If the PAP opens its eyes, there are enough publicly-funded health care models to copy. Nope, the PAP just wants to pillor sinkees with bills so that they don't have enough time to worry about politics. Since that doesn't seem to be working, the PAP is clueless on what to do next. You're right. There are no subsidies in Singapore. All the essential services have been privatized, and prices marked to market with a discount.

The whole business of government is to make every department profitable and maximize GDP growth to line the pockets of the politicians and top civil servants. Welfare of the people is a secondary, almost incidental, concern – attended to insofar as their votes matter to keep the ruling party in power every 5 years.
