SINGAPORE - Asean must maintain and strengthen its centrality, and redouble integration efforts to be a viable and attractive economic partner, Trade and Industry Minister Chan Chun Sing said on Thursday (Aug 29).

Coherence, commitment, confidence and consistency are key ingredients to achieving Asean centrality, he said in his opening remarks at the Singapore Institute of International Affairs' (SIIA) 12th Asean and Asia Forum at the Mandarin Oriental hotel.

Addressing the forum's theme of "The Sino-American Conflict and Asean: Surviving, Transforming, Succeeding", Mr Chan said that despite geopolitical volatility and global fragmentation, it was important for Asean member countries to resist populist policies and pressures.

He cited non-tariff barriers as one example of a complex issue requiring political will to tackle. These had tripled in the region over the last 15 years and could potentially erode gains from tariff elimination.

"To unlock the region's potential and allow the smallest enterprises to overcome geographical constraints, countries will need to deepen the non-tangible aspects of connectivity - data, finance, technology, talent and regulations," he said. "These are becoming as, or if not more, important than the physical aspects of connectivity."

He also spoke of the need to align standards and regulations in areas such as food, medicine and intellectual property, to enhance Asean members' value proposition and competitiveness in a knowledge-based world.

Reiterating the value of an open and rules-based multilateral trading system, Mr Chan said that Asean was leading the Regional Comprehensive Economic Partnership (RCEP) negotiations.

Each individual ASEAN country is too weak and small to contain Tiongkok. With Yankee trade war with China and slow exodus of manufacturing out of Tiongkok expect poorer ASEAN countries to steal some part of Tiong cake. And Yanks can help beef up the armed forces of these ASEAN countries to contain Tiongkok.

As we speak both the Nips and Gooks are arming up. Viets are protesting but too weak and poor to pose much of a challenge to Tiongs yet. Taiwan has plans for arming up too. And as do the Ozzies.

Indons, Viets, Pinoys, Jiuhu, Thais, Burmese will have to arm up. Along with Stinkies. That is the message.

MANILA, Philippines — The Philippine Navy on Thursday sent off BRP Ramon Alcaraz (PS-16) for the first Asean-U.S. maritime exercises in the Gulf of Thailand.
The 200-man contingent, led by Naval Task Group 80.5 commander Capt. Hilarion Cesista, left Manila South Harbor for the drills set on Sept. 2 to 6.

“The Navy will be benefited from this because they will be operating with other navies as far as maritime safety and security is concerned. It also promotes exercise of freedom of navigation and overflight and unimpeded commerce,” said Chief of Naval Staff Rear Adm. Loumer Bernabe, who led the ceremony.

While the U.S. conducts exercises with Southeast Asian nations on a regular basis, this is the first time that the global superpower will hold maritime drills with Asean (Association of Southeast Asian Nations) as a regional bloc. The joint drills are taking place a year after Asean held military exercises with China for the first time.
Despite trade tensions between the two superpowers, Asean has maintained its neutrality. China and the U.S. are also competing for influence over the South China Sea, one of the world’s most strategic maritime chokepoints that is a source of tensions in the region.


The Philippines and three other Asean countries, along with China and Taiwan have competing claims over the disputed waterway. But Beijing claims the South China Sea almost entirely.
The exercises will be held a few days after the U.S. had accused China of using “bullying tactics” in the South China Sea, and has criticized the Asian giant over its “coercive behavior” in interfering in oil and gas activities in waters claimed by Vietnam.
The drills, where participating navies will work together to address sea threats, will extend from Chonburi Province in Thailand to the tip of Ca Mau in Vietnam.
“This is a very important and timely activity as it shall boost our readiness to work seamlessly with our counterparts, particularly in countering security threats,” Bernabe said.
The Philippine Navy’s participation in both U.S. and China-led exercises manifests that it is consistent with the country’s independent foreign policy, the Navy official said.

It also shows that the Navy has advanced in some ways, because it now gets invited to send ships for international engagements, which was not the case in the past.
“When you are invited by navies around the world, it only shows you have the credibility. Before, the Navy does not participate because our vessels cannot reach their area because of the distance. But now, the Navy is very visible on international occasions and exercises,” Bernabe said.
Commodore Toribio Adaci Jr, commander of Fleet-Marine Ready Force, announced that the Philippine contingent might make a port call in Vietnam after the exercises.
“I wish to inform that your grueling 5-day exercise in Thailand may be complemented possibly with a port visit to Vietnam before you come home to the Philippines. Efforts are underway to coordinate the port visit,” he told the participating troops. /muf

Naval officers from Asean nations will join the US Navy in their first-ever joint military drill, in a fresh attempt to counter security threats in Southeast Asian waters.
The five-day Asean-US maritime exercise will begin on Sept 2 in areas located off the Cape of Ca Mao in Vietnam, according to a press release from the Ministry of Defence.
Thai Patrol Squadron commander Rear Adm Somphong Nakthong will reportedly be appointed to lead the combined task force, which is dubbed the "CTF", according to an official at the ministry who asked not to be named.
Capt Matt Jerbi, chief of US Destroyer Squadron 7, will be a deputy CTF commander, according to the source.
The CTF comprises naval officers from the US and Asean navies. The force, with eight ships and two aircraft, is set to carry out both maritime and air operations during the exercise.
The participating officers will work together in a mock situation in which three "suspicious ships" are spotted in maritime waters off Southeast Asia.
They will travel from the Strait of Malacca near Malaysia and in areas close to Vietnamese shorelines.
The goal will be to practise conducting searches and detaining suspects on ships.
The CTF will work closely with a monitoring command centre called the "Changi C2 Centre" in Singapore to ensure a successful operation.
Officers believe that the exercise will pave the way to better cooperation and information exchanges protect Southeast Asia against maritime threats.
