The Doctor is also a punk asshole. He could have stopped the caning after 24 strokes but let it go on to 48. How many strokes the prisoner gets is actually up to him. After 24 strokes, He can certified the chap is physically unable to continue and hence the caning will be stopped at 24.

can't blame doc. he's no mathematician and probably lost count. no where in his medical training will specifically pinpoint 24 strokes as the maximum for a sinkie loser. some cannot take it beyond 1 while others who love bdsm can enjoy until 69. different strokes for different blokes. responsibility lies with the supervisor or prosecutor or judge of punishment who should be fully cognizant of the law.

In those days, the Commissioner could be Chua Chin Kiat (second or third batch SAFOS, and together with Khoo Boon Hui, were transferred from the SAF to SPF, CCK was thereafter seconded to the Prisons Service, and KBH eventually became the Commissioner of Police).

too bad they either pretend not to know or don't know the limits. or it may be a period of organizational transition where lau jiao's who know have retired or transferred somewhere. anyway, cannot rely on sinkie civil servants to have mastery of law. they can't even coherently explain many screw ups which resulted in long time sinkie residents going stateless.

It is very unfortunate, because the Singapore Civil Service prides itself for being knowledgeable, efficient, effective and with integrity.
The worse the PSC, Director of Prisons or Commissioner of Prisons, should do, is to admit that there was a mistake, that it will never happen again, pay the compensation to all those prisoners who have been caned more than 24 strokes, whether he has initiated any legal action.
That is fair and just, morally right, and what integrity compels them to do (when no one is watching).
Otherwise, whether or not they believe in God, I believe that most individuals with morals and conscience, will not be able to sleep well at night, and die peacefully, knowing, whether or not after the fact, they have done wrong by caning more than 24 strokes.

make no mistake. the criminals deserve more than 24 strokes, 69 if i were to propose. what was unfortunate was lawmen breaking parts of the law which they went under oath to protect. what they did was wrong. but what the criminals did deserved their butts to be flayed beyond recognition. it was a good honest mistake on the part of the enforcers. :D

I won't be surprised if all the Trainers, and possibly the CO too, queue up to polish his boots, fan (no potable aircon that time) him during outdoor training, serving his meals, etc.

LHL was well-known for his physical fitness and ability as a marksman. In his spare time, he was known to be reading books on law and math while his bunkmates wasted their time on smoking, sleeping, masturbating and playing cards.

it was either during tee tua bah's stint as director prisons or his predecessor. Cant recall name. Cant b poh geok ek as this bugger took over from tee when latter became CP after prison posting.

They must know the legal limit wrt max strokes. The confusion resulted from the 3 or 4 consecutive sentences passed by the DJ. For instance, 3 yrs n 12 strokes per charge. That means serving either 9 or 12 years in jail before the 1/3 discount. But you cant cane 36 or 48 strokes. U have to stop at 24. Hope that clarifies.

Not at all. That sort of talk is used to fool lesser men into believing in their exceptionalism and thus deserving of their generous paychecks. Surely a good many years away from the country would have made you more clear-sighted.
