I'm certain there were more deaths and serious injuries from motorbikes than from cars. Most bikers I know are fully aware of the dangers of riding and consciously accept that risk. All the bikers I know have had at least one accident resulting in injury during their riding careers. The same cannot be said for drivers.

SINGAPORE: Around 50 electric scooter riders gathered at a Meet-the-People session (MPS) in Ang Mo Kio on Wednesday (Nov 6) night to voice their frustration over the recently announced ban.

The riders, many of whom were wearing green GrabFood delivery uniforms, were hoping to meet Prime Minister Lee Hsien Loong, who helms the Teck Ghee ward.

A few of them had arrived at 6pm even though the MPS at Ang Mo Kio Avenue 3 was only scheduled to start at 8pm.

Several came on e-scooters and parked their devices at the nearby connector and void deck.

A representative from the group of riders met with an MPS volunteer, while another rider spoke to ward grassroots adviser Dr S Vasoo.

By about 9pm, only around five riders remained.

The PMDs parked alongside a pathway at Ang Mo Kio on Nov 6, 2019.

Speaking to CNA, one delivery rider said she could not do her work because of the ban.

"A lot of the (people) here ... they have children to pay for, instalments to pay for, they have house to pay for. Some of them don't even have a house, they have to rent," said delivery rider Dana.

"So, you suddenly tell us one day, the next day we cannot work. How are we going to pay all these instalments, how are we going to pay all the expenses? It's not possible, physically not possible really," she added.

Ms Kelly Lee, another delivery rider, also said she hoped the Government could help the riders with their predicament.

About 50 e-scooter riders gathered at an Ang Mo Kio Meet-the-People session on Nov 6, 2019.

"(We) hope the Government can help, do something for us. We need this job," said the 46-year-old in Mandarin.

"Let us ride if we follow the rules ... How do I find a job? Today you said ban, tomorrow it takes effect. I can find a job immediately? How many can find jobs?"

She added: "At least provide us some alternatives, like giving food delivery riders wearing uniforms who use compliant e-scooters a licence to ride on footpaths."

E-scooters have been banned from footpaths, with offenders facing fines of up to S$2,000 and jail time of up to three months once the ban is strictly enforced from 2020.

The use of e-scooters remains banned on roads, although such devices are allowed to be used on cycling paths and park connector networks.

There will be an advisory period until Dec 31, during which errant users will be given warnings, to allow e-scooter riders time to adjust.

Earlier on Wednesday, Home Affairs and Law Minister K Shanmugam - who is an MP for Nee Soon GRC - said he met with 30 PMD riders who had come to see him at his MPS in Yishun.

"They explained their position, their difficulties," said Mr Shanmugam in a Facebook post, adding that while he "understood their position", they would have to convey their views to the Ministry of Transport and to Cabinet.

On Nov. 4, Senior Minister of State for Transport Lam Pin Min announced in Parliament that the use of e-scooters will be prohibited on all footpaths, starting Nov. 5.

In response to the sudden ban, many Singaporeans took to voicing their support for the move, with claims of having been terrorised by speeding PMD riders who had little regard for safety.

PMD riders, on the other hand, weren’t too pleased.

Lam slammed for hurting livelihoods

Critical comments slamming Lam surfaced on his Facebook post.

The criticism was largely centred on the blanket ban on PMDs, which has hurt the livelihoods of those who deliver food to earn their keep.

Personal mobility aids (PMAs) are not banned on footpaths, although confusion could have set in as the ban was carried out overnight along with punitive measures devised to keep users in check.

Government will work with food delivery companies to resolve issue

The general sentiment that the ban would deal a blow to the livelihood of PMD riders was further echoed by Member of Parliament (MP) Liang Eng Hwa, who asked on Nov. 4 if any help will be offered to food delivery riders.

Liang said: “I want to ask SMS (Lam) how he sees this decison affecting the food delivery businesses and more importantly, the PMD riders? They depend on the PMDs to earn a living, [will there be] existing measures to help them to continue to have a way to do their business?”

In response, Lam said that the government has been engaging with food delivery companies FoodPanda, Deliveroo, and GrabFood, to help their PMD riders switch from e-scooters to either motorcycles or bicycles.

He further noted that there were 7,000 food delivery riders using PMDs engaged by these three companies, although less than 30 per cent of all food deliveries were done using PMDs.

Lam said: “For FoodPanda, only 12 per cent of their food deliveries are done using PMDs. Deliveroo, about 5 per cent.”
 
The 124 deaths you cited, was it pedestrian deaths or driver/biker deaths? Or a mix? I'm guess it's driver/biker deaths.

How many pedestrians get killed by cars in Singapore each year? 10? 11? Maybe 12? Out of millions of trips and billions of kilometers travelled.

So far, there have been 2,3 maybe 4 deaths of pedestrians from collisions with pmds and/or PABs. Out of hundreds of thousands of trips and maybe a million km travelled.

I do believe the statistics are in favour of cars over PMDs.

I would rather be run over by a Tesla, because given the modern driver assist/anti collision aids on it, it is highly unlikely it will ever happen. None of the PMDs/PABs have such capability.

Bicycles do not zip around like bats out of hell. Anything with a motor is capable of traveling longer distances at higher speeds than a human powered device. In the hands of an incapable or inconsiderate rider, a motorised device is more dangerous.

That's absolute rubbish I can do 160km on my bike at an average of 28kph without working up a sweat. No PMD in Singapore could do the same.
