Back in the mid to late 80s, 4 armed robbers were caned way way beyond
the max pemitted by law. That is, 24 strokes at one go.

2 were caned 48 strokes and the other 2, 36 strokes. The supt of prisons called the DJ on day of caning to verify what he knew was an error. The motherfucker DJ, now living in Perth, insisted he was right.

The caning took place with 48 strokes for 2 and 36 for the other 2. None screamed. Fucking room was flooded with blood. All 4 had to be carried out.

After their release, family of one if the chap caned 48 strokes engaged a lawyer to sue. It never made the news and was settled for 70k i think. Max 80k. This guy got his nick after his 48 strokes. He is see chap puayk chong i think. The 3 others had no money. Family couldnt engage lawyers.

when the govt realised error was made, why settle just 1 when other 3 were also victims. They kept quiet and pretended nothing took place.

that is the govt 70% voted for. Senior lawyers are aware of this case. Similarly the older generation of jiang hu people.

this case was discussed in parliament when a teenager was caned additional strokes for ah long offences i think.

the great jayajumar, then law and home affairs minister was right. he said a prisoner can be caned more than 24 strokes. i fully agree. why?
because when he is serving time for several offences he gets 24 strokes. after his release, commit more crimes. sentenced again n 24 strokes. possible. happened to many. but more than 24 at one go? that is wrong.

why it took place? the 4 faced several charges. For instance, one of them had 4 charges and sentenced to x number of months and x number of strokes. but 2 of the sentences were concurrent not consecutive. whatever the confusion, the district judge should know better than to instruct supt of prison to carry out all 48 and 36 strokes at one go. silly supt of prison should have alerted his director of prison but he failed.

wrong was done. cant turn back the clock. i understand. but why compensate the guy whose family could afford a lawyer and not other 3?

is this the govt our 70% want? penalise the poor? whatever wrong the other 3 committed, they were already punished.

Any individual who claims to be honest, up right, and with integrity, will make a compensation to the other three prisoners who were caned more times than the legally allowed.
To be fair and just, the government should pay for the legal fees and costs, above and beyond the $70,000 compensation.
(I believe that that case deserves more than $70,000).

The law already clearly stated that you cannot sue the government and civil servants for what they should have done or should not have done. The judge is following the law. The judge is not allowed to break the law out of sympathy for the woman. The woman is trying to use her dead son to bend the law to suit her wish.

I guess the majority of "lesser mortals" in Spore would qualify if only they were staying in the US.

Stanford Will Now Be Free To All Students From Families That Earn Less Than $125,000 Per Year



Last week, Stanford University announced that more accepted students won’t have to pay anything for tuition, which normally runs nearly $46,000 a year.

Students whose families make less than $125,000 a year and have assets worth $300,000 or less, including home equity but excluding anything that they have saved in retirement accounts, won’t have to pay tuition. Students whose families make less than $65,000 also won’t have to pay for room and board, which can run about another $14,100. Scholarships or grants will cover the costs instead, and the school has a $21 billion endowment. The thresholds were previously $100,000 for free tuition and $60,000 for free room and board.

Students will still have to contribute at least $5,000 a year from part-time work during the school year, working during the summer, and/or savings.

“Our highest priority is that Stanford remain affordable and accessible to the most talented students, regardless of their financial circumstances,” said Provost John Etchemendy in a press release. “Our generous financial aid program accomplishes that, and these enhancements will help even more families, including those in the middle class, afford Stanford without going into debt.” The school says that 77 percent of undergraduates leave without student debt.

That makes Stanford graduates somewhat unique, as about 70 percent graduate with debt, owing an average of $29,000 at the end of last year. Student loan debt has tripled over the last decade. Meanwhile, nearly a third of those who have started to pay back the loans are more than three months behind on payments.

But Stanford isn’t the only place offering free tuition. Princeton offers free tuition to parents who make less than $120,000 and free room and board to those who make under $60,000. Harvard and Yale make tuition free for families who make less than $65,000, while Harvard asks those who make between that level and $150,000 to contribute between 0 and 10 percent of their income.

The idea has also cropped up outside of elite private schools and gone even further. Harper College in Palatine, Illinois recently announced that it will offer two years of community college free for high school graduates who maintain high grades, attendance levels, and community service engagement for four years.

Governments have also gotten in on the action. Tennessee has already started a program that gives all of the state’s high school graduates free tuition at a two-year community college. Chicago also launched a program to give high school graduates with a 3.0 GPA free tuition, books, and fees for community college. And in January, President Obama proposed a plan that would cover tuition costs for all high school graduates who enroll full-time or half-time in community colleges with occupational training or credit toward a four-year degree and maintain a 2.5 GPA.

All of those programs would be moot, however, if the government took a simple step and made all public universities free. Tuition at all public colleges came to $62.6 billion in 2012. The federal government could take the $69 billion it currently spends helping students cover the cost of college through grants, tax breaks, and work-study funds and instead simply cover tuition at those schools for anyone who wanted to attend. That would give all students of all income backgrounds an affordable option, and it could also put pressure on private schools like Stanford and Harvard to reduce their tuition to compete, which has risen 13 percent over the last five years.

The Doctor is also a punk asshole. He could have stopped the caning after 24 strokes but let it go on to 48. How many strokes the prisoner gets is actually up to him. After 24 strokes, He can certified the chap is physically unable to continue and hence the caning will be stopped at 24.

I think poster is referring to Stamford College and not Stanford University. In the old days, Stamford College was for those who had to repeat O levels or did not do well in the first O levels and want to re-try for a better score. usually its those people who cannot study. have to pay money to go there because it was a private school. There was a social stigma attached to it, as I am sure Golden Dragon will agree with. Place of last resort.
