My experience is that Tokyo might actually be one of the most expensive places to get a Seiko watch. It has got to do with their tax structure and export subsidies. In the past many Japanese would actually go on shopping sprees for Japanese goods in places like London and New York where there goods are cheaper.
I bought my Seiko in the 80's for $180. It was still running after 20+ years I think it still runs except that I need to replace the battery.
The only thing you need to replace other than the battery every 5 years is the rubber gasket, which keeps it water proof. It's a great watch & in a year it will only be off by under 1 minute.
The reason I stopped wearing the watch was because the metal wrist band broke after 20 years, & not the watch
Nowadays I don't even wear a watch because because the handphone I carry has a digital clock..
That company (Thong Sia) was the sole distributor for SEIKO watches in Singapore at that time. I do not know of any changes since 1980.

GS is good quality watch. Very funny many people buy ROLEX rather than GS.
