards the road.

He picked up a stone and stood on the road, intending to throw it at the car so it would stop.

'However, I saw the car heading towards me and I jumped back onto the divider of the road. I fell and injured my leg,' the 38-year-old bartender told the Coroner's Court on Monday morning.

The inquiry into the death of Mr Tong Kok Wai 30, one of three pedestrians who was crossing Bukit Panjang Road on Dec 15 when they were hit by a Romanian embassy car, entered its fourth day today.

The hearings so far have proceeded smoothly; only four out of more than 50 witnesses have yet to give evidence.

Mr Noor is the only eyewitness so far to have identified the driver as Dr Silviu Ionescu, the former charge d'affaires of the Romanian embassy.

He said: 'After I fell down, the driver slowed down the car, wound down the window and scolded me.' That was when he saw the driver.

In court, Mr Noor identified the driver from a photograph of Dr Ionescu published in the newspapers.

Mr Noor is also the only eyewitness so far to have seen both accidents, which occurred within seconds of each other.

In the first accident at the junction of Bukit Panjang Road and Bangkit Road, Mr Tong and Mr Bong Hwee Haw, 24, were hit. At a second junction about 140 metres away, Mr Muhammad Haris Abu Talib, 18, was also hit.

He said: 'When I got up, I saw the car had gone on to the next traffic junction and collided into another person.'

The inquiry continues on Tuesday.

SINGAPORE: The Romanian driver of former charge d'affaires Silviu Ionescu gave his side of the story on Tuesday at the Coroner's Inquiry into the death of a pedestrian linked to his embassy car last December.

Romanian embassy driver, Marius Trusca, showed up on Day Five of the Coroner's Inquiry.

During his appearance in the morning, made possible after the Romanian government lifted his diplomatic immunity, Mr Trusca recounted what had happened on the morning of the accident on December 15.

He said he was awakened by phone calls from Dr Ionescu from about 3.30am.

In one call, the former diplomat claimed that his car, a black Audi, had been stolen and hung up.

Shortly after that, he called Mr Trusca again, telling him not to call the Police as he had already done so.

Later that morning, Mr Trusca drove Dr Ionescu from his residence at Grange Road to the embassy near Farrer Road so that he could prepare a statement for the police.

On the way there, Dr Ionescu asked Mr Trusca to look around for the black Audi.

The driver said he was puzzled.

He later found out in a fax from the Traffic Police that the black Audi had been involved in an accident.

Meanwhile, Romania's Ministry of Justice has indicated that it wants to have access to the information presented at the inquiry.

Alexandru Nicolae Coseru, Acting Charge d'Affaires, Romanian Embassy, said: "You know that he was accused back home. So the Ministry of Justice needs to have access to your evidences, your statements, your declarations and things like that."

He said this has been communicated to Singapore.

He added: "They are asking politely and diplomatically to your Ministry of Law to give them access and make a mixed commission in order to have or to share all those information."

The hearing continues on Wednesday.

A Singapore Foreign Ministry spokesman said neither the Law nor Foreign Affairs ministries has received such a request from the Romanian authorities.

If Singapore didn't have additional 1.5mil foreigners, our poodles won't be so stretched and the Romanian wouldn't have escaped easily. If WKS & GY didn't get paid by millions salary, they wouldn't be so complancent and allow Romanian to run road since after the first mistaken committed at whitley barrack. The whole PAP policies screwed up and now they have to stoop so low to beg the Roman authority when the mistakes didn't committed by Singapore. Will LKY blame Singaporean again? That was his specialty.

SINGAPORE: Police investigations have concluded that former Romanian diplomat Silviu Ionescu "is criminally concerned" in the death of Mr Tong Kok Wai and the serious injuries caused to two other pedestrians.
Police investigating officer Raimi Mohd Yusof told a Coroner's Inquiry that investigations showed the Romanian embassy's black Audi was not stolen outside the Romanian Embassy, as claimed by Dr Ionescu.
The former charge d' affaires had told the police the black Audi was missing after he parked it outside the embassy.
However, a witness testified earlier the Audi had not been tampered with or broken into and its ignition keys were not reported as stolen.
Police investigations also traced the route taken by Dr Ionescu on December 15 last year.
Footage from CCTV and traffic cameras showed that after dropping off a female companion off at about 2.57am, Dr Ionescu left Hillcrest Arcadia Condominium and made a left turn into the Pan Island Expressway.
He then filtered into the slip road leading to Bukit Timah Expressway towards Woodlands.
Dr Ionescu then turned left into Bukit Panjang Road and was involved in two hit-and-run accidents but continued driving his car and made a right turn into Woodlands Road.
He then turned into Sungei Kadut Avenue and abandoned the black Audi before taking a taxi to his home.
The Coroner's Inquiry drew to a close on Wednesday morning after seven days.
Some 250 exhibits were presented and 54 witnesses testified before the Court.
State Coroner Victor Yeo will deliver his findings on March 31.

But anxiety turned to confusion six hours later when his boss told him to search for the car only in the area just outside the embassy - around Jalan Harom Setangkai, the small lane off Farrer Road that leads to the embassy.
'We did not go out of the way,' he told the State Coroner yesterday at an inquiry into the death of a Malaysian man, who had been knocked down along Bukit Panjang Road by the embassy's Audi last December.
Mr Trusca, 43, said: 'I felt puzzled as to why we had to look for the car here when it had already been stolen.'
The black car was later found abandoned in Sungei Kadut, some 15km away from the embassy and about 4km from the site of the early morning hit-and- run.
Mr Trusca, who was allowed by his government to testify in the inquiry after it lifted his diplomatic immunity, was sleeping inside the two-storey embassy building at the time of the accident.
