Apparently long standing PAP cadre, CCC member and high profile sycophant Ng Kok Khim decided to engage in a bit of mental arithmetics with some of his fellow sycophants to show that the Managing Agent was working on a higher cost base and sought the quotation from ATL for comparison. The plan was to then ask AHPETC for their quote and to show Singaporeans that they could do it cheaper.
These sycophants prematurely told NEA which they had been using as their personal lobby group that they would do it and thus the email.
Then these part Machiavellians completely forgot their cunning plan and the weeks rolled on. They proceeded as usual to do their arrangements for canvas tentage coverage for each stall and left it at that.
On the day of the cleanup, the whole thing fell apart. The hawkers naturally became angry and our little machiavellians also forgot what they had done and thought they would join in the political mudracking.
The educated children of the hawkers became suspicious when the quotation emerged with Ng Kok Khim's name front and centre with the first sentence clearly indicating that he sought the quotation. The PAP Team and NEA which had been on this ride decided to do a bit of investigating when hawkers and their children became agitated.
Yes, the petition with no signatures even though the claim was that signatures will be provided on request bullshit made this a circus.
In all this, someone forgot to tell the Minister. And the only thing he is having with Low is not coffee but egg on his face.
WP is not completely innocent in all this. Rather than dealing with the hawkers who are their constituents, they chose to deal with a lobby group, the NEA and relied on an email. On day 1, in the first hour they should have known that no scaffolding had been erected but hawker stall had tentage in place for high level cleaning.
By the way, NKK is not your humble children's clothes shop owner. Go ask him how is his relationship with the hawkers.
