Being a deputy Secretary itself is quite high powered. If they are of any good, the Review Team would not have come about a result of the Town Council-AIM fiasco.
Yes, if Tay does everything that his master tells him to write in that AIM report, he will be promoted to perm sec soon. If he can write the report in such a way that save face for his master, but can completely confuse the kopitiam uncles and that gay blogger, he will be ministerial material.
