i dont know why, a lot of people like woody goh. he is the one who opened up the flood gate for foreign trash and he is the one who make the gov so money minded. things change a lot when he want to proof himself as a qualify seat warmer for dragon prince as a lot of things he cant do, for example developing the infrastructure. he implemented a lot of policy to change the gov into a money spinning machine. this is a very good example. mark up a lot and subsidised a bit and still make a tidy profit out of it. imagine a private company can make a profit at 3.50 and poly clinic charge you for 5.60 and shamelessly declare on the bill that before "subsidised" is 10.57. this is another amazing creative accounting that our gov is so good with.
