I was deeply saddened to hear about the passing of former Tampines MP Phua Bah Lee yesterday.

The late Mr Phua was a dedicated MP for Tampines from 1968 to 1988. He played a major role in helping villagers settle into HDB flats, at a time when Singapore went through a major period of development. The land on which many Chinese temples stood also had to be acquired for public housing and other purposes. Mr Phua persuaded the affected 13 temples to work together on a common plot of land to form the United Temple, showing remarkable leadership and empathy in bringing the many stakeholders together.

Mr Phua was always very generous in sharing his experience and would always attend our events at Tampines. During my time as an MP at Tampines, I would see him often. It was no wonder that he was well loved by older Tampines residents whom he served, as well as their children. Many continue to speak highly of him today — years after his retirement.

I am honored to have served in his constituency and he will always be remembered as a stalwart of the People's Action Party My deepest condolences to Mrs Phua and her family. They can all take pride in how Mr Phua has served with distinction and dedication.

Looking forward to co-chairing the 17th Joint Council for Bilateral Cooperation (JCBC) with PRC Vice Premier Han Zheng tomorrow. First held in 2004, the JCBC is the apex bilateral cooperation platform between our two countries.

Ahead of the JCBC, I wrote an opinion piece in Lianhe Zaobao 联合早报, as well as an English-version in ThinkChina, on the significance of this year’s edition, and how Singapore and China can build a vibrant, connected and sustainable future for our peoples and those in the region. You can read it here: go.gov.sg/jcbc28dec

I am also looking forward to unveiling the name of the first Giant Panda cub born in Singapore with PRC Vice Premier Han. Stay tuned!

Co-chaired the 17th Joint Council for Bilateral Cooperation (JCBC) with PRC Vice Premier Han Zheng today. Held virtually for the second consecutive year, our partnership continues to be substantive and fruitful.
The conclusion of the 14 agreements reflects the progress we have made and the hard work of our officials on both sides. These agreements also show how our cooperation has evolved with the times, with emphasis on building connectivity, promoting the flow of finance and in emerging areas such as the digital economy and green development.
I also highlighted the importance of restoring air connectivity and people-to-people exchanges, and we agreed for our agencies to intensify discussions on this front. There is much more we can work together on to tackle common challenges and improve the lives of our peoples.
This year’s JCBC was also extra special as Vice Premier Han Zheng and I jointly unveiled the name of the baby panda cub born to Kai Kai and Jia Jia in August this year. The birth of Le Le (叻叻) symbolises the renewal and future of our friendship with China. I hope that next year’s JCBC can be held in-person in Singapore, and that Vice Premier Han and his delegation can visit Le Le at River Wonders. By then, Le Le would be much bigger and cuter!

Happy 2022 from the East Coast team!
On New Year’s Eve, I visited the Lions Home For The Elders while my fellow advisers thanked some of our frontline workers. We then came together to show appreciation for our public transport workers at Bedok bus interchange and MRT station.
As we usher in the new year, we must look out for those in need. Let’s also show our appreciation to those who have been working tirelessly to take care of the vulnerable and keep Singapore going.
I wish everyone a joyous year ahead!

Singapore can contribute to China's economic growth: DPM Heng

1641131078694.png

BEIJING - As China shifts to a new economic strategy of developing self-reliance and leaning more on domestic consumption, Singapore can play a part in that growth, says the Republic's Deputy Prime Minister Heng Swee Keat.

For one thing, Singapore can help to better connect the East Asian giant with markets in South-east Asia, especially with global trade flows and supply chains altering.

Mr Heng made the remarks in an op-ed published in Chinese-language paper Lianhe Zaobao on Tuesday (Dec 28), as he took stock of the bilateral cooperation ahead of his virtual meeting with his Chinese counterpart Han Zheng on Wednesday.

The two leaders, along with other ministers, will be discussing new areas to collaborate on during the annual Joint Council for Bilateral Cooperation summit, the highest-level forum for cooperation that is now into its 17th year.

Mr Heng singled out the inter-governmental land-sea trade corridor project - the Chongqing Connectivity Initiative - as being useful in linking the less developed western region of China with South-east Asia.

The project, started in 2015, does not just focus on how goods are physically moved from China to the region, but also how much faster and more seamless the process can be, by speeding up customs clearance, documentation and trade financing, which are all done digitally.

As the world grappled with global supply chain disruptions caused by the Covid-19 pandemic, cargo flows along the corridor in the first half of this year went up by 35 per cent, compared with the same period last year.

In the op-ed, Mr Heng also pointed to digital connectivity and sustainable development as having significant potential for collaboration.

With China's digital economy contributing to one-third of its gross domestic product, and South-east Asia's fast-growing digital economy that could hit US$300 billion (S$407 billion) by 2025, cooperation in this sphere will benefit companies on both sides, said Mr Heng.

He cited digital trade activities that include blockchain solutions, which could help with more secure cross-border transactions and reduce the cost for businesses operating in both countries.

Mr Heng also pointed to the urgent need to address climate change.

"Sustainable development is a critical priority not just for Singapore and China, but for every nation," he wrote.

The two countries have set out their own green targets under their respective national plans, and can come together to develop their circular economies, clean energy trade and investments.

Green finance is one of Singapore's priorities in its partnerships with Chongqing, Guangdong, Shanghai and Suzhou, said Mr Heng.

"Singapore can better support the green and transition financing needs of Chinese corporates. There are other areas that both countries can work together, and with partners in the region, to catalyse sustainable development."

Other areas in which Mr Heng hopes to work with China include exchanging ideas on how to shape policies around an ageing population and restore flight connections suspended by Covid-19.

Wednesday's meeting is expected to yield a slew of agreements. Mr Heng and Vice-Premier Han will also jointly announce the name of the panda cub born to Kai Kai and Jia Jia in Singapore.
