I actually think that the PAPzis meant for a limited number of people to have a strong command of any language, especially English. First, anyone with a command of any language is in a position to argue credibly against them. They have already seen that in people like Lim Chin Siong, Ong Eng Guan (Chinese), and David Marshall (English).

Second, English has a reach to Europe and the US, people who have a record of interfering with governments they don't like.

To fix this inconvenience, they introduced a bilingual policy in a most punishing form, i.e., one focused on exacting severe penalties for non-compliance. This has two 'benefits'. It creates a heavy burden focused away from dissent (or so they hoped), and it dilutes the people's ability in either language.

But as with all dictators' intentions, there are many side effects....

When they submit a report, i have to edit and correct so many things - grammar, past / present tenses and vocabulary!

I totally agree with you. Another common example would be the word "deadline". Apparently everyone uses the word "dateline" instead. It has gotten to the point that at work I'm forced to use pidgin English because if I ever were to use proper English, no one would understand me! What joke!
