pay is better with covert ops and foreign attachments, as there's more risk and
hardship (such as away from family in sg). for desk jobs, average civil service pay. those who remain in the saf (they used to be one but are now split) are paid better than the civilian side, but there was an upward adjustment in the civilian side to retain staff. otherwise, many wanted to remain in uniform as the pay was better. outfits or departments are separated all over sg on a need to know basis and in order for various staff not to know each other. ironically, they run a clubhouse (more like a lounge with a bar) only open to civilian staff, and everybody rubs elbows with everybody else. once in a while, you'll get to meet friendly foreign operatives there as well.
